JOINT CIRCULAR
OF THE MINISTRY OF HEALTH, THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS, THE VIETNAM GENERAL CONFEDERATION OF LABOR NO. 29/TT-LB DATED DECEMBER 25, 1991, ADDING SOME OCCUPATIONAL DISEASES
Pursuant to result of research subject on occupational diseases under program on science research at state level 58A and subject at Ministerial level on labor protection and actual situation in Vietnam, the Ministry of Health, the Ministry of Labor, Invalids and Social Affairs, the Vietnam General Confederation of Labor provide for supplementation of the following 8 occupational diseases to the Joint Circular No. 08/TT-LB dated May 19, 1976.
1. Skin ulcers, ulcers in septum of nose, dermatitis, contact eczema
2. Melasma
3. Occupational vibration syndrome
4. Byssinosis
5. Occupational tuberculosis
6. Occupational virus Hepatitis
7. Disease caused by occupational leptospira
8. Trinitrotoluene.
Jobs which laborers getting diseases, syndromes of disease may do, the ensured time, rate of the working capability loss of each disease under the Annex enclosed to this Circular.
This Circular takes effect on the day of its promulgation.
Any problems arising in the course of implementation should be promptly reported to the Ministry of Health, the Ministry of Labor - Invalids and Social Affairs and the Vietnam General Confederation of Labor for study and settlement.

LIST OF OCCUPATIONAL DISEASES WHICH ARE SUPPLEMENTED TO INSURANCE
1. Skin ulcers, ulcers in septum of nose, dermatitis, contact eczema:
Jobs may cause disease:
Manufacturing accumulator, metallurgy, producing candles, wax, dyes, detergents, explosive charge, fireworks, matches, glue, cement, pottery, chromium salts, pigments, enamel, glassware, zinc plate, rubber, refractory bricks, soap, aluminum alloy, construction worker, electroplating, chromium…

2. Melasma:
Jobs may cause disease:
When contact with: kerosene, mazut, lubricating oil, gasoline, benzene pharaphin, coking, coal tar, acridin, anthracene asphalt, bitumen creosat, hydrocabua steam, silver, lead, radiation of ionizing sulfur compounds, phenols, oil shale black coal, sandstone, rubber production…

3. Occupational vibration syndrome:
Hurt of knuckle bones and vasomotor confusion due to use of vibration handheld devices.
Jobs may cause disease:
- Manipulation with compressed-vapor handheld devices such as hammer, file, riveter, chisel demolition mold, casting, rock-drill machine….
- Using machines running by explosive engine of handheld type such as saws, lawn mowers.
- Contact with other objects causing vibration through hand such as drilling-petroleum winch, sharpen metal objects by fixing them on a rotating grind-stone…

The diagnosis of disease is based on:
- Occupational contact elements.
- X-ray image, hurts of elbow joints and wrist joints, necrosis of carpal. - Forensic Medicine test is positive.
4. Byssinosis:
Jobs may cause disease:
Laborers are in contact with cotton dust during tearing cotton, brushing, doing fiber, pick up fiber in hands, weaving fiber, fabric, harvesting cotton, separating seed to take cotton…for thorn bush and jute: the same jobs.

For irreversible form, to breathe nebulizer, bronchodilator, the maximum volume of breathing out per second, not turning back normally. |

(+) C2 Clinical form: shortness of breath and chest tightness in the first working day and other days in week.
C3 clinical form: like as C2 form but have change of regular respiratory function.
F2 form: change respiratory function, chronic disease, from mild to moderate.
F3 form: change respiratory function, chronic disease, from moderate to severe.
5. Occupational tuberculosis:
Jobs may cause disease:
Jobs must be in contact with animals getting tuberculosis or carrying tuberculosis bacteria.
- Jobs in slaughterhouses, butcher shops.
- Manipulations to process blood, bone, horn and skin of cattle.
- Veterinary work.
- Jobs must be in contact with tuberculosis patients.
- Jobs in bacteria laboratory of tuberculosis hospitals. Jobs of collecting specimens: sputum, blood, feces, contact with waste or outfits and appliances contaminated disease…

The diagnosis of disease must base on clinical examination, X-ray, testing microorganisms, pathologist surgery … depend on forms of disease.
6. Occupational virus Hepatitis:

7. Disease caused by occupational leptospira Jobs may cause disease:
- Jobs in mines, trenches, caves, sewers.
- Jobs in slaughter-houses, especially persons slaughtering animals…
- Jobs in plants producing the canned meat and fish, or processing milk and cheese.
- Jobs must be in contact with animals such as: Breeding, veterinary.
- Jobs in plants producing beer, alcohol.
- Jobs in butcher shops, fish shops.
- Jobs in marshy areas, streams, fields, ponds and lakes.
- Forestry jobs: digging ditches, canals, and irrigation.

8. Trinitrotoluene:
Jobs may cause disease:
Boiling, pulling, picking, stuffing TNT into grenade, preserving package of TNT, TNTA products, drilling, pressing, hooking grenade, TNT resin, crushing, sifting TNT, boiling, filtering dirty TNT to get pure TNT, disconnecting bullets, grenades, mines to get TNT, fasting TNT loaf, firing for test of grenades, mines, use TNT in destroying rock, exploring mine, building road... and other jobs in contact with TNT.

The diagnosis of disease must base on contact element, clinical examination, doing blood formula, defining quantity of Hb, MetHb, Heinz lysosome, taking a photo of stomach by X-ray, and defining quantity of transaminaza enzyme…
