DIRECTIVE

ON THE ELABORATION OF THE 2011-2015 FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN

THE PRIME MINISTER

In furtherance of the Resolution of the Xlh Party Congress and the National Assembly's Resolution on the 2006-2010 five-year socio-economic development plan (below referred to as the 2006-2010 plan), branches, levels, the business community and all people have endeavored to overcome difficulties and challenges and recorded important achievements in the economic development and improvement of people's life.

However, since late 2008. the world economic situation has seen complicated and unforeseeable changes. The global financial crisis and economic downturn will directly impact the country's economic development, especially in 2009 and 2010. Therefore, tasks envisaged for the 2011-2015 period are heavy. To redress and minimize the global economic downturn's impacts and successfully implement the 2011-2020 socio-economic development strategy, creating a prerequisite for socio-economic development in the subsequent period, the Prime Minister requests ministries, ministerial-level agencies, government-attached agencies, provinces and centrally run cities, business groups and state corporations to formulate the 2011-2015 five-year socio-economic development plan (below referred to as the 2011-2015 plan) with the following contents:

A. PRINCIPAL CONTENTS OF THE 2011-2015 PLAN

The 2011-2015 plan must be elaborated on the basis of the situation and outcomes of implementation of the 2006-2010 plan and resolutions of the Party, the National Assembly and the Government, and forecasts about the world and domestic situation for the 2011-2015 period, to identify the 2011-2015 plan's development objectives in line with the objectives of the 2011-2020 ten-year socio­economic development strategy and the country's practical conditions. Principal contents of the 2011-2015 plan include:

I. EVALUATION OF THE IMPLEMENTATION OF THE 2006-2010 PLAN:

Based on the mid-term report evaluating the situation and outcomes of implementation of the Xth Party Congress' Resolution on the 2006-2010 socio-economic development and the mid-term report evaluating the implementation of resolutions of Party Congresses of branches and levels, on the 2006-2010 plan according to industries and domains, and the framework for monitoring and evaluation based on the outcomes of implementation of the approved 2006-2010 plan, ministries, ministerial-level agencies, government-attached agencies, provinces and centrally run cities, business groups and state corporations shall project the implementation of the 2009 plan, anticipate the 2010 plan and evaluate the implementation of the socio­economic development plan in all aspects, paying special attention to the objectives, tasks and targets approved under the Resolution of the Xlh Party Congress and resolutions of the National Assembly, the Government and People's Councils at all levels, on the 2006-2010 socio­economic development. Evaluation should concentrate on the following:

1. The implementation of the Resolution of the Xth Party Congress and the National Assembly's Resolution on the 2006-2010 plan, attaching importance to the implementation of solutions and policies for inflation control, macro-economic stabilization, economic decline prevention and sustainable growth in parallel with the implementation of objectives to assure social welfare and improve people's life.

2. Issues envisaged in the implementation of major guidelines and policies; growth outcomes and achievements in parallel with sustainable development and economic restructuring (structure of industries and internal-industry structure, structure of economic sectors, labor structure and structure of economic zones). It is necessary to evaluate the economic restructuring and development investment directly impacted by international economic integration, especially the impacts of accession to the World Trade Organization (WTO) and other bilateral and multilateral free trade agreements.

3. In-depth analysis of growth quality of each industry and locality; competitiveness of major products; exploitation and use of resources, especially land, minerals and oil and gas; quality of human resources; exploitation and use of material and technical foundations, application of scientific achievements and technological renewal.

4. Issues in the domains of social affairs and environmental protection, attaching importance to improving the people's material and spiritual life; science, education and training, employment, increasing people's incomes, hunger elimination, poverty reduction, and protection of natural resources and the environment.

5. The mobilization and use of different sources of capital, including state budget, investment credit of the State and credit of commercial banks, people's capital, official development assistance (ODA). Non-governmental aid. foreign direct investment (FDI). and enterprises' financial sources. The situation and progress of implementation of key works and projects, national target programs, targeted support programs and other major programs and projects.

6. Technological level and production capacity increased during 2006-2010.

7. Management mechanisms and direction of the plan implementation; administrative reform, observance of discipline and quality of personnel; corruption prevention and control, thrift practice and waste combat.

When evaluating the implementation of the 2006-2010 plan, it is necessary to clarify the outcomes of implementation of the Party Central Committee's fourth plenum's Resolution on major guidelines and policies for fast and sustainable economic development when Vietnam has become a WTO member, and on Vietnam's marine strategy up to 2020; the Party Central Committee's sixth plenum's Resolution on further building Vietnam's working class in the period of accelerated national industrialization and modernization, and further improving socialist-oriented market economic institutions; the Party Central Committee's seventh plenum's Resolution on agriculture, peasants and rural areas, building a contingent of intellectuals in the period of accelerated national industrialization and modernization, and enhancing the Party leadership of the work toward the youth in the period of accelerated industrialization and modernization; the Resolution of the Party Central Committee's ninth plenum and other resolutions of the Political Bureau and Party Central Committee; and the outcomes of implementation of the Government's resolutions and the Prime Minister's decisions in the implementation of annual plans for the attainment of the 2006-2010 socio-economic development objectives.

It is also necessary to identify problems and weaknesses against the set objectives, reasons for success and failure and objective and subjective causes as well as responsibilities of each branch and level in order to draw lessons and experience for the country's upcoming development period.

II. CONTENTS OF THE 2011-2015 PLAN

The country's economy is deeply and widely integrating into the world economy. The world economy's changes will directly impact the country's socio-economic activities. The 2011-2015 plan is elaborated in the context of numerous domestic and international difficulties and challenges, especially consequences of the global financial crisis and economic recession. Apart from disadvantages, in the 2011-2015 period, the country will have advantages from the recovery and development of the world economy after the financial crisis, offering opportunities for Vietnam to promote trade and attract foreign investment. In addition, the national economic restructuring will also create new conditions for development, contributing to raising effectiveness and sustainability. The national economic size and potential will be increased. The country's socio-political stability will serve as a firm foundation for development.

1. Objectives of the 2011-2015 plan

The 2011-2015 plan's overall objectives are to develop the economy at fast and sustainable growth rate and increase the country's development potential. To raise the quality, effectiveness and competitiveness and take the initiative in international integration, creating substantial changes in economic restructuring; to accelerate the process of industrialization and modernization. To intensively conduct scientific and technological renewal; to raise the quality of education and training and develop human resources and health care, cultural and physical and training activities. To improve people's life in parallel with hunger elimination, poverty reduction, job creation and social welfare assurance. To maintain political stability and assure defense, security and social order and safety.

2. Development orientations and major tasks

a/ To strive for the annual GDP growth rate of 7-8% on average during 2011-2015 and reduce the rate of poor households classified according to the new poverty line by 2-3% per year on average.

b/ To improve market economic institutions and create an equal, transparent, stable and open investment and business environment; to remove difficulties for promoting investment, production and business development.

c/ To exploit and promote advantages of industries, branches and regions, attaching importance to developing the manufacture of products with high added value. To develop agriculture on the basis of promoting comparative advantages of each region or locality: to apply high technologies for reducing costs and raising the quality, value and competitiveness of products. To develop industries on the basis of technological renewal; to create substantial developments in the quality, effectiveness and competitiveness of a number of industries and industrial products. To strongly develop high-value services, transport, trade and tourism; to expand, and increase the purchasing power of. the domestic market.

d/ To boost economic and labor restructuring in the direction of industrialization and moderni­zation, and rapidly increase technological content and reduce the level of energy, supplies and materials consumed for production.

dd/ To encourage the development of economic sectors along with further renewing and raising the effectiveness of the state economy to play a key role in the socialist-oriented market economy. At the same time, to create favorable conditions for the rapid development of private enterprises and foreign-invested enterprises. To adopt policies in support of the development ot cooperative economy and cooperatives as well as small- and medium-sized enterprises in order to develop production, create more jobs and improve laborers' life.

e/ To fully exploit and effectively use domestic and foreign resources (capital, technology and management experience); to build a complete socio-economic infrastructure system. To promote intensive investment in key economic regions: to give more supports for investment in difficulty-hit, deep-lying, remote and ethnic minority areas.

g/ To rapidly increase the national financial potential and capacity, ensuring the national financial security; to make the financial and monetary system healthy; to maintain stable macro balances; to develop financial and real estate markets in a sustainable manner.

h/ To proactively conduct deeper and fuller integration into the regional and global economies in order to take advantage of opportunities for national development. To boost bilateral and multilateral cooperation with other countries and international and regional organizations. To expand external economic relations and substantially raise their effectiveness: to create all favorable conditions for boosting export and attracting investment capital for economic development. To promote resources of the overseas Vietnamese community for national construction.

i/ To strongly develop science and technology. To intensify research, introduction and application of transferred sciences and technologies to directly serve the process of national industrialization and modernization. To attach importance to the development of hi-tech industries.

k/ To raise the quality of human resource training to meet requirements of national industrialization and modernization and development of a knowledge-based economy. To pay special attention to training human resources with high qualifications, senior managers and skilled technical workers; to train human resources for rural areas for agricultural development and building new countryside.

l/ To create more jobs and encourage laborers to get rich by themselves, eliminate hunger, reduce poverty and develop the social welfare system; to improve the people's life and health, ensuring social equality; to prioritize develop­ment supports for difficulty-hit and ethnic minority areas; to prevent and repel social evils.

m/ To conserve and promote fine cultural identities and values of the community of ethnic groups and preserve uniformity in the diversity of Vietnam's culture in parallel with expanding international exchange and absorbing the worlds cultural quintessence to diversify the nation's culture and create new values.

n/ To develop physical training and sport activities for all people to improve their physical and spiritual health. To develop high-achievement sports and professional sports for raising Vietnam's position in international and regional sport arenas.

o/ To realize gender equality, raise women's status and protect children's rights. To implement the policy to respect and assure freedom of religions and the policy to develop Vietnamese youth.

p/ To promote socialization in education and training, people's health care and physical training and sports activities. To create substantial changes in non-business activities and raise the quality of public services.

q/ To enhance the protection of natural resources and the environment. To rationally and effectively use natural resources. To tackle and prevent environmental pollution.

r/ To raise the effectiveness and effect of the law-governed socialist state, creating new changes in administrative reform, especially improving the quality and operation of judicial agencies; to combat red tape, corruption and waste.

s/ To increase defense and security potential, ensure political stability and maintain peace, stability and social order and safety.

B. REQUIREMENTS FOR THE ELABORATION OF THE 2011-2015 PLAN

I. EVALUATION OF THE IMPLEMENTATION OF THE 2006-2010 PLAN

The evaluation of the 2006-2010 plan must mobilize, and promote the coordination, of the entire organizational apparatus of ministries, branches and localities for raising the quality of reporting, evaluation and review.

Methods of evaluation: To ensure the quality of review and evaluation, it is necessary to base on development objectives, targets and orientations and regulations on contents and methods of evaluation of the implementation of socio-economic development plans under the Planning and Investment Minister's Decision No. 555/2007/QD-BKH of May 30, 2007.

II. FORMULATION OF OBJECTIVES AND TASKS FOR THE 2011-2015 PLAN

The 2011-2015 plan must be elaborated based on the Party's, the National Assembly's and the Government's resolutions on socio-economic development and must ensure conditions for achieving the objectives of the 2011-2020 ten-year socio-economic development strategy. The 2011-2015 plans of branches, domains and localities must comply with strategies and plannings on industry and domain development, land use plannings and plannings on regional and territorial socio-economic development.

The plan elaboration must be based on the resource-balancing capacity to ensure its feasibility and raise the use effectiveness of resources. At the same time, the plan must suit the implementation capacity of branches and levels and sustainable development in the upcoming period.

In the course of formulating the 2011-2015 plan, ministries, branches and localities should collect comments from research agencies, universities, non-governmental organizations, population communities, investors, enterprises, donors and domestic and foreign experts.

C. ASSIGNMENT OF RESPONSIBILITIES AND PROGRESS OF FORMULATION OF THE 2011-2015 PLAN

I. ASSIGNMENT OF RESPONSIBILITIES FOR FORMULATING THE 2011-2015 PLAN

Based on the draft 5-year socio-economic development plan approved by the Political Bureau and the above tasks, ministries, branches and localities have the following responsibilities:

1. The Ministry of Planning and Investment shall:

a/ Assume the prime responsibility for, and collaborate with ministries, branches and localities in. calculating and identifying options and major balances as framework guidance for the latter to elaborate the 2011-2015 plan.

b/ Assume the prime responsibility for, and collaborate with ministries, branches and localities in. establishing indicators and guiding the collection of related information to ensure their uniformity nationwide for the plan monitoring and evaluation.

c/ Guide ministries, branches and localities in establishing a framework for monitoring and evaluating the outcomes of implementation of the 2011-2015 plan.

d/ Urge and examine the elaboration of the 2011-2015 plans by ministries, branches and provinces and centrally run cities.

dd/ Guide ministries, branches and localities in elaborating plans to support the training of human resources for small- and medium-sized enterprises under their 2011-2015 plans.

e/ Assume the prime responsibility for. and collaborate with ministries, branches and localities in. working on the 2011-2015 plan with ministries, central agencies, provincial-level People's Committees, business groups and state corporations. Sum up the situation of elaboration of socio-economic development plans by levels, branches and localities and report thereon to the Government.

g/ Sum up and work out a report on the 2011 -2015 plan for submission to the Party Central Committee, the National Assembly and the Government according to schedule.

h/ Review and evaluate the implementation of national target programs, targeted support programs and major projects implemented during 2006-2010. Anticipate targeted support programs, national target programs and major programs and projects to be implemented during 2011-2015 for submission to the Government or the Prime Minister.

i/ Renew the work of collection of and reporting on socio-economic development data to gradually conform to international statistical standards.

2. The Ministry of Finance shall:

a/ Assume the prime responsibility for. and collaborate with the Ministry of Planning and Investment in. guiding ministries, branches and localities to formulate the 2011-2015 state financial and budgetary plans, covering evaluation of the implementation of the 2006-2010 state financial and budgetary plans; forecast of national financial and state budget-balancing capacity and formulation of plans to mobilize resources into the state budget; and the 2011-2015 plan on the Government's debt balance and national debt balance.

b/ Collaborate with the Ministry of Planning and Investment in formulating major financial and state budget balances.

c/ Assume the prime responsibility for. and collaborate with the Ministry of Planning and Investment in. allocating annual budget estimates for ministries, branches and localities in the formulation of the 2011-2015 plan. At the same time, provide ministries, branches and localities with specific guidance on the allocation of annual budget estimates for the quality formulation of the 2011-2015 plan, paying special attention to assessment of the 2006-2010 plan and setting of appropriate objectives for the 2011-2015 period.

3. The Ministry of Labor. War Invalids and Social Affairs shall:

a/ Assume the prime responsibility for  and collaborate with ministries, branches and localities in, studying and establishing the system of social indicators under its management for the formulation, monitoring and evaluation of the 2011-2015 plan. At the same time, provide ministries, branches and localities with specific guidance on modes and methods of collecting and evaluating these indicators.

b/ Assume the prime responsibility for. and collaborate with the Ministry of Planning and Investment, other ministries, branches and localities in, studying and setting new poverty line to suit the country's socio-economic development situation.

4. The Ministry of Natural Resources and Environment shall:

a/ Assume the prime responsibility for. and collaborate with ministries, branches and localities in. studying and formulating the system of land, natural resources and environmental indicators for the formulation, monitoring and evaluation of the 2011-2015 plan.

b/ Assume the prime responsibility for, and collaborate with the Ministry of Planning and Investment in, providing other ministries, branches and localities with specific guidance on modes and methods of collecting and evaluating the above land, natural resources and environmental indicators.

5. Ministries, ministerial-level agencies, government-attached agencies, other central agencies, localities, business groups and state corporations shall:

a/ Guide branches and levels in formulating the 2011-2015 plans in industries or domains under their management, covering evaluation of the implementation of the 2006-2010 plans and the 2011-2015 plans.

b/ Draw up the 2011-2015 plans in industries, domains and localities to suit development orientations of the country and their branches and levels, based on the above contents and requirements, and submit them to competent authorities; at the same time, report thereon to superior agencies and central agencies according to schedule.

c/ Collaborate with the Ministry of Planning and Investment and concerned ministries and branches in identifying socio-economic development tasks of industries and domains under their management and of their agencies and units.

d/ Ministries and agencies managing national target programs, Program 135, the program on supports for fast and sustainable poverty reduction for 61 poor districts, the project to afforest 5 million hectares, and other major programs and projects shall assume the prime responsibility for, and collaborate with the Ministry of Planning and Investment, the Ministry of Finance and concerned units in. assessing the implementation of major programs in the domains under their management: at the same time, study and propose to the Government the implementation of national target programs and major programs and projects for the 2011-2015 plan.

dd/ Make a list of major works and projects to be implemented during 2011-2015. classified by sources of capital, such as state budget, government bond, state credit. ODA. FDI.

e/ Simultaneously with the formulation of the 2011 -2015 plan, study and establish a framework for monitoring and evaluation based on the outcomes of implementation of this plan.

g/ Gather comments from concerned agencies, including research agencies, universities, non­governmental organizations and population communities, especially investors, enterprises, donors and domestic and foreign experts, on the draft 2011-2015 plan, a framework for monitoring and evaluation based on implementation outcomes, and a list of investment works and projects during 2011-2015 in order to reach high consensus, as a basis for submitting them to competent authorities for decision.

h/ Allocate sufficient funds for the formulation of the 2011-2015 plan to satisfy the set requirements.

II. PROGRESS OF FORMULATING THE 2011-2015 PLAN

1. The Ministry of Planning and Investment shall formulate a draft 2011-2015 plan and report it to the Prime Minister for submission in June 2009 to the Political Bureau for comment.

2. Based on the draft 2011-2015 plan approved by the Political Bureau, ministries, branches and localities shall study and formulate their 5-year socio-economic development plans and send draft reports on these 5-year plans to the Ministry of Planning and Investment before July 30. 2009, for sum-up and submission in September 2009 to the Prime Minister and in November 2009 to the Political Bureau for comment. On that basis, the Ministry of Planning and Investment shall finalize the draft 2011-2015 plan and report it to the Prime Minister for submission to the Party Central Committee and to the National Assembly for approval at the first session of its XIIIth term.

The Prime Minister instructs ministers, heads of ministerial-level agencies, heads of government-attached agencies and other central agencies, presidents of provincial-level People's Committees, chairmen of boards of directors and directors general of business groups and state corporations to organize the implementation of this Directive.-
