DECISION

approving “the high quality vocational school development PROJECT by 2020”

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 29, 2006 Law on Vocational Training;

Pursuant to the Decision No. 579/QD-TTg dated April 19, 2011 of the Prime Minister on approving the Strategy on development of Vietnamese human resources during 2011-2020 period;

Pursuant to the Decision No. 630/QD-TTg dated May 29, 2012 of the Prime Minister on approving the vocational training development Strategy during 2011-2020 period;

At the proposal of the Minister of Labour - Invalids and Social Affairs,

DECIDES:

Article 1. To approve “The high quality vocational school development Project by 2020”, with the following main contents:

I. VIEWPOINTS

1. Development of high quality vocational school for training technical personnel directly in manufacturing, service with knowledge, skills and high professional responsibility, in order to strengthen the competitiveness of the labourers and of the country in the context of international integration, contributing to successful implementation of the industrialization and modernization of the country.

2. Development of high quality vocational school on the basis of inheriting and promoting achievement and new factors, selectively acquiring the vocational training experience of the world; ensuring systematic and long-term quality with synchronized and feasible solutions and appropriate schedule and steps.

3. Development of high quality vocational schools towards “open”. The State shall have specific mechanism, policies and synchronized investment support for selected vocational schools to meet the criteria of high quality vocational schools; concurrently shall have mechanism and policies for encouraging and promoting socialization so that other vocational schools can strive for the criteria of high quality vocational schools and be appreciated and recognized.

II. OBJECTIVES

1. General objectives

By 2020, it will have been striven to obtain around 40 high quality vocational schools qualified for training in some vocations recognized by the advanced countries in the ASEAN region or in the world, contributing to the basic and comprehensive innovation of vocational training in Vietnam and meeting the requirement of high quality human resources for socio-economic development of the country.

2. Specific objectives

a) 2014 – 2016 period

Step by step training in 34 pilot vocations according to vocational training programs transferred from abroad under the Project approved by the Prime Minister with a minimum size of 25 students for each vocation in each year. Centralized and synchronized investment support shall be prioritized for the selected vocational schools with good training capacity and closely meeting the criteria of high quality vocational schools.

b) 2017 – 2020 period

Gradually expanding the vocational training for the pilot vocations in which graduates’ diplomas or certificates shall be assessed and recognized by the prestigious education and training organizations of the advanced countries in the ASEAN region or in the world. It will have been striven to obtain approximately 15 vocational schools assessed and accredited with meeting the criteria of high quality vocational schools by 2018; around 15 additional schools by 2019 and about 40 high quality vocational schools by 2020.

III. the criteria of high quality vocational schools

The schools shall be recognized as the high quality vocational schools when certified by the vocational training quality control body that those schools meet all the following criteria:

1. Regarding the training scale: Minimum training scale is 2,000 students for vocational schools and vocational colleges (based on the number of converted students), in which at least 30% of students follow the key vocations.

2. Regarding employment after training: At least 80% of graduates have a proper job within 6 months after graduation, in which at least 90% are the key occupations.

3. Regarding the qualification of students after training: 100% graduates from vocational schools shall qualify for level 2/5 and from vocational colleges shall qualify for level 3/5 of the national vocational skill standards and their computing qualification shall meet IC3 standard or equivalent and above, their English proficiency shall score 300 on TOEIC or equivalent and above. In particular, graduates from the key vocations under the vocational training programs transferred from abroad shall achieve English proficiency of 450 on TOEIC or equivalent and above, and their diplomas or certificates shall be recognized by the prestigious education and training organizations in the ASEAN region or in the world.

4. Regarding quality control: The schools must achieve level 3 of vocational colleges quality control standard; 100% trained professions shall meet the standard of training programs quality control.

5. Regarding teachers and lecturers: 100% teachers must meet the regulated standard, possessing IC3 computing qualification or equivalent and above, achieving English proficiency of 350 on TOEIC or equivalent and above. In particular, the teachers of transferred key vocations must possess English proficiency of 450 on TOEIC or equivalent and above.

6. Regarding school administration: 100% school administrators must have professional certificates of vocational training management. The management operations of schools and training programs for key vocations must be digitized and simulated under the advanced software technologies in the world.

IV. DUTIES, SOLUTIONS TO PROJECT IMPLEMENTATION

1. Selecting some vocational schools with good training capacity and building a plan, a schedule for centralized and synchronized investment support as regulated so that those schools shall qualify for the high quality vocational schools in 2020 (selected vocational school list in the attached Appendix).

2. Enhancing the quality assurance conditions, innovating the management and teaching operations in the direction of approaching the qualification of the advanced countries in the ASEAN region and in the world with regard to the selected vocational schools, namely:

a) Regarding the trained vocations under the vocational training programs transferred from abroad: Effectively deploying the Project “Transfer of curriculums; training teachers and vocational education managers; experimental training in key occupations that meet ASEAN and international standards” during 2012 – 2015 period which was approved by the Prime Minister; synchronized investment support in facilities, training equipment that meet the requirements of the transferred training program;

b) Regarding the other trained vocations: Developing and promulgating programs and curriculums based on the national vocational skill standards; standardly training and retraining teachers, vocational education managers; synchronized investment support in facilities, training equipment, software, materials as required by the curriculums;

c) Teaching foreign language, information technology for teachers, management staff and students of key vocations with qualified capacity, management skill, teaching skill, learning and research ability under the criteria of high quality vocational schools.

3. Building and applying education quality management system in the selected vocational schools; implementing the digitization of the training management, quality control, staff and teacher management, and simulating the training programs, firstly for the key vocations under the advanced software technologies in the world.

4. Regarding mechanism and policy on high quality vocational school development

a) Building mechanism and policy on promoting socialization and encouraging vocational schools (public and private) to enhance the training quality assurance conditions in accordance with the criteria of the high quality vocational schools, including:

- Credit incentives for investment in facilities, training equipment as regulated by law;

- Tax incentives for production, business and services associated with the training activities as regulated by law;

- Support in training management staff and vocational trainers; using the programs and curriculums of the key vocations;

- Pilot training the key vocations from the State budget.

b) In addition to the mechanism as currently regulated by the State for the public service bodies, the selected vocational schools to be invested to qualify for high quality vocational schools will be put into pilot practice and implementation by the mechanism of the financial autonomy and the finance and assets management, including:

- Establishing and regulating tuition fees, entrance examination fees and reporting to the Ministry, branch and localities who are the governing bodies of the schools for approval and disclosing the fees prior to the implementation;

- Deciding on the contents and expenditure level from the regular operation funds (including funds from the State budget and service income) on the basis of internal expense regulations, ensuring the publicity, transparency and effectiveness as required by the quality and implementation progress of the assigned tasks;

- Autonomy of managing and using facilities, equipment invested for production, business and services associated with training (including joint ventures, co-operation with organizations and individuals for service operation to meet the needs of society as prescribed by law); autonomy of wages and salaries of teachers, staff and students directly involved in the production, business and services associated with training.

c) Encouraging and prioritizing enterprises directly in co-operation with the schools to organize training in some key vocations associated with the production and business of the enterprises.

d) The vocational schools recognized as meeting the criteria of the high quality vocational schools shall be prioritized by the State in obtaining orders of provision of vocational training services from the State budget.

5. Proactively and aggressively deploying the international integration of vocational training under “the Project on international integration of education and vocational training by 2020” approved by the Prime Minister.

6. Organizing verification, assessment and recognition

a) The assessment and recognition of qualifications of students and graduates of vocational training under the transferred programs must be carried out by the internationally prestigious education and training organizations which have the functions of certificate assessment, verification and recognition.

b) The assessment, verification and recognition of training programs of every vocation and every high quality vocational school shall be regulated by the Ministry of Labour - Invalids and Social Affairs.

V. FINANCIAL MECHANISM OF PROJECT IMPLEMENTATION

1. The Central Budget via the National Targeted Program of Employment and Vocational Training for the period 2012 - 2015 and the key programs, projects during the period 2016 - 2020 in accordance with the targeted support mechanism from the Central Budget, ensuring the centralized and synchronized investment for the selected schools under the following contents:

a) Developing information system, digitizing and simulating the management operations and training programs of the key vocations;

b) Developing vocational training programs and curriculums;

c) Training, retraining vocational teachers and management staff;

d) Investment support in facilities, training equipment, software, materials;

e) Training in the key vocations under the State’s orders;

f) Promoting verification, assessment and recognition.

2. The Ministries, branches and localities governing the vocational schools have the responsibility to mobilize resources from the regular expenditure budget, investment in capital construction, domestic and overseas programs and projects, service income of schools and other legal resources, along with support from the Central budget for the synchronized investment in the selected schools in order to meet the criteria of the high quality vocational schools; ensuring the training costs of the schools.

3. Promoting the mobilization and combination of financial resources from the domestic and overseas programs, ODA projects, organizations and individuals to support investment in strengthening the conditions to ensure the training quality of the schools.

VI. Implementation organization

1. The Ministry of Labour - Invalids and Social Affairs:

Hosting, co-ordinating with the Ministries, the branches and the People’s Committees of the Central provinces and cities to guide and organize the implementation of the Project, namely:

a) Promulgating a Circular providing details of the criteria, methods and procedures for assessment and recognition of high quality vocational schools; guiding the Ministries, the branches, the localities and the vocational schools to organize the implementation;

b) Building plan and schedule for centralized and synchronized investment support for the selected vocational schools in accordance with the balance ability of the State budget in each period;

c) Co-ordinating with the Ministry of Finance to guide specifically the mechanisms and policies to develop high quality vocational schools;

d) Guiding the Ministries, the branches and localities to build plans, estimates and to synthetize the demand for investment fund in high quality vocational schools, sending to the Ministry of Finance, the Ministry of Planning and Investment to incorporate into the plan and the estimates of 5-year and annual budgets; organizing the implementation of centralized and synchronized investment for the selected high quality vocational schools as regulated;

e) Building 5-year and annual schemes and plans for the development of high quality vocational schools and sending to the Ministry of Planning and Investment to incorporate into the development scheme of the country’s overall human resources;

f) Guiding, inspecting, supervising and summarizing the Project implementation and periodically reporting to the Prime Minister. Organizing a preliminary summing-up of the Project implementation after 3 years and a summation in 2020.

2. The Ministry of Finance:

a) Hosting, co-ordinating with the Ministry of Labour - Invalids and Social Affairs and the relevant Ministries, branches and localities to arrange the service expenditure according to the current budget decentralization and the balance ability of the State budget in each period;

b) Hosting, co-ordinating with the Ministry of Labour - Invalids and Social Affairs to provide specific instructions for the mechanisms and policies to develop high quality vocational schools; inspecting and supervising the Project implementation.

3. The Ministry of Planning and Investment:

a) Hosting, co-ordinating with the Ministry of Finance, the Ministry of Labour - Invalids and Social Affairs and the relevant Ministries, branches and localities to arrange capital for investment and development, capital for national targeted program, capital for government bonds (if any), ODA capital and the national key programs, projects, schedules to implement the Program according to the current budget decentralization and in accordance with the socio-economic development strategy, manpower development strategy and the balance ability of the State budget in each period;

b) Co-ordinating with the Ministry of Finance, the Ministry of Labour - Invalids and Social Affairs to build and give instructions for the mechanisms and policies to develop high quality vocational schools; co-ordinating to inspect and supervise the Project implementation.

4. The Ministries, Central agencies of socio-political organizations, socio-professional organizations, the People’s Committees of the Central provinces and cities who are the governing bodies of the selected schools:

a) Guiding, instructing the schools based on the criteria of high quality vocational schools and the guidance of the Ministry of Labour - Invalids and Social Affairs to build investment projects according to the schedule;

b) Approving the investment projects for high quality vocational schools as regulated (after consulting the State management agency for vocational training at the Central level) and sending to the Ministry of Labour - Invalids and Social Affairs for synthetizing, supervising and making annual expenditure plans;

c) Mobilizing and allocating the annual expenditure funds granted to schools according to the project implementation schedule and synchronizing with the supporting fund from the Central budget, ensuring sufficient capital for implementing the approved projects;

d) Ensuring the conditions on land, workforce, regular funds for the schools to implement effectively the assigned tasks;

e) Annually evaluating the performance of the assigned tasks, reporting to the Ministry of Labour - Invalids and Social Affairs for summarizing and reporting to the Prime Minister.

Article 2. This Decision takes effect on the date of its signing.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies and Chairpersons of People’s Committees of the Central provinces and cities and Heads of the relevant agencies take responsibility to implement this Decision.
