To: Credit institutions and foreign bank branches
In the context of complicated developments of the Covid-19 epidemic and in order to implement the Government’s Resolution No. 63/NQ-CP dated June 29, 2021, the State Bank of Vietnam directs the National Payment Corporation of Vietnam (NAPAS) to continue to implement the policy for reducing fees for financial switching and electronic clearing services in 2021. According to this policy, NAPAS: (i) reduces 50% of financial switching and electronic clearing service fees for transactions performed on ATM, POS compared to the applicable fees; (ii) reduces at least 75% of financial switching and electronic clearing service fees for 24/7 interbank transfer transactions compared to the applicable fees. The policy is valid from August 1, 2021 to December 31, 2021. Therefore, the State Bank of Vietnam requests credit institutions and foreign bank branches to perform several following tasks:
1. Reducing fees for ATM, POS transactions processed through NAPAS and 24/7 interbank transfer transaction fees for customers at the minimum rates equal to the rates of reduction in the fees that NAPAS applies; encouraging credit institutions and foreign bank branches to reduce fees at the rates greater than those of NAPAS and to continue to apply the fee exemption policy currently in effect. Validity period is from August 1, 2021 to end of December 31, 2021.
2. Chairmen of Boards of Directors/Members' Councils, General Directors of credit institutions and foreign bank branches shall be responsible for formulating and implementing the fee reduction policy for their customers (e.g. types of fees to be reduced, reduction rates, customers eligible for fee reduction, ..) to ensure that types of fees to be reduced, reduction rates and validity time meet the requirements stated at Point 1 of this Official Dispatch; reporting to the Governor of the State Bank of Vietnam on types of fees to be reduced, reduction rates and validity period (through the Payment Department) before August 15, 2021 for synthesis and monitoring purposes.
