Re: Further imposition of social distancing measures citywide for drastic prevention and control of COVID-19 pandemic

Ho Chi Minh City, August 15, 2021

 

To:

- Heads of Departments and agencies;
- Presidents of People's Committees of Thu Duc city and districts;
- Enterprises in the City.

The COVID-19 pandemic has been progressing unpredictably citywide. Since April 27, there have been 142,618 cases of COVID-19 infection, 32,149 patients are being treated, in which 1,851 critically ill patients are receiving mechanical ventilation.

Implementing Resolution No. 86/NQ-CP dated August 6, 2021 of the Government on urgent measures to prevent and control COVID-19 pandemic to implement Resolution No. 30/2021/QH15 dated July 28, 2021 of the National Assembly and Plan No. 2715/KH-UBND dated August 15, 2021 of the Steering board of COVID-19 prevention and control of City on imposition of urgent measures to prevent and control COVID-19 pandemic citywide under the Resolution No. 86/NQ-CP dated August 6, 2021 of the Government; in order to thoroughly control the COVID-19 pandemic, the People’s Committee of City hereby directs as follows:

1. Further impose the social distancing measure citywide according to guidelines of Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister from 00:00 on August 16 to the end of September 15, 2021, following the "stay-where-you-are” motto.

2. Request the heads of departments and agencies, Presidents of People's Committees of Thu Duc city and districts to, based on their functions, duties and powers, further direct drastic and effective implementation of the directives of the Government, the National Steering Committee for COVID-19 Prevention and Control; Directive No. 12/CT-TU dated July 22, 2021, Plan No. 2715/KH-UBND dated August 15, 2021 of the Steering board of COVID-19 prevention and control of City and documents of the People’s Committee promulgated since July 1, 2021 so far; which centers on the major concerns below:

2.1. Continue to control the movement of citizens

- Regarding the time frame from 6:00 a.m. to 6:00 p.m. daily:

+ Continue to control the citywide movement of groups of entities allowed to operate under the direction of Official Dispatch No. 2468/UBND-VX dated July 23, 2021 and Official Dispatches No. 2522, 2523/UBND -VX dated July 28, 2021 of the People's Committee of City.

+ Allow additional groups of entities below to operate: food-producing establishments (e.g. bread, tofu, vermicelli, noodle, etc.); notarial practice organizations; companies providing following services: security; maintenance, repair and rescue of infrastructure and equipment of agencies, buildings, apartment buildings; insurance (only carrying out activities related to insurance survey, making claims and settlement of claims for clients), air ticket offices; private clinics and the groups of entities allowed to transport essential goods, including: shippers who use delivery applications, deliver essential goods between districts, Thu Duc city, follow pandemic safety protocols, use contactless delivery and payment and have identity signs as prescribed in the Official Dispatch No. 2491/UBND-DT dated July 26, 2021 of the People’s Committee of City; delivery people of food-processing establishments, retail stores. Notes: All of above-mentioned entities must have identity signs when traveling on the road as prescribed.

+ Regulatory agencies, political organizations, socio-political organizations (including central regulatory agencies located in Ho Chi Minh City) shall arrange no more than one fourth of the number of officials, public employees, and workers working in person at the headquarters of the agencies/organizations (except for armed forces and health sectors of the City that must ensure full forces to perform the tasks of COVID-19 prevention and control); special units shall seek the decision from the People’s Committee of City in writing through the Department of Home Affairs.

- Regarding the time frame from 6:00 p.m. to 6:00 a.m. daily:

Request every citizen in the City to continue limited going out as much as possible, shops and business establishments must continue to suspend operations; except for the following cases:

+ Those who go to the vaccination site or emergency aid site, task forces of Covid-19 prevention and control or supporting forces at the coordination request of specialized agencies and local authorities.

+ Employees of supermarkets, price stabilization stores, and convenience stores who are allowed to travel on roads to prepare logistics, arrange goods, and clean and disinfect business areas (according to Official Dispatch No. 2654/UBND-KT dated August 9, 2021 of the People's Committee of City).

+ The flight crews who go on business trips according to the plan of the licensed flights and the officers and employees of the affiliates of the Vietnam Airlines Corporation in Southern Region to perform the duty of serving the flights carrying cargoes, medical equipment, vaccines.

+ Employees of enterprises that produce and provide essential services (food, equipment, medical supplies); delivery people of medical equipment and supplies such as oxygen cylinders for people infected with COVID-19 who are isolated and treated at home (asymptomatic and mild Covid cases), facilities that receive and treat COVID-19 patients.

+ Employees of units that cater for charity kitchens, treatment facilities, isolation facilities, hospitals, and health facilities in service of the pandemic prevention and control.

+ Officials, reporters, editors of newspapers and radio stations performing political tasks in the city, including the publication of newspapers.

- Postal services and forces performing the task of providing KT1 postal services (serving Party and State agencies, confidential documents).

+ Urban sanitation workers; forces in charge of failures of: power, water supply, information system, traffic works, and technical infrastructure.

+ Means of transport of essential goods; means of transport that carry forces performing Covid prevention and control; shuttle buses carrying workers to enterprises that are practicing “1 route - 2 destinations”; vehicles that deliver supplies, goods of logistics enterprises that support production, export and import, medical devices. Cars that give medical support (ambulances, cars that carry patients), taxis licensed by the Department of Transport to transport people in necessary cases; drivers and service staff on these vehicles.

+ Petrol and oil retail stations at 12 main gateways of the City.

2.2 Carry out extensive, effective, and persuasive propagation in each locality, unit, residential area, household, and citizen for proper understanding of the characteristics, nature, existing situation, risks, and danger of the pandemic and strict compliance with social distancing measures citywide according to guidelines of the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister.

3. The center that receives and support essential goods to citizens suffering hardship due to COVID-19 in the city shall prepare one million relief packages available; cooperate with the People’s Committee of districts and Thu Duc city in reviewing and taking care of workers, students, self-employed workers who are living in blocks of rented rooms, worker accommodation, poor labor quarters to grant: the relief package which is adequately enough, sufficiently good, and suitable for each person, cover rental costs, give vaccines to inhabitants in these areas in order for them to feel secure to stay in the city during the social distancing period.

4. Accelerate the vaccination progress: ensure that by September 15, 2021, over 70% of City’s people (over 18 years old) will receive the first dose, 15% of the City's people will receive the second dose; complete the first dose vaccination for the remaining 15% of workers in export processing zones, industrial parks, and high-tech zones.

5. Focus on effective care of F0 patients at home and at treatment facilities, especially implementing the "Home-based care" package for monitoring and treating F0 patients at home.

6. Carry out focused, major, practical, and efficient testing to narrow the "red zone", "orange area", "yellow area", expand the "green area" in the city; strive to control the pandemic in the following districts: Can Gio, Cu Chi, Nha Be, Phu Nhuan, District 5, District 7, District 11.

7. Enterprises shall take initiative in reviewing the conditions for meeting the requirements of Covid-19 prevention and control according to the regulations of the Government and the People's Committee of City to register with the People's Committee of Thu Duc city, districts; the management board of export processing zones, industrial parks; the management board of the high-tech parks on the eligibility to operate according to the plans mentioned in the Plan No. 2715/KH-UBND dated August 15, 2021 of the Steering Committee for COVID-19 Prevention and Control of City in order to maintain the organization safe production.

Propose the heads of the Departments, agencies, the President of the People's Committee of Thu Duc city, districts and enterprises in the city to focus on implementing the above concerns; promptly report difficulties and problems arising in the implementation process; be held accountable to before the President of the People's Committee of City if there are cases of non-observance of regulations in the assigned areas or fields.

The People's Committee of City calls on all the people of the City to continue promoting consensus and joint efforts in the pandemic prevention and control; suggests that the people of the City to "make bigger effort, be more united, be more determined" to give strength, faith, and overcome difficulties and challenges together in response to the COVID-19 pandemic./.
