Regarding the inspection and recognition of the Certificate of Vaccination, Certificate of Recovery from COVID-19 or other equivalent documents issued in foreign countries for implementation of the Guidelines on medical quarantine for people entering Vietnam who have had a full dose of Covid-19 vaccine or recovered from Covid-19 (Official Dispatch No. 6288/BYT-MT dated August 4, 2021 of the Ministry of Health), the Consular Department, as a subordinate agency of the Ministry of Foreign Affairs, has reached an agreement with the Department of Health Environment, as subordinate of the Ministry of Health, and would like to make the following announcements:

1. Currently, the Ministry of Foreign Affairs in conjunction with the Ministry of Health and the Ministry of Information and Communications develops criteria and mechanisms to recognize and allow the direct use of foreign certificates of vaccination/vaccine passports in Vietnam for submission thereof to competent authorities to seek their approval decision.

2. For the time being, in order to facilitate the implementation of the Guidelines for medical quarantine issued in the Official Dispatch No. 6288/BYT-MT above, the Consular Department has requested Vietnamese diplomatic missions:

- If the sample of Certificate of vaccination or Certificate of recovery from Covid-19 has not been officially introduced to diplomatic missions, they may grant consular legalization/certification so that people can use this Certificate upon entry in Vietnam.

- If the sample of Certificate of vaccination or Certificate of recovery from Covid-19 has been officially introduced through diplomacy, diplomatic missions should inform vaccinated people to ask them to directly show the certificate to domestic competent authorities of Vietnam for comparison with the official sample certificate.

The Consular Department would like to attach the official samples hereto for your information and compliance (List enclosed herewith).  

3. The Consular Department should continue to notify any further guidance on this matter to you.
