In consideration of requests of the Ministry of Industry and Trade in the Official Dispatch No.5265/TTr-BCT dated June 18, 2012 and consensus on the master plan for liquefied natural gas –based projects in Vietnam (hereinafter referred to as “LNG”) at the meeting held on January 04, 2013 (having attendance of heads of the Ministry of Industry and Trade, Ministry of Finance, Ministry of Planning and Investment, Ministry of Natural Resources and Environment, People’s Committee of Binh Thuan, Vietnam Oil and Gas Group, Vietnam Electricity and Deputy Prime Ministers), the Prime Minister hereby:

1. Agrees to ratify the policy on development of a chain of LNG-based electricity-gas projects in Son My, Binh Thuan province which includes:

- Son My LNG warehouse and port project with the capacity of 6 million tonnes/year, divided into 02 construction phases (phase 1: it is expected to come into operation in 2019 – 2020 with the capacity of 3.6 million tonnes/year; phase 2: it is expected to come into operation after 2020 (2023)). It is designed to increase the capacity up to 10 million tonnes/year after 2025.

- Son My Power Center project including Son My I power plant with the capacity 2,000 MW expected to come into operation in 2019 and Son My II power plant with the capacity of 2,000MW expected to come into operation in 2020.

- Power transmission project (connecting Son My Power Center to the national electrical grid) including 01 double-circuit 500 kV transmission line to Dong Nai and 03 double circuit 200kV transmission lines to Phan Thiet and Ba Ria – Vung Tau (specified as the Son My Power Center project is approved).

- Son My – Phu My pipeline project with maximum capacity of 8 billion m³/year expected to come into operation in after 2020 (2023).

2. Implementation:

a) The Ministry of Industry and Trade shall:

- Ratify the project.

- Cooperate with relevant regulatory authorities in instructions on execution of the chain of Son My LNG-based gas-electricity projects according to the set forth schedule and regulations and ensuring synchronous and effective execution.

- Take charge of and cooperate with relevant authorities in implementation of the procedure for adding electricity projects of the above-mentioned chain of projects to the National electricity development planning 2011-2020 and orientations towards 2030 and submit it to the Prime Minister for approval.

- Take charge of and cooperate with relevant authorities in study and submission of necessary policies on specific projects of the chain of projects to the Prime Minister.

- Take charge of and cooperate with relevant regulatory authorities to request the Prime Minister to assign duties or competent authorities to introduce legislative documents, national technical regulations and standards to ensure all items of the chain of projects are under strict and effective management. Submit reports to the Prime Minister within the first quarter of 2013;

b) The Ministry of Transport shall take charge of and cooperate with relevant regulatory authorities in conduct of the procedure for adding Son My oil and gas specialized ports (serving purposes of importing LNG, etc.) to the master plan for Vietnam’s seaport system development by 2020 and orientations towards 2030 and submit it to the Prime Minister for approval.

c) The People’s Committee of Binh Thuan and Ba Ria-Vung Tau shall take charge of and cooperate with relevant regulatory authorities in submission of request for approval for the planning or adjustments to planning (including land-use planning) related to projects of the Scheme for LNG –based projects in Son My to the competent authority; support investors during preparation and investment in projects within the province.

d) The Vietnam Electricity shall take charge of preparing projects for investment in electrical grids in synchronization with the Son My power Center.

dd) Vietnam National Oil and Gas Group shall take charge of preparing:

- LNG warehouse and import project in Son My, Binh Thuan province;

- Son My – Phu My Pipeline Project. /.
