DIRECTIVE

ON THE WORK OF URBAN DESIGN

Over the past years, progress has been made in the work of urban construction planning and architectural development in our country. Many new urban centers, works, roads and residential quarters have been built, thus renewing the views of cities, urban centers and residential quarters. However, the urban architecture order is not yet established; the architecture develops in a diversified manner, but spontaneously and fails to form its own identity. Such situation is attributed largely to the fact that attention has not been paid to the work of urban design.

In order to redress the above situation and to attain the target of building and developing a modern architecture imbued with national identity, the Prime Minister instructs:

1. The Ministry of Construction:

a) To promulgate regulations on the elaboration and approval of urban designs and spending norms therefor.

b) To guide the provinces, centrally-run cities and People’s Committees of cities and towns to carry out the work of urban designs.

c) To coordinate with the provincial/municipal People’s Committees in selecting and organizing the construction of some experimental urban design projects; in case of necessity, to invite experienced foreign consultants to assist the Ministry in carrying out experimental urban design projects; to review and draw experiences for general direction.

d) To organize the training and fostering of specialists on urban design.

e) To periodically report to the Prime Minister on the implementation of this Directive.

2. The Ministry of Planning and Investment:

a) To expertise and supplement the 2003 budget capital plans for experimental urban design projects as requested by the Ministry of Construction and submit them to the Prime Minister for consideration and decision.

b) On the basis of the implementation results of experimental urban design projects of the Ministry of Construction, to balance planned capital for the work of urban design of the localities according to current regulations.

3. The Ministry of Finance shall guide the allocation, management, payment and settlement of State budget capital applicable to urban design projects.

4. The provincial/municipal People’s Committees shall concentrate efforts on enhancing the work of urban design, first of all:

a) To organize the selection, elaboration and approval of lists of areas requiring urban design in their localities, included in the annual plans of construction and planning projects funded with State budget capital; in the immediate future, to give priority to urban centers of grade II or higher and typical urban centers.

b) To direct the formulation, evaluation, approval, and public announcement of urban design blueprints.

5. The Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance and the provincial/municipal People’s Committees shall have to direct and organize the implementation of this Directive.
