MANAGEMENT PLAN

OF KON HA NUNG HIGHLAND BIOSPHERE RESERVE

Pursuant to the direction of the Provincial Party Committee in Official Dispatch No. 1929-TB / TU dated 12/4/2017 announcing the conclusion of the Secretary of the Provincial Party Committee at the meeting with the Management Board of Kon Chu Rang Nature Reserve, which includes the assignment to the Department of Agriculture and Rural Development to advise the Provincial People's Committee to urgently prepare dossier and procedures for requesting Vietnamese and international organizations to nominate the corrior area connecting Kon Chu Rang Nature Reserve and Kon Ka Kinh National Park as a biosphere reserve to create an accent to attract tourists, and to contribute to the local socio-economic development.

The People's Committee of Gia Lai province has directed the Department of Agriculture and Rural Development to coordinated with the Vietnam Academy of Science and Technology (directly the Institute of Ecology and Biological Resources), the Vietnam Man and Biosphere Program National Committee (MAB Vietnam), the Center for People and Nature (PanNature), relevent Departments, and other stakeholders in the province to develop a the nomination dossier of Kon Ha Nung Highland Biosphere Reserve, Gia Lai Province. During the past three years (2018 - 2020), the Department of Agriculture and Rural Development (directly the Sub-Department of Forest Protection) has actively coordinated with the Institute of Ecology and Biological Resources to develop nomination dossier of Kon Ha Nung Highland Biosphere Reserve. So far, the nomination dossier complied in accordance with the criteria of the UNESCO for biosphere reserve has been submitted by Peopie's Committees of Gia Lai provinces to the Ministry of Natural Resources and Environment, the Ministry of Foreign Affairs, and other relevant agencies and stakeholders for contribute their comments and as e submitted by UNESCO Vietnam to the UNESCO for consideration and nomination.

Gia lai Provincial People's Committee promulgates this Plan for management of Kon Ha Nung Highland Biosphere Reserve after being nominized by the National Commission for UNESCO, with the specific contents as follows:

I. Objectives

1. General goals

A multi-sectoral cooperation mechanism is established to protect, maintain and develop ecosystem services, ensure people's well-being and advanced economic development, and be linked to sustainable development objectives of the 2030 Agenda for Sustainable Development in Vietnam. Effectively mobilize resources and bring into full play the effectiveness of cooperation among stakeholders, contributing to the implementation of Gia Lai's socio-economic development plan in the areas of the World Biosphere Reserve. former Kon Ha Nung; at the same time, implementing national responsibilities in the UNESSCO / MAB Strategy 2015 - 2025 and the Action Plan LIMA 2016-2025.

The management plan aims to orient and establish activities / programs / projects to develop Kon Ha Nung Highland Biosphere Reserve (KHNBR); to serve as a basis for mobilizing and integrating capital sources including: state budgets (central, local), ODA capital, socialized capital, ... from other programs / projects related to bioconservation activities, to create sustainable livelihoods, scientific research,... within KHNBR.

2. Specific objectives:

To build and implement effective collaborative management model to manage forest resources, reducing damage to forest resources.

To integrate the activities of the Biosphere Reserve into the provincial socio- economic development plans, plans, projects, and programs.

To establish a collaborative management forum in natural resource management with participating stakeholders.

To promote the profile and values of the Biosphere Reserve with stakeholders.

To build a sustainable livelihood model associated with conservation in the Biosphere Reserve.

II. Plan’s Contents

2.1 Functions

KHNBR Management Board is a permanent body, advising Gia Lai Provincial People’s Committee to direct and operate the biosphere reserve under available legisiation of Vietnam and with technical support from the National Committee for UNESCO Vietnam (UNESCO Vietnam) and Vietnam Man and Biosphere Program National Committee (MAB Vietnam).

2.2 Responsibilities

Develop a management plan for the operation of Kon Ha Noi Plateau Biosphere Reserve in consultation with UNESCO Vietnam, MAB Vietnam and then submit it to Gia Lai Provincial People's Committee for approval and implementation;

Implement plans, programs and projects that have been approved by a competent agency for conservation and sustainable development of Kon Ha Nung Plateau Biosphere Reserve;

Develop a management coordination mechanism for stakeholders related to conservation, management and sustainable development of Kon Ha Noi Plateau Biosphere Reserve; through the establishment and organization of a conference with the Kon Ha Nung Forest Management Council.

Advising the Provincial People’s Committee on the establishment of the Advisory Group on Conservation and Sustainable Development of Kon Ha Nung Plateau Biosphere Reserve and is responsible for organizing the operation of the Advisory Group in accordance with Vietnamese law;

Mobilize and access international and national resources for the implementation of programs, projects and activities for the conservation and sustainable development of KHNBR in accordance with applicable laws and regulations;

Implement awareness raising, education and encouragement programs to promote KHNBR

Propose scientific research, cooperation and collaboration with international and national organizations; collected research results for the KHNBR;

Act as a liaison point with UNESCO Vietnam, MAB Vietnam to accept and implement activities related to the KHNNR; participate in the biosphere reserve’s world network to strengthen international and national cooperation, together with scientists from the MAB / UNESCO network;

Manage and use materials, assets and related financial resources to operate Kon Ha Noi Plateau Biosphere Reserve effectively.

3. The establishment of management board and plan in next 5-years

The Department of Agriculture and Rural Development presides over and coordinates with relevant agencies to prepare proposal including the organizational structure, personnel, regulations on the functions and responsibilities of the Biosphere Reserve Management Board and submit it to the Provincial People's Committee for establishing Management Board of KHNBR. The deadline for these activities is 3 months after Kon Ha Nung was nominated by UNESCO as a Biosphere Reserve.

The KHNBR prepares the contents of the Plan and submits it to the Provincial People's Committee for establishing a consultant team for the management board of the Biosphere Reserve, including representatives of the Science and Technology Union of Gia Lai province, Center for Tropical Forestry, non-governmental organizations on environmental protection operating in Gia Lai province. The deadline for these activities is in 2 months after the Management Board of Biosphere Reserve was established.

The Management Board of KHNBR, together with the Consultant Team, develops the operation direction of the Management Board in the 5-year term and detail operation plan for the first year.

The Management Board held a conference on the directions and work plans for the KHNBR with the Kon Ha Nung Forest Development Management Council, including Kon Ka Kinh National Park, Kon Chu Rang NR, forest companies. Industry, districts within the Biosphere Reserve, representatives of several community forestry groups, tourism companies and business associations in Gia Lai province. The dealine for this is within 5 months from the establishment of the Management Board of the Biosphere Reserve.

Complete the annual work plan and estimation to submit to the Provincial People's Committee to allocate the operating budget to the MB.

Quarterly meetings within the Management Boad and report the results of activities to the Provincial People’s Committee.

Develop projects according to management plan of the Biosphere Reserve to call for domestic and foreign budgets.

Organize annual summation with the participation of the Kon Ha Nung Forest Development Management Council.

Above is the management Plan of KHN Highland Biosphere Reserve Management Plan, Gia Lai province, after being nominated by UNESCO. Gia Lai People's Committee will send it to the Ministry of Natural Resources and Environment, and MAB Vietnam to known and give comments./.
