DIRECTIVE

REVISION TO COVID-19 EPIDEMIC MANAGEMENT IN HANOI CITY IN THE NEW NORMAL

After 60 days of social distancing, Hanoi practically manages the COVID-19 epidemic. However, the risk of infection remains in inner city area with crowded spaces, high population density, and while people still return from infected areas and a minority of the general public still fail to strictly comply with epidemic management measures. In implementing tasks and solutions for adapting to development of the epidemic, guaranteeing political safety, social order of the Capital, guaranteeing social security, development and service provision, Chairperson of People’s Committee of the City hereby requests ministries, People’s Committees of districts and communes, agencies, unions, organizations, and the general public in the City to implement the followings:

1. Objectives

- The number priority is to guarantee health for the general public and maintain absolute safety for the Capital.

- Continue to control situations in the City during complicated development of the epidemic in certain provinces and cities across the country; strive to complete 2-dose immunization for the general public in immunization age.

- Adjust safety measures to adapt to development of the epidemic, and guarantee safety, social activities, manufacturing activities, business operation, and services in the City.

2. Principles for implementation

- Do not apply regulations on classifying into regions; do not examine travel documents for organizations, individuals, and enterprises moving within the City; increase application of information technology in epidemic management, and supervision of movement in the City.

- Do not enable additional administrative procedures for individuals, organizations, and enterprises in the City according to direction of the central government and the City.

- Individuals, organizations, and entities shall conform to criteria, guidelines, and regulations on COVID-19 epidemic management according to schedules and annexes uploaded on website of the City, Department of Health and relevant ministries.

- People’s Committees of districts and communes shall adhere to direction of the central government and the city, practical conditions in local administrative division, flexibly adjust accordingly, decide on measures and inspection requirements, supervise implementation to guarantee effectiveness and safety in epidemic management, and assume responsibilities to the City government. Do not underestimate, neglect, fail to prepare, loosen epidemic management without preparing adequately.

- During implementation, ministries, City government, People’s Committees of districts and communes shall provide guidelines, enable organizations, entities, and individuals to restore manufacturing and business operations in a manner compliant with 5K principles, “new normal in manufacturing, epidemic management-compliant manufacturing”; establish interdisciplinary inspectorates to organize post-inspection, take actions against violations, request facilities and organizations that fail to satisfy COVID-19 epidemic management measures as per the law to shutdown.

- Continue to maintain close quarantine in quarantine locations in the City.

- Adjust operations in infected areas, areas with high risk, quarantine areas, and isolated areas. Adjust epidemic management activities flexibly according to practical situations.

- All individuals and organizations shall continue to increase epidemic management, compliance with 5K principles, and personal and community protective measures. Do not stay off guard as the City allows more and more activities to restore business operations.

3. From 6 a.m. of September 21, 2021, adjust COVID-19 epidemic management measures in the City according to Directive No. 15/CT-TTg dated March 27, 2020 of the Prime Minister and higher measures depending on practical conditions until every person at the age of immunization have received 2 doses of vaccine and the City has issued new notice, to be specific:

3.1. Continue to implement epidemic management measures:

- Maintain operation of 22 posts at entrances and exits of the City and 33 posts in districts and communes adjoining adjacent provinces to control humans and vehicles in a manner compliant with COVID-19 epidemic management.

- Continue to maintain self-governed posts in residential areas and neighborhood; closely control movement of the general public.

- Continue to request Ministry of Transport: To cease domestic commercial flights to Noi Bai International Airport and railway passenger transportation to Hanoi.

- Continue to strictly control and prevent establishment of local markets in the City.

3.2. Continue to cease:

- Passenger transportation on road and waterway: bus, taxi, contract vehicle, tourism coach, interprovincial coach, inland waterway station, passenger motorbike transportation; except for cases of: serving epidemic management, public affairs, foreign affairs, and worker and expert transportation.

- Cultural, sports, and recreational activities in public places and business revenues (except for activities permitted by competent authority).

- Activities in religious facilities.

- Activities of business and service facilities in the City except for cases specified under Section 3.3 hereof.

3.3. Permit and adjust the following activities:

- For government-level political and foreign affair activities in the City permitted according to approval of competent authority and satisfactory to epidemic management regulation.

- Agencies, offices, organizations, and enterprises in the cities (except for armed forces, agencies, entities, and forces participating in epidemic management) assign officials, employees, and workers to work following the 50/50 principle (50% working at office and 50% working from home using information technology). Department of receiving and returning administrative procedure results in person of agencies and entities (if any) shall operate as usual, process administrative procedures for individuals and organizations as per the law.

- Meetings and gatherings must not include more than 20 people in a room (cases of necessary crowded meetings and gatherings shall be decided by central authority, Communist Party authority, and local government and must maintain minimum distancing, epidemic management); do not gather more than 10 people outside of offices, schools, or hospitals; request compliance with 2m distancing between any 2 individuals in public places.

- Commodity and necessary service provider; markets, supermarkets, convenience stores, mini-supermarkets, department stores, grocery stores, and agricultural product chains; drug, medical equipment, perishable goods stores serving medical examination and inspection, and epidemic management; medical examination and inspection, banking service providers, state treasury, and service providers related to banking operations, enterprises assistance, securities, postal, telecommunication, transportation, import, export auxiliary services, rehabilitation facilities, and social security facilities; barbers; sale, repair, cleaning facilities for automobiles, motorbikes, traffic vehicles, electronic appliances, and domestic equipment; stationery, book, equipment, and studying equipment business facilities; construction material and equipment stores; business activities on electronic commercial platforms, using online delivery services; food and drink service providers (takeaway only) which must close before 9 p.m.

- In addition to motorbikes transporting parcels and commodities allowed for transportation, allow motorbikes participating in technology application to operate. Transportation service providers providing transportation service via motorbikes utilizing technology application must not employ more than 50% of the personnel. Delivery persons must receive at least 1 dose of COVID-19 vaccine and perform medical declaration on a daily basis on VN-eID application or website: suckhoe.dancuquocgia.gov.vn; assume responsibilities for complying with COVID-19 epidemic management measures as per the law. Working hours: 9 a.m. to 10 p.m. (applied to all motorbikes allowed to operate and motorbikes utilizing technology application).

- Family funerals, no more than 20 people; restrict visiting groups with no more than 5 people each group.

4. Request the general public to:

- Strictly comply with 5K principles, perform medical declaration on a daily basis on the website www.tokhaiyte.vn or Ncovi, Bluezone application. Immediately contact local government and medical facilities upon exhibiting symptoms such as coughing, fever, dyspnea, loss of taste, etc.

- In case of moving into the City for public affairs or serving manufacturing operations, perform medical declarations and comply with medical supervision and quarantine according to regulations of the City.

- Participate in epidemic management with the frontlines, expand and maintain green areas, conduct kind acts, join hands in “Toàn dân đoàn kết, chung sức thi đua phòng, chống và chiến thắng đại dịch Covid-19” (Unite and join hands in COVID-19 epidemic management)

5. For business and service facilities permitted to operate must:

- Develop measures responding to epidemic management. Heads of facilities must be responsibilities for guaranteeing safety for workers and the community; require customers and buyers to comply with epidemic management, perform medical declaration via QR code, and perform 5K principles.

- Conduct manufacturing, business activities, and activities within COVID-19 epidemic management guidelines (under annex attached hereto) and regulations issued by central government and City government.

6. For factories, manufacturing facilities, and constructions:

6.1. Factories and manufacturing facilities outside of industrial parks/industrial complexes: Fully comply with regulations of the central government and city government; actively approve safe manufacturing plans satisfactory to epidemic situations and send to People’s Committees of communes and wards for management, supervision, and inspection; assume responsibilities to local governments for epidemic management affairs conducted in the facilities.

6.2. Factories, enterprises, and manufacturing facilities in industrial parks/industrial complexes: Chairpersons of People’s Committees of districts and communes shall take charge and cooperate with Director of Management Board of Industrial parks and Export-processing zones of Hanoi and Director of Department of Industry and Trade in assuming full responsibilities and implementing epidemic management measures in industrial parks/industrial complexes to satisfy epidemic management safety and commodity manufacturing operations, prevent breaking of supply chain; manage residence and movement of workers and employees in local industrial parks/industrial complexes.

6.3. Constructions: Based on construction scale and entitlement for management, Department of Transport, Department of Construction, Department of Industry and Trade, and People’s Committees of districts and communes shall cooperate with relevant entities in managing and providing guidelines on construction activities satisfactory to epidemic management safety.

7. Directors and heads of City departments and ministries shall immediately develop plans and organize implementation hereof within their functions and tasks:

7.1. Department of Health

- Take charge and cooperate with ministries and relevant entities in developing guidelines on safety criteria for sectors, manufacturing operations, business activities, etc. satisfactory to epidemic management as per guidelines of the central government.

- Based on quantity of vaccine distributed, aim to provide 2 doses of vaccine for the general public in the City in a quick, safe, and effective manner.

- Continue to direct testing and survey in areas with very high risks and areas with risks to control infection risks.

- Stay informed about epidemic situations in adjacent provinces and other local administrative divisions to promptly consult, adjust epidemic management measures, and control epidemic situations in the City effectively.

- Improve medical capacity of all levels in terms of facilities, equipment, and personnel.

7.2. Police authority of the City

- Continue to maintain control posts at entrances and exits of the City; cooperate with relevant agencies, entities, and local governments in stringently implementing order of the Prime Minister and guidelines of ministries regarding facilitating transportation, commodity transport, and movement of the general public in a consistent and coherent manner while guaranteeing COVID-19 safety; do not issue additional regulations obstructing commodity transport, especially essential commodities serving daily activities of the general public and manufacturing activities; avoid causing traffic congestion; publicize, provide guidelines, classify vehicles in advance, and enable organizations and individuals to implement COVID-19 epidemic management regulations.

- Direct police authorities of districts, communes, local forces, and community COVID teams to maintain “green zone” protection posts, closely control movement of the general public; cooperate with other authorities in inspecting compliance with epidemic management measures in local administrative divisions.

- Guarantee compliance with order, security, and criminal prevention activities in the City.

7.3. Hanoi Capital High Command

- Cooperate with local governments and relevant agencies in organizing medical quarantine as per the law.

- Prevent cross infection in concentrated quarantine areas and infection between quarantine areas and the community.

7.4. Department of Industry and Trade

- Organize guidance, inspection, and supervision regarding compliance with epidemic management regulations and safety criteria in industrial manufacturing activities, business operations, and activities in distributing systems (business facilities specialized in essential supplies, local markets, and supply markets) allowed to operate.

- Cooperate with Department of Transport and Police authority of the City in guaranteeing coherent commodity transport; guarantee commodity supply serving demands of the general public in the City; implement measures promoting product consumption and connect with provinces to ensure supply of commodities.

7.5. Department of Transport

- Reorganize transport activities: cooperate with Department of Industry and Trade in guaranteeing coherent commodity transportation.

- Cooperate with Police authority of the City in managing control posts at entrances and exits of the City.

7.6. Department of Construction

Instruct People’s Committees of districts and communes and entities affiliated to central government and City government to implement constructions in the City in a manner satisfactory to COVID-19 safety.

7.7. Department of Agriculture and Rural Development

Direct and maintain agricultural production and activities serving husbandry, aquaculture, agricultural product harvesting, and agricultural, aquacultural product supply for the City; satisfy epidemic management criteria.

7.8. Department of Labor - War Invalids and Social Affairs

Advise social security policies for entities facing difficulties without receiving benefits as per applicable regulations; cooperate with Social Security of the City in guaranteeing unemployment insurance for workers.

7.9. Department of Finance

Propose funding serving COVID-19 epidemic management.

7.10. Department of Education and Training

Take charge and cooperate with Department of Health in developing COVID-19 safety criteria in education and training facilities; prepare measures and requirements for allowing students to return to schools.

7.11. Department of Information and Communications

- Take charge and cooperate with relevant entities, People’s Committees of districts and communes in applying information technology in COVID-19 epidemic management, publicizing, and guiding the general public to install Bluezone, Ncovi, VietnamHealthDeclaration, VnelD applications; publicize, instruct, and request the general public to scan QR code upon entering and leaving agencies, organizations, workplaces, and public places.

- Take charge and cooperate with Department of Transport, Department of Industry and Trade, Department of Health, and Police authority of the City in organizing inspection and supervision of transportation via motorbikes utilizing technology applications via software. Take actions against violations as per the law.

- Cooperate with the City Propaganda and Training Committee in directing and guiding press authorities to inform and publicize COVID-19 epidemic management; promote healthcare for the general public; take actions against misinformation and fearmongering thereby affecting epidemic management affairs in the City.

7.12. Management Board for Industrial parks and Export-processing zones of Hanoi

Direct enterprises in industrial parks to develop and implement safe manufacturing solutions in the new normal.

8. People’s Committees of districts and communes shall actively develop, decide, and approve plans for implementing this Directive depending on requirements, tasks, and practical situations of local administrative divisions.

- Identify scope and scale of quarantine at the smallest scale possible (hamlet, neighborhood, etc.) when quarantining for COVID-19 epidemic management. Identify quarantine objectives in order to control the epidemic as soon as possible and implement the following measures: (1) Stringently comply with quarantine; (2) Guarantee food and supply for the general public; (3) Consistently and effectively implement medical measures such as testing, treatment, vaccination, and ensuring that the general public can access medical services anytime and anywhere; (4) Guarantee public safety, security, and social order; (5) Publicize, mobilize, and encourage the general public to participate in epidemic management.

- Maintain operations of epidemic management “fortresses” in communes, wards, and townlets where the general public is the center of service and agents of epidemic management and consistent, thorough participation of political system and the locals is required; maintain “green zone” protection posts in hamlets and neighborhoods to control movement of the general public.

- Guarantee 4 on-the-spot principles in epidemic management. Cooperate with Department of Industry and Trade in supplying food, supply, and essentials when necessary.

- Actively implement plans and measures for organizing mobile medical stations in communes, wards, and towns to provide medical services for the general public anytime and anywhere.

- Establish interdisciplinary inspectorates to examine and supervise epidemic management affairs on a regular basis in manufacturing facilities, business facilities, and service providers, take actions against violations, and request facility shutdown in case of failure to comply with epidemic management regulations of the central and city government.

- Direct People’s Committees of wards, communes, and towns:

+ Sign commitments for strict implementation of epidemic management regulations with each local household, manufacturing facility, business facility, and service provider.

+ Review and produce lists of individuals with underlying medical conditions, identify areas with high risks to promptly quarantine, isolate, or develop emergency measures in case of infection; trace, isolate, and conduct testing to narrow quarantine areas; conduct testing once every 2 - 3 days in areas with high risks, very high risks and review areas with risks.

9. Request Committee of Vietnam Fatherland Front of Hanoi City and socio-political organizations of the City; request directors and heads of ministries, departments, and agencies affiliated to the City government, Chairpersons of People's Committees of districts, communes, wards, relevant organizations, entities, and individuals to stringently implement this Directive.

10. Request ministries, departments, central agencies, consulates, representative missions, international organizations in the City, and relevant People’s Committees of provinces and cities to cooperate in implementing COVID-19 epidemic management measures of the City./.
