Pursuant to Decision No. 1740/QD-BGTVT dated September 30, 2021 of the Ministry of Transport prescribing organization of passenger transport in 5 fields (highway, railway, inland waterway, sea and air transport) and ensuring safety, flexibility and effective control of COVID-19 pandemic;

In order to facilitate people’s transport in urgent cases, the People’s Committee of Ho Chi Minh City kindly requests provincial People’s Committees to assist and cooperate in performing the following contents:

1. Facilitate people's transport from Ho Chi Minh City to other provinces and cities, and vice versa, in urgent cases.  These urgent cases are specified in the Appendix enclosed herewith.

2. Direct competent authorities at COVID-19 control posts under the management of the provincial government to facilitate eligible people’s transport.

3. Direct transport service providers to strictly comply with the COVID-19 prevention and control plans adopted by the Ministry of Health, Ministry of Transport and relevant provincial People’s Committees.

The People’s Committee of Ho Chi Minh City assigns the City’s Department of Transport to act as the contact point playing the leading role in instructing and taking actions in urgent cases where people need to transport between Ho Chi Minh City and other provinces/cities.

The People’s Committee of Ho Chi Minh City is looking forwards to cooperation of provincial People’s Committees./.

APPENDIX

(Enclosed  with the Official Dispatch No. 3251/UBND-DT dated October 01, 2021 of the People's Committee of Ho Chi Minh City)

1. People going for medical examination and treatment:

- Any person transporting from another province or city to receive medical examination and treatment services in Ho Chi Minh City (except for emergencies) must present a valid Certificate of negative SARS-CoV-2 test results (which must have been issued no more than 72 hours from the time of taking sample) and the letter of referral from a hospital in that province or city to a hospital in Ho Chi Minh City, certificate of follow-up appointment or certification of outpatient examination registration given by a hospital in Ho Chi Minh City.

- Means of transport: types of inter-provincial transport (highway, waterway, railway or airway); personal car (driver and all persons on the case must meet all of the medical conditions mentioned above). 5K Message (Face mask - Disinfection - Distance - No Gathering - Health Declaration) must be strictly followed during transport.

2. Inhabitants of Ho Chi Minh City returning from other provinces and cities:

When returning to Ho Chi Minh City, an inhabitant of Ho Chi Minh City is required to meet the following conditions:

- Possess documents proving his/her frequent residence and employment in Ho Chi Minh City such as family register, certificate of temporary residence, Citizen Identity Card or ID card, or birth certificate (for a child).

- Possess a valid Certificate of negative SARS-CoV-2 test results (which must have been issued no more than 72 hours from the time of taking sample).

- Means of transport: types of inter-provincial transport (highway, waterway, railway or airway); personal car (driver and all persons on the case must meet all of the medical conditions mentioned above). 5K Message (Face mask - Disinfection - Distance - No Gathering - Health Declaration) must be strictly followed during transport.

- Gain permission from competent authorities:  A document issued by the People’s Committee of the province or city of departure; or a document issued by the Department of Transport of Ho Chi Minh City.

3. People transporting from Ho Chi Minh City to other provinces/cities in some urgent cases:

Eligible entities: those transporting patients with fatal diseases, children and pregnant women; those having interview appointments for travel abroad; and those transporting in some other urgent cases are required to meet the following conditions:

- Have been vaccinated against COVID-19 (for vaccines that require 02 doses: at least 01 dose, and 14 days after vaccination date) or recovered from COVID-19 in the last 06 months;

- Possess an unexpired Certificate of negative SARS-CoV-2 test results according to regulations of health authorities.

- Have documents made by related parties (such as letter of invitation or appointment letter of competent authorities, etc.).

- Means of transport: types of inter-provincial transport (highway, waterway, railway or airway); personal car (driver and all persons on the case must meet all of the medical conditions mentioned above). 5K Message (Face mask - Disinfection - Distance - No Gathering - Health Declaration) must be strictly followed during transport.

- Gain permission from competent authorities:  A document issued by the People’s Committee of the province or city of arrival; or a document issued by the Department of Transport of Ho Chi Minh City.

4. People transporting from other provinces/cities to Ho Chi Minh City in some urgent cases:

Purposes: those transporting patients with fatal diseases, children and pregnant women; those having interview appointments for travel abroad; and those transporting in some other urgent cases are required to meet the following conditions:

- Obtain permission or certification from the People's Committee of province/city of residence.

- Possess an unexpired Certificate of negative SARS-CoV-2 test results according to regulations of health authorities.

- Means of transport: types of inter-provincial transport (highway, waterway, railway or airway); personal car (driver and all persons on the case must meet all of the medical conditions mentioned above). 5K Message (Face mask - Disinfection - Distance - No Gathering - Health Declaration) must be strictly followed during transport./.
