In furtherance of the Government’s Resolution No. 83/NQ-CP dated July 31, 2021, the Ministry of Industry and Trade hereby provides guidance on reduction in electricity prices payable by customers affected by the 4th wave of Covid-19 as follows:
1. Reduction in household electricity prices
a) Eligible customers are those who use household electricity in the following administrative divisions:
- Provinces and centrally affiliated cities that are applying the Prime Minister’s Directive No. 16/CT-TTg on July 30, 2021.
- Districts, district-level towns and cities that are applying the Prime Minister’s Directive No. 16/CT-TTg on July 30, 2021.
The lists of administrative divisions eligible for electricity price reduction shall be provided by the People’s Committees of provinces for electricity units.
b) Reduction rates:
- 15% reduction (before VAT) on electric bills for customers using up to 200 kWh/month.
- 10% reduction (before VAT) on electric bills for customers using more than 200 kWh/month.
c) Electricity prices will be reduced for 02 months on electric bills of August and September 2021.
d) The basis for determination of reduction rate is the consumption written on the electric bills of August and September 2021.
2. Electricity price reduction for centralized quarantine centers serving Covid-19 control
a) Centralized quarantine centers serving COVID-19 control will be eligible for electricity price reduction while there are quarantined people therein if the following conditions are satisfied:
- Military camps, military schools, other facilities selected by competent authorities as free or paid centralized quarantine facilities according to Point b Clause 3, Point b Clause 4, Point b Clause 5 Article 1 of the Government’s Resolution No. 16/NQ-CP dated February 08, 2021.
- Buying electricity directly from subsidiaries companies of EVN or other electricity retailers.
b) 100% reduction for the users specified in 2(a) hereof.
c) Duration: 07 months from June to December 2021.
d) The lists of Covid-19 control facilities eligible for electricity price reduction mentioned in 2(a) hereof shall be provided for electricity supply units by National Steering Committee for Covid-19 Control, the Ministry of National Defense, the Ministry of Public Security, the People’s Committees of provinces.
3. Electricity retailers shall prepare applications for electricity price reductions for their eligible customers according to (1) and (2) of this document and send them to subsidiaries of EVN. Such an application shall contain:
- The list of eligible customers in the period;
- The statement of electricity price and reductions in the period confirmed by the electricity retailer’s legal representative.
4. After the period specified in (1) and (2) of this document, electricity prices specified in prescribed No. 648/QD-BCT dated March 20, 2019 of the Minister of Industry and Trade or replacing documents shall apply.
5. Official Dispatch No. 3163/BCT-DTDL dated June 03, 2021 of the Ministry of Industry and Trade shall apply to other entities eligible for electricity price reduction.
Departments of Industry and Trade of provinces and centrally affiliated cities, EVN shall instruct relevant units to grant electricity price reductions in accordance with guidance of the Ministry of Industry and Trade in this Official Dispatch. Difficulties that arise during the implementation of this Circular should be reported to the Ministry for consideration the Ministry of Industry and Trade, the Ministry of Finance, Committee for Management of State Capital in Enterprises or the Prime Minister for consideration./.
