Nội dung toàn văn Official Dispatch 6386/BYT-MT 2021 COVID19 prevention measures coming from infected areas

To: People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “provincial People’s Committees”).
As the COVID-19 situation in many localities is complicated; implementing the Prime Minister’s Official Telegram No. 1063/CD-TTg dated 31/7/2021 on COVID-19 prevention and control and to promptly control the situation, the Ministry of Health (standing body of National Steering Committee for COVID-19 Prevention and Control) requests you to direct the following tasks:
1. For persons coming from infected areas (regularly updated on the Ministry of Health’s website at https://moh.gov.vn/dia-diem-cach-ly):
a) People who are fully vaccinated (having a vaccination certificate on the electronic health book or a written vaccination certificate issued by a vaccination facility with the last dose received no later than 14 days and no sooner than 12 months before arrival time) or have recovered from COVID-19 (having a certificate of testing positive for SARS-COV-2 via RT-PCR test with individual sample that is no older than 6 months by arrival time and certificate of recovery from COVID-19 or discharge record) shall:
Self-monitor health condition at home or in lodgings for 07 days after arrival day, always follow the 5K requirements and have a test on the first day and seventh day. Those testing positive for SARS-CoV-2 shall be handled as per regulations.
b) Those not yet vaccinated or fully vaccinated shall:
Undergo quarantine at home or in lodgings for 14 days after arrival date, continue to self-monitor health condition for the next 14 days. Have a test on the first day, seventh day and fourteenth day while under quarantine at home or in lodgings. Those testing positive for SARS-CoV-2 shall be handled as per regulations.
c) People from other localities traveling through infected areas without stopping are not required to quarantine.
2. For people coming from localities quarantined according to the Prime Minister’s Directive No. 16/CT-TTg:
a) Do not travel from the provinces/cities where they live to other localities until quarantine ends according to the Prime Minister’s Official Telegram No. 1063/CD-TTg dated 31/7/2021.
b) Special cases permitted to travel to other localities by local government shall adopt measures against COVID-19 according to Section 1 of this Official Dispatch.
3. For people participating in work teams under decisions of competent authorities in localities infected or quarantined according to the Prime Minister’s Directive No. 16/CT-TTg (excluding close contacts of COVID-19 cases (F1 cases) or contacts of close contacts of COVID-19 cases (F2 cases)):
a) Work team members of Deputy Minister position and equivalent and higher shall:
Self-monitor health condition for 14 days. If developing unusual signs such as cough, fever, breathing difficulty, throat pain, loss of taste, etc., immediately inform health authority for monitoring and handling according to regulations.
b) Those fully vaccinated or having recovered from COVID-19 shall:
Self-monitor health condition for 07 days. Have a RT-PCR test on the first day and seventh day. Always follow the 5K requirements, especially use of masks, no gathering and no visit to crowded places.
c) Those not yet vaccinated or fully vaccinated shall:
Undergo quarantine at home or in lodgings for 03 days after arrival date according to regulations in Decision No. 879/QD-BYT dated 20/3/2020 by the Ministry of Health. Continue to self-monitor health condition for 14 days after arrival date. Always follow the 5K requirements, especially use of masks, no gathering and no visit to crowded places. Have a test on the first day and third day while under quarantine at home or in lodgings. Those testing positive for SARS-CoV-2 shall be handled as per regulations.
4. Operators of vehicles transporting goods to and from infected areas are not required to undergo quarantine if they fully comply with COVID-19 prevention and control requirements according to the Ministry of Health’s guidelines in Official Dispatch No. 898/BYT-MT dated 07/02/2021 on COVID-19 prevention and control in goods transport and Official Dispatch No. 4351/BYT-MT dated 28/5/2021 on enhancement of COVID-19 prevention and control in goods transport.
5. For persons vaccinated against COVID-19 or having recovered from COVID-19 overseas, vaccination certificates, certificates of recovery from COVID-19 or other equivalent documents shall be inspected and recognized according to guidelines of the Ministry of Foreign Affairs.
