DECISION

PROMULGATING THE ACTION PROGRAM IN IMPLEMENTATION OF THE GOODS IMPORT AND EXPORT STRATEGY FOR THE 2011-2020 PERIOD, WITH ORIENTATIONS TOWARD 2030

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the goods import and export strategy for the 2011-2020 period, with orientations toward 2030;

At the proposal of the Minister of Industry and Trade,

DECIDES:

Article 1. Promulgating together with this decision, the action Program in implementation of the goods import and export Strategy for the 2011-2020 period, with orientations toward 2030 approved by the Prime Minister in the Decision No. 2471/QD-TTg, of December 28, 2011.

Article 2. This Decision takes effect from the day of its signing.

Article 3. Ministers, heads of Ministerial-level agencies and Government-attached agencies, Chairpersons of provincial-level People's Committees, and relevant units, individuals shall implement this Decree.

THE ACTION PROGRAME

IN IMPLEMENTATION OF THE GOODS IMPORT AND EXPORT STRATEGY FOR THE 2011-2020 PERIOD, WITH ORIENTATIONS TOWARD 2030

(Promulgated together with the Decision No. 950/QD-TTg, of July 25, 2012,of the Prime Minister)

I. OBJECTIVES OF THE PROGRAM

The action Program in implementation of the goods import and export Strategy for the 2011-2020 period, with orientations toward 2030 (hereinafter referred to as the action Program) aiming to < span="">mentioned in the Decision No. 2471/QD-TTg, of December 28, 2011 of the Prime Minister on approving the goods import and export strategy for the 2011-2020 period, with orientations toward 2030, to tend objectives:

- The average goods export growth rate will be 11-12%/year during 2011-2020.

- The average goods import growth rate will be 10-11%/year during 2011-2020.

- To gradually reduce trade deficit and keep it at about 10% of the export value by 2015 and achieve trade balance by 2020. To strive trade surplus in the 2021-2030 period.

II MAJOR TASKS

1. To develop manufacture, restructure economy

a) Regarding industrial manufacture

- To review, supplement and complete strategies, master plans of sector, industrial products in conformity with the 2011-2020 socio-economic development Strategy and the goods import and export Strategy for the 2011-2020 period, with orientations toward 2030.

- To deploy implementation of the National program on improvement of productivity and quality of products and goods of Vietnamese enterprises through 2020 approved in the Decision No. 712/QD-TTg of May 21, 2010 of the Prime Minister and projects under the Program approved by competent authorities.

- To deploy implementation of the national technological renewal Program through 2020 approved in the Decision No. 677/QD-TTg of May 10, 2011 of the Prime Minister, in that concentrate on main products, key products and national products; to research, master and apply advanced technology; to formulate policy to support enterprises in technological renewal, improvement of science technological quality, content and added value, domestic value in export products.

- To specify the potential export goods items. To formulate and promulgate mechanism, policy aiming to develop manufacture of export goods items that are potential, have competitive edge at national level, possess high growth rate and added value in group of building materials, and petrochemical, rubber, plastic, electronic products, mobile telephone.

- To actively deploy implementation of the Decision No. 12/2011/QD-TTg of February 24, 2011 of the Prime Minister on development policy of a number of support industries; to review and supplement incentive policy to encourage, attract investment in manufacture of support industrial products prioritized for development in mechanical engineering, electronics-informatics, automobile producing and assembling, textiles and garments, footwear and high technologies. To propose for new supplement of support industrial products that need be prioritized for development in the next time in conformity with international and country situation, associated with export development.

- To assess particularly situation of construction of centers supplying materials and accessories with respect to textile and garment, leather and footwear in the past time, on the basis thereof, to propose promulgation of mechanism, policy aiming to unfasten difficulties, and develop centers supplying materials and accessories for commodity groups: textile and garment, leather and footwear, wood furniture, electronics, mechanical engineering.

- To research policies on sustainable industrial development ensuring economy growth associated with resources saving and environmental protection; to well comply with international commitments regarding on environment in signed treaties relating to environment; to formulate the legal system regarding on environment in conformity with integration progress; to have suitable policy to support medium and small enterprises in environmental management and investment in environmentally friendly products.

b) Regarding on agriculturall manufacture

- To review, supplement and complete strategies, master plans on sector, agricultural products (rice, coffee, tea, pepper, cashew nuts, rubber, aquatic products) in conformity with the socio-economic development strategy through 2020 and the 2011- 2020 master plan of production development of agriculture and a vision toward 2030, approved in the decision No. 124/QD-TTg of February 02, 2012 of the Prime Minister.  To further construct and amend, supplement mechanisms, incentive policies aiming to attract enterprises to focus on investment in these sectors; to promulgate suitable policies ensuring sustainable and stable consumption of agricultural products, especially products of large gathered manufacturing areas and main agricultural products.

- To formulate mechanism, policy aiming to orient, support, encourage enterprises in improvement of productivity and quality of main agricultural products on the basis of application of solutions relating to  improvement of productivity and quality in conformity with characteristic of sector, enterprise; to deploy solutions of application supporting, transferring advanced science and technology in manufacture, cultivating technique and applying types of new plant varieties and animal breeds that have high productivity and quality; to renew technology in exploiting, preliminary treatment, preservation, intensive processing aiming to improve value of main export agro-forestry-fisheries products and goods.

- To boost the pilot implementation of agro-forestry-fisheries manufacture models aiming to construct gathered goods manufacture zones associated with processing, consuming products and servicing export; and concurrently to combine workforce and production tools to facilitate in the application of science, technique and new technologies,  and new varieties to production. Localities often monitor, summarize good models to popularize, deploy enlargement; timely to propose, report to the Agriculture and Rural Development for complement, supplement of criterions, solutions aiming to boost application of these models whole nation.

- To formulate and promulgate incentive mechanisms of associating between development of raw materials zones with agro-forestry-fisheries manufacture, processing and import through forms of Joint-venture, association, long-term contract, provision of input raw materials associated with consuming products. On the basis of reviewing the raw-material zones, localities boost combination of the development of raw-material zones with the production, on-spot processing to serve export.

- To review, supplement and complete technical regulations and standards with respect to agricultural, forest and fishery goods items, especially the main agricultural goods items as rece, coffee, rubber, and fishery products. On the basis thereof, to elaborate roadmap of compulsory application technical regulations and standards to the export agricultural, forest and fishery goods items and improve inspection, supervision to enhance quality, effectiveness of export, protect prestige and trademark of Vietnamese goods.

- Regularly to grasp of application situation of methods of trade protection, technical barrier of    importing countries for Vietnamese export goods, especially agricultural, forest and fishery goods items; increase propagation, popularization to enhance awareness of export enterprises regarding to this work, to actively coordinate with relevant agencies, localities, associations, enterprises  to have measures responding to timely and effectively.

2. To develop market, promote trade

- To expeditiously formulate to submit to competent authorities for approval of the negotiation strategy on Free trade agreements (FTA) through 2020, to focus resources on  FTA negotiation in markets, market zones that are key and many potential.

- To formulate scheme on development, boosting export for each market zone aiming to variety goods items and market for export and import, well deploy potential and characteristic of each market zone.

- To strengthen activities of bilateral and multilateral negotiations; to review treaties as well as international commitments which have signed with each country, region to have measure of boosting export in these markets, concurrently ensure consistency in the process of realizing the country's commitments.

- To gradually establish, perfect units specialized supplying information aiming to collect, analyze, forecast situation of international and domestic goods market, law, policy, and commercial practices of overseas markets in order to assist enterprises in obtaining intensive and exact information source, raising their competitiveness and effectiveness upon entering into these markets.

- To renew operation model of overseas trade toward promoting self-control and ensuring effectiveness in operation.

- To formulate and submit to competent authorities for promulgation of scheme on consolidation and enlarging of system of Vietnamese trade promotion representative agencies in foreign countries to meet requirements of new situation.

- To push up activities of import promote in the national trade promotion program under the Decision No. 72/2010/QD-TTg of November 15, 2010 of the Prime Minister on promulgating the Regulation on forming, managing and implementing nation trade promotion programs, to focus on development of export products that are new and have competitive edge, not restrained on market, exporting in markets that still many potential.

- To implement effectively the national trademark program; to encourage organizing events to promote, introduce enterprises’ trademarks, national-class products; to guide and support enterprises in active protection of trademarks, labels of export goods in international market.

- To facilitate for Vietnamese business associations oversea to promote role, ability of Vietnamese community oversea in enlarging export market, improve to enhance quality, competition of Vietnamese goods in international market, set up and enlarge system of Vietnamese goods distribution in foreign countries.

- To review, assess commercial infrastructure in border-gate zones, especially zones with big quantity of export goods, thus to propose mechanism, policy aiming to complete, develop commercial infrastructure in these zones; to strengthen cooperation, information exchange with countries possessing common borders in order to ensure stable export, forecast and actively prevent; instability arising; to amend and supplement mechanism, policy on border trade toward flexibility, incentive maximally for export, ensure import of essential goods items.

- To push up negotiation, signing and implementation of treaties or mutual recognition agreements on quality, standard of products, on inspection before stowage aiming to boost commercial facilitation between Vietnam and countries.

- To have particular solution to strengthen and improve effectiveness of economic diplomacy aiming to expand export markets for Vietnamese goods.

3. To complete the policy on commerce, finance, credit and investment in development of manufacturing export goods.

- To review, complete the system of law, mechanism, policy relating to state management in export and import.

- To assess result of the pilot of export credit insurance under the Decision No. 2011/QD-TTg of November 05, 2010, of the Prime Minister, and propose to competent authorities mechanism, policy to push up export credit insurance for enterprises.    

- To enhance role of Vietnam Development Bank in supplying credit, export credit insurance and investment in medium and small enterprises.

- To review, formulate rates of import tax, export tax in conformity with the international and regional integration roadmap aiming to facilitate to push up export, development of domestic manufacture.

- To assess general Vietnam’s foreign investment in past time and orient policy through 2020. To propose solutions to attract foreign direct investment capital turning out quality.

- To formulate incentive policy applying to multinational corporations, big enterprises in the world to invest in industry, support industry tending to increase quality, effectiveness higher, assurance for environment, commitment on technology transfers and development of high skill human team.   

- To arrange timely and reserve capital resource with rational interest rate for industry manufacture, agriculture, export, support industry; to implement flexibly administration of monetary policy, exchange rates and foreign exchange management, ensure to encourage export. 

- To review, negotiate new sign and supplement treaties on cooperation in bank, especially with Africa countries, to ensure for safe and favorable payment and restrain from risks. 

4. To invest in development of infrastructure, services for goods export and import and push up < span="">

- To invest, upgrade transport infrastructure works, warehouses and storage yards at big seaports and customs clearance sites for imports and exports to satisfy demand of import and export through 2020, with orientations toward 2030.

- To formulate and finalize legal framework, policy on development of logistic service, and concurrent to standardize process of service, to upgrade infrastructure and quality of human resources.

- To formulate mechanism, policy improving capability, effectiveness of supplying and developing service of export support of Vietnam.

5. Training and development of human resource

- To deploy implementation of master plan on Industrial human resource development in the 2011-2020 period, associated to development requirement and target of each commodity groups such as textile and garment, leather and footwear, wood furniture, plastic products, electronics, mechanical engineering...

- To formulate mechanism, policy to encourage, support enterprises, associations of commodity groups in investment, participation on field of training human resource to serve manufacture sectors for export.

- To diversify and expand forms of cooperation in training human resource in tend of combination between training institutions with enterprises, gradually to train under requirement oriented by enterprise community.

- To strengthen training, disseminating knowledge, commercial policy and law  of foreign countries for localities, enterprises in order to make use of preferences in international commitments and have active and positive measure for prevention of trade barriers to develop export of main goods items, new goods items of Vietnam.

6.  Import control

- To plan manufacture of group of essential raw materials and fuels servicing manufacture and processing for export, to concentrate on products yet not manufactured domestic or been manufactured but not enough to satisfy domestic demand.

- To review investment structure, research incentive policy for investment in manufacture goods that have competitive edge, satisfy domestic demand; to expedite to speed up progress of works, projects on goods production to meet domestic demand, early put them into operation.

- To form roadmap of negotiation, agreement on governmental-level trade exchange aiming to reasonably improve trade balance with trade partners suitable to domestic demand and production level and international commitments, especially countries in which Vietnam has high trade deficit. 

- To intensify use of goods have been manufactured domestic to contribute in trade deficit restraint; to push up activities of domestic trade promotion aiming to link enterprises manufacturing machines, equipment, supplies, raw materials and accessories with users of these machines, equipment and supplies; to adopt a mechanism encouraging the use of locally made supplies and goods in bids for state budget-funded projects;

- To intensify measures of import control in conformity with international commitments, inspection of quality, food safety and hygiene of import goods; to review and promulgate standards, regulations on quality, food safety and hygiene, environmental protection for import goods in compliance with international commitments and provisions.

7. To increase competitiveness of enterprises and role of commodity group Associations      

The commodity group Associations speed up assessing, forecasting market, tend of price, to implement the periodical supplying information regime relating to market and policy of friendly countries to their members in order to increase activeness and prevention from risks when the market changes 

- To increase role, capability of the commodity group Associations in organization of trade promotion programs, contributing in support for market development work of enterprises.

- To bring into play Associations' role in linking their members, dong as representative to protect legal rights and benefits of their members in international trade; well implement role of bridging between state management agencies and enterprises.

- To actively seize the opportunity, concentrate on renewing technology, intensify cooperation and link in order to enhance product quality and competitive capability in the market.

- To organize the manufacture and business model in tend of attaching importance to quality, assurance of food safety and hygiene and standards, regulations as prescribed to ensure prestige  of import products and of import enterprises.

- To coordinate closely with state management agencies, to report timely difficulties to have measure to active respond, especially in order to contribute in boosting export, improving the export effectiveness and reducing trade deficit. 

- To actively research, develop new markets to diversify the export and import market, avoid dependence by small group of traditional market in order to diminish risks may happen due to changes of these markets.

III. PROJECTS OF PROGRAM

In addition to implementation of the mentioned main tasks and relevant tasks assigned in relevant resolutions, strategies, action programs  of Government, Ministries and branches shall assume the prime responsibility for formulation and implementation of particular projects, tasks assigned in Annex promulgated together with this action program.

IV. FUNDS FOR IMPLEMENTATION OF PROGRAM

1. Funds for implementation of program shall be mobilizied from capital resourse: Central budget; local budget; international aid capital; capital mobilized from society, community and other legal capital resource.

2. Annually, based on objectives, content of program and projects, specific tasks assigned in Annex enclosed, Ministries, sectors and localities budget estimates, submit to competent authorities for approval to implement their task under program as prescribed by law on the State budget.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Industry and Trade shall

a) To organize implementation of the Program, to administer operation of the Program and implement projects, the specific tasks assigned.  

b) To guide Ministries, branches, People’s Committee of central-affiliated cities and provinces to set up action plan to implement Strategy under their function, authority, ensuring in conformity with actual conditions of baranches,localities.

c) To inspect and speed up and annually sum up situation and report to the Prime Minister; to preliminary review, summarize to assess result, effectiveness of Program’s implementation. 

2. The Ministry of Planning and Investment, the Ministry of Finance shall balance, arrange fund to implement Program in annually budget estimates of central and local agencies as prescribed by law on the State budget.

3. The relevant Ministries, branches shall:

a) To formulate action plan to implement Strategy, in which clearly define tasks, projects under their functions, tasks in according to guidance of the Ministry of Industry and Trade, and promulgate in quarter IV 2012;  annually to assess result, effectiveness of implementation of tasks, projects assigned, send to  the Ministry of Industry and Trade to sum up and report them to the Prime Minister.

b) To organize formulation and implementation of projects, specific tasks assigned.  To base on time limit as prescribed and progress of forming projects, Ministries, branches shall assume the prime responsibility for actively registration of projects in the work program of Government, the Prime Minister, their Ministries, branches in order to approve them and timely deploy, ensuring effectiveness and satisfying actual demand.      

c) To integrate the development projects of branches, national objective program, other socio-economic development program with tasks, schemes under this Program in order to deploy implementation, ensure effectiveness, avoid overlapping and waste.

d) To review, adjust, supplement strategy, master plan of branches, products in conformity with the socio-economic development Strategy in 2011-2020 and the goods import and export strategy for the 2011-2020 period, with orientations toward 2030.

4. People’s Committee of central-affiliated cities and provinces shal:

a) On the basis of guidance of the Ministry of Industry and Trade, based on actual conditions, localities shall promulgate their action plan; concurrently, to direct relevant local agencies, units to formulate and coordinate with Ministries, central  branches for implementation of master plan, scheme, program on development of manufacture and boosting export of local products based on task mentioned in the Program.

b) To organize formulation, approval and deployment of scheme, tasks assigned, ensure timely and effectiveness

c) To organize and mobilize resources, integrate the projects under national objective program, other socio-economic development program in localities with tasks under this Program in order to deploy implementation, ensure effectiveness, avoid overlapping and waste.

ANNEX
