Implement direction of the Prime Minister for developing economy and managing COVID-19 to allow foreigners working and residing in Vietnam, Vietnamese nationals requesting certificate for SARS-CoV-2 negativity to work and study abroad; Ministry of Health issued Official Dispatch No. 4974/BYT-DP dated September 17, 2020 for persons wanting to migrate. On the basis of feedback of entities and local governments about fees for COVID-19 test in such case; Ministry of Health gives its opinions hereunder:
1. While waiting for Ministry of Health and Ministry of Finance to agree on issuing fees for COVD-19, adopt the full price; Ministry of Health requests entities and local governments to adopt price of COVID-19 testing service according to service price regulated under Annex attached to Circular No. 14/2019/TT-BYT dated July 5, 2019 of Ministry of Health on amendments to Circular No. 37/2018/TT-BYT dated November 30, 2018 of the Minister of Health on ceiling of price range of medical examination and treatment services outside of the scope of coverage by the health insurance fund at state-owned healthcare establishments and guidelines for applying prices and payment for medical services in certain cases: to be specific
- Service No. 1735: Real-time PCR for germ/virus/mycotoxin/parasite: up to VND 734,000/specimen.
- Service No. 1736: quick test for germ/virus/mycotoxin/parasite: up to VND 238,000/specimen.
2. Pursuant to Law on Medical Examination and Treatment, Law on Prices, Law on Local Governmental Organizations: People’s Councils of provinces shall decide on specific price for medical examination and treatment not under coverage of Healthcare Insurance Fund in state medical facilities under management of local governments; Ministry of Health shall prescribe price for medical facilities affiliated to Ministry of Health and central-affiliated ministries. Thus, hereby request entities and local government to rely on price of testing techniques stated above and approved by competent authorities to collect and settle with service users as per the law.
