To: Provincial Departments of Industry and Trade
Local governments have strictly implemented the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 introducing urgent measures for prevention and control of Covid-19 pandemic. However, some contents of this Directive, especially the definition of essential goods, have been misunderstood and inconsistently implemented, and thus cause difficulties to enterprises that produce and/or trade essential goods.
Following the Official Dispatch No. 4349/BCT-TTTN dated July 21, 2021 of the Ministry of Industry and Trade on essential goods and services, and according to proposals of some enterprises and trade associations, the Ministry of Industry and Trade hereby requests Provincial Departments of Industry and Trade to review and advise Provincial People’s Committees to permit the transport, during the social distancing period as prescribed in the Directive No. 16/CT-TTg, of certain essential goods, including:
+ Foods (including types of products specified in the lists in Appendixes II, III, and Sections 3, 4, 5, 6, 7, 8 of Appendix IV enclosed with the Government's Decree No. 15/2018/ND-CP dated February 02, 2018 on elaboration of some Articles of the Law on food safety, and specified in the Appendix enclosed herewith);
+ Materials used in manufacturing process (including iron, steel, fertilizer, pesticides and animal feed, etc.);
+ Fuels and energy (including petrol, oil, LPG, coal, etc.);
+ And other products serving local activities of manufacturing and daily living.
Provincial Departments of Industry and Trade are requested to consistently implement guidelines herein./.
