DECISION

RATIFYING THE OVERALL PLAN FOR SOCIO-ECONOMIC DEVELOPMENT IN THUA THIEN-HUE PROVINCE IN THE 1996-2010 PERIOD

THE PRIME MINISTER

Proceeding from the Law on Organization of the Government of September 30, 1992;
At the proposal of the President of the People�s Committee of Thua Thien-Hue province in Report No.1061-TH/UBND of July 19, 1997 and the proposal of the Minister of Planning and Investment in Document No.4844-BKH/VPTD of August 8, 1997,

DECIDES:

Article 1.- To ratify the Overall Plan for Socio-Economic Development in Thua Thien-Hue Province in the 1996-2010 Period with the following main contents:

I. ORIENTATIONS AND OBJECTIVE OF DEVELOPMENT

1. Orientations:

Socio- economic development in Thua Thien- Hue province shall be effected along these directions:

- Associating the development of the key economic region of Central Vietnam and the northern part of Central Vietnam in order to fit in with the socio-economic development strategy of the whole country.

- Assuring the harmonious combination of socio-economic development and preservation of the ecological environment with the preservation and upgrading of the cultural relics and the strengthening of national security and defense and social order and safety.

- Upgrading the urban infrastructure especially in Hue City, overcoming the shortcomings in communications, creating the motive force for socio-economic development; developing cultural and social work, raising the living standard and cultural level of the population, ensuring the human resource for the need of industrialization and modernization;

2. Objective:

Effectively developing all potentials and advantages of the province in geographical conditions and natural resources in order to build a developed Thua Thien- Hue province reaching the objectives of economic development, social advancement, protection of the environment and ecology and strengthening of security and defense; making it a center for economic, cultural and tourist development, for university training and high specialization in medical training of the key economic regions of Central Vietnam with the following main targets:

Average annual GDP growth rate: 12-16% in the 1996-2000 period, and 13-15% in the 2001-2010 period.

Striving to reach a per capita GDP of 500-600 USD in the year 2000 and 1,700-1,800 USD in 2010. The rate of budget mobilization from GDP shall reach about 22%-23% in 2000 and 25.5%-32% in 2010. The rate of accumulation for investment from GDP shall reach 9.5% -10.5% in the 1996-2000 period and 17%-19% in the 2001-2010 period. The export value shall reach 50-70 million USD in 2000 and 300-500 million USD in 2010. Striving to reduce population growth rate to 1.9% in 2000 and 1.5% in 2010. Striving to create jobs for 40,000-50,000 people in the working age annually. Raising the material and spiritual life of the population, preventing the relapse of illiteracy, basically universalizing primary education among the entire population, junior high school education among the youth in the urban areas in the year 2000 in order to continue striving to universalize senior high school education among all the youth in the province.

II. MAIN TASKS IN SOCIO-ECONOMIC DEVELOPMENT:

1. Industrial development:

Strongly directing activities to exports while paying attention to manufacturing consumer goods as substitutes for imports, building and step by step perfecting the industrial zones of Phu Bai, Chan May, Phong Thu, Tu Ha and other industrial centers, first of all the industrial clusters on the fringes of Hue City. Using local raw materials and skills for the production of construction materials, with priority of investment in the processing of agricultural, forestry and aquatic products, high-grade artcrafts and other products in service of tourism, high-tech production lines (such as assembly of electronic goods, cars and trucks, biological products in service of agriculture and forestry and processing industries).

2. Tourism and service industry:

Developing tourism into the economic spearhead of the province. Preserving and upgrading the historic relics and scenic beauty spots of the old imperial city of Hue, combining the building of the clusters of shoreline and mountainous vacation sites in Lang Co, Canh Duong, Bach Ma, Tan My, Thuan An, the A Luoi cultural village..., associating tourism with cultural activities.

Development of tourism must go alongside the raising of the service quality in order to create a courteous and civilized tourist environment and increase its attraction to tourists inside the country and from abroad.

3. Agriculture, forestry and fishery:

Striving to achieve 200,000 tons of food in the year 2000, and 250,000-260,000 tons of food in paddy equivalent in 2010. Strongly developing short and long term industrial plants, food plants and fruit trees through concentration and specialization, first of all by building a sugar cane material area of 10,000-15,000 hectares for the sugar industry and after-sugar industry, a rubber growing area of 10,000-15,000 hectares in order to coordinate with the rubber processing industry in Quang Binh and Quang Tri; expanding the areas of coffee and cinnamon in the mountainous districts; building a concentrated fruit tree area to grow such special product trees as grapefruit, persimmon and tangerine. Maintaining the area of planted forests and promoting forest planting and the greening of the wild lands and bare hills. Stepping up the exploitation of aquatic products by expanding the area of aquaculture and developing off shore fishery.

4. Development of infrastructure:

Building along with upgrading and renovating the system of infrastructure in the towns and countryside. Renovating and upgrading the communications system and the constructions against flood and waterlogging in the towns, protecting the ecological environment along with modernizing the communications and liaison system. Implementing the projects of water supply and drainage for the urban conglomerations, the concentrated industrial areas, ensuring clean water for the rural areas, combating pollution of water sources along with the disposal of solid wastes.

In the immediate future, to focus on the renovation, upgrading and building of the following projects: the Phu Bai airport, the Chan May sea -port, the roads linking Highway 68 and the economic clusters in the hilly economic areas with the national highway 1A and highway 49 linking with Laos, the peripheral roads of Hue City, the inter-district transport system and intercommunal transport system; contributing to the building of the North-South motorway and the Hai Van tunnel road. Speeding up the electrification of 100% of the wards and communes.

Implementing a number of projects to harness Huong river and Bo river such as the Ta Trach, Khe Lu, Co Bi and Thao Long projects; at the same time upgrading the existing systems and building a new system of dykes to prevent saline water infiltration from lakes and lagoons; taking measures against the infiltration of saline water and protecting the stability of the Tu Hien and Thuan An estuaries.

5. Development of education, healthcare and social and cultural work:

- Raising the quality and efficiency of the educational and training system to meet the demand of industrialization and modernization in human resource. Perfecting the institutions for a multi-disciplinary higher education center of the area and the system of high-quality vocational schools.

- Developing the healthcare network to give medical examinations and treatment to the population, carrying well the population and family planning program.

- Building a high-tech medical center of Central Vietnam in Hue.

- Broadening and raising the quality of the system of radio and television, of the cultural and physical training and sport activities. Motivating the population to take part actively in the building of a civilized lifestyle, combating and eliminating social evils. Upgrading the systems of museums, libraries and exhibition houses, cultural houses and other cultural institutions. Training and fostering the contingent of artisans and consolidating the organization of different traditional arts.

- Working out a plan to resettle the overwhelming majority of the people living on boats on Huong river and along the lakes and lagoons.

In order to ensure the implementation of this plan, the People�s Committee of Thua Thien-Hue province should carry out and creatively apply assorted measures in terms of mechanism and policies with a view to mobilizing the different resources inside and outside the country.

After the overall plan is ratified, it is necessary to study and work out and carry out detailed plans and programs for socio-economic development and investment projects on the basis of this overall plan and step by step bring it into medium and short-term plans for implementation.

The People�s Committee of the province should take the initiative in studying, carrying out and proposing to the Government to issue appropriate and efficient mechanisms in order to mobilize resources to carry out the set targets of socio-economic development. As a province where lies the old imperial capital and having specific characteristics, the province should correctly apply the policies on land and the policies for Category 2 cities. Thua Thien-Hue province and Hue city should study and propose to the Central Government an appropriate organizational structure and managerial model, especially as far as the urban management and management of cultural relics and of external relations are concerned.

Article 2.- The People�s Committee of Thua Thien-Hue shall have a plan to closely inspect and monitor the implementation of the Overall Plan, regularly update the newest information in order to make rational and timely readjustments in keeping with the general development orientation of the region and the whole country. The Ministries and the branches at the central level shall have to coordinate with and assist Thua Thien-Hue province in the course of implementation of this plan in order to ensure the unity between the plan of the province with the strategy and overall plan of economic development of the economic, technical and social branches, in conformity with the plan of the key economic areas of Central Vietnam and the stragety of socio-economic development of the whole country as well as the program of economic cooperation of the Mekong sub-region.

Article 3.- This decision takes effect 15 days after its signing. The President of the People�s Committee of Thua Thien - Hue province, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government and the Presidents of the People�s Committees of the related provinces and cities directly under the Central Government shall have to implement this Decision.
