To: Customs Departments of provinces
According to the results of the Meeting between Sub-Committee on Rules of origin (SA_AROO) and Technical Work Group (TWG) about electronic C/O form D, which took place from March 29 to March 30, 2018 in Bangkok, Thailand, the General Department of Customs hereby provides guidelines for Customs Departments of provinces:
1. Competent authorities of Malaysia have identified the error occurring while transmitting C/O form D to customs offices of import countries at Item 1 (Exporter’s address), Item 2 (Importer’s address), Item 3 (Port of discharge), Item 7 (Address of the third party and HS codes), Item 8 (No percentage in Regional Value Content declaration), Item 9 (Freight on Board) and Item 10 (number and date of invoice) in the electronic C/O form D.
As for that reason, if discovering any of the above-mentioned errors in the electronic C/O, the customs office must receive the printed C/O and process it accordance to provisions of ASEAN Trade in Goods Agreement.
2. With regard to measurement units of electronic C/O from D:
ASEAN countries have agreed to use the measurement units in consistent with United Nations Code for Trade and Transport Locations (UN/LOCODE) and The United Nation Economic Commission for Europe (UNECE) on electronic C/O form D. For instance: For HS87 at Item 9 in the C/O, the measurement unit is "PIECE” Expressions with similar meanings to "PIECE” such as “PCE”, “PCS”, etc are also acceptable.
Due to the large memory size of the codes for units of measurement, the General Department of Customs shall send them to Customs Departments of provinces via email.
3. With regard to electronic C/O verification:
For electronic C/O requiring verification, Customs Departments of provinces shall follow the order and procedure for verification provided in Decision No.4286/QD-TCHQ dated December 31, 2015 of the General Department of Customs. Customs Departments of provinces are required to print out the electronic C/O from their system, clearly state the verification requirement and send all relevant documents to the General Department of Customs (Customs Management Supervision Department).
