On Guidelines on COVID-19 epidemic management at workplaces

Hanoi, August 16, 2021

 

To:

- Ministries, agencies affiliated to the Government;
- People’s Committees of provinces or central-affiliated cities.

In order to actively manage the COVID-19 epidemic and guarantee safe operation of workplaces; Ministry of Health has developed “Guidelines on COVID-19 epidemic management at workplaces” (hereinafter referred to as “Guidelines”). Ministry of Health hereby requests ministries, agencies affiliated to the Government, and People’s Committees of provinces or central-affiliated cities (hereinafter referred to as “provincial People’s Committees”) to implement following works:

1. Ministries, agencies affiliated to the Government:

a) Take charge and cooperate with Ministry of Health in publicizing and organizing training of the Guidelines for affiliated entities, provinces, and central-affiliated cities.

b) Direct affiliated entities to stringently implement these Guidelines.

c) Publicize regulations on epidemic management under the Guidelines and inspect implementation.

d) Cooperate with Ministry of Health in amending the Guidelines when necessary.

2. Provincial People’s Committees:

a) Organize publicizing, guide implementation, and inspect implementation of the Guidelines. Depending on local situations, may amend the Guidelines accordingly.

b) Organize publicizing and expedite affiliated entities to stringently comply with regulations on epidemic management.

c) Direct Departments of Health and relevant authorities to provide guidelines and cooperate with other entities in implementing epidemic management within assigned tasks and functions.

d) Direct authorities to increase inspection and supervision works regarding implementation of epidemic management affairs in local entities.

dd) Submit reports on implementation upon request.

GUIDELINES

“COVID-19 EPIDEMIC MANAGEMENT SOLUTIONS AT WORKPLACES”
(Attached to Official Dispatch No. 6666/BYT-MT dated August 16, 2021 of Minister of Health)

I. OBJECTIVES AND REQUIREMENTS

1. Objectives

- Actively detect and promptly deal with COVID-19 cases (F0), suspected COVID-19 cases or close contact (F1), and contact with close contact (F2) at workplaces.

- Ensure safety and implement dual goals; restrict impact of the epidemic on operation of the workplace.

2. Requirements

- Identify implementation of COVID-19 epidemic management tasks as priority, urgent, and frequent task. Stringently comply with direction of Secretariat, the Government, Prime Minister, and National Steering Committee for COVID-19 epidemic management, comply with guidelines of Ministry of Health and other ministries in epidemic management.

- Implement principles in which heads of authority direct and assume responsibilities for epidemic management affairs at workplaces.

- Prepare logistical, quarantine, test, and treatment measures in order to promptly and effectively respond according to 4 on-the-spot principles.

II. EPIDEMIC MANAGEMENT MEASURES

1. For workplaces

1.1. Establish Steering Committee for COVID-19 epidemic management where directors of workplaces act as the head with contact point to organize implementation of epidemic management. Members of the Committee consists of representatives of unions, youth’s associations, affiliated organizations/individuals of the workplaces; assign Committee members with specific tasks.

1.2. Establish COVID safety teams whose members are members of unions, youth’s associations; each COVID safety team consists of 3 – 5 members, with the directors of unions or youth’s associations acting as team leaders. Mission of COVID safety teams is to assist the Steering Committee for COVID-19 epidemic management in implementing:

- Publicize, detect, warn, examine, supervise implementation of COVID-19 management measures and health of workers.

- Request heads of entities to promptly deal with cases of violating epidemic management works at workplaces as per epidemic management regulations of the workplaces and local governments. Promptly report to heads and medical department of entities upon detecting workers with COVID-19 (F0) or workers suspected of COVID-19 (coughing, fever, difficulty breathing, etc.) for resolution as per the law.

- Assist entities and authorities in tracing F1 (individuals who make contact within 2 meters or in the same closed spaces in residence areas, workplaces, workshops, study areas, recreational areas, etc. or stay in the same compartments on transportation with another F0), F2 (individuals who stay within 2 meters to an F1 during the period from when F1 is capable of spreading infection until the date on which F1 is placed under medical quarantine) and emergency cases where workplaces suffer from COVID-19 infection and must be quarantined as per decisions of competent agencies.

- Implement other epidemic management tasks assigned by heads of entities.

1.3. Develop COVID-19 epidemic management plans and measures of the workplaces (according to guidelines under Annex 1). Epidemic management measures must include graphs and arrangement of routes when F0, F1, F2, and suspected cases appear in the workplaces.

1.4. Manage workers with information such as full name, year of birth, ID Card/Citizen Identity Card/passport, address of residence, address of temporary residence, phone number; request workers to inform after making contact with F0 or F1.

1.5. In case workers of workplaces work and reside in different administrative divisions, heads of workplaces must inform Departments of Health/Disease Control Centers of provinces of relevant administrative divisions to manage and monitor workers.

1.6. Monitor health of workers on a daily basis; dot not assign workers who display any of the following symptoms to work: fatigue, fever, coughing, sore throat, or difficulty breathing, etc. or F1, F2; request workers to measure their temperature, monitor health at home prior to arriving at workplace, not leave for work upon displaying any of the following symptoms: fatigue, fever, coughing, sore throat, or difficulty breathing, etc. and inform superior entities, local medical authorities to receive advise and solutions as per the law.

1.7. Create QR code of quarantine location to manage individuals entering and exiting the workplaces and perform medical declaration according to Decision No. 2666/QD-BYT dated May 29, 2021 of Ministry of Health. In case individuals entering, exiting cannot scan QR code, assign personnel with smart phones that are installed with applications for performing medical declaration and detecting close contact (Bluezone/NCOVI) to scant QR code on medical insurance card/copies of medical insurance card/Citizen Identity Card or QR code generated by software of the individuals.

1.8. At entrances of workplaces: measure body temperature, request workers and visitors to perform medical declaration, sanitize hands, wear facemasks, and maintain separation as per the law; install signs on epidemic management for workers and visitors; prepare sufficient hand sanitizer; draw separation lines between visitors in entrances; control and manage visitor cards; develop measures for controlling density of individuals entering the workplaces in a manner satisfactory to epidemic management regulations.

1.9. In case of multiple workplaces in the same building: Heads of workplaces or directors of boards of building management are responsible for controlling information of individuals entering and leaving the buildings, providing information to competent authority when necessary; assign area for medical declaration, install computer monitor, kiosks, QR scanners (conditional), and assign personnel (who have smart phones) for controlling individuals entering/leaving the buildings at all points of entry and exit.

1.10. Assign rooms/areas for temporary quarantine (hereinafter referred to as “quarantine rooms”) for workers/visitors who display any of the following symptoms: fatigue, fever, coughing, sore throat, or difficulty breathing, etc. or F0, or F1, or F2 working in the workplaces. Quarantine rooms must satisfy following requirements:

- Installed in separate sections, close to entrances/exits, and separate from working quarters (if possible).

- Quarantine rooms must:

+ Receive air flow and ventilation properly;

+ Limit furniture within the rooms;

+ Install areas for washing hands;

+ Equip garbage bins with cover;

+ Have separate sanitation areas.

1.11. Assign and designate areas for receiving documents, stationery, commodities, etc. close to the doors; assign location, equipment, and personnel to sanitize delivery areas (if necessary); limit contact between deliverers and recipients; request workplaces and deliverers to comply with 5K principles, epidemic management requirements and record information on deliverers, recipients, and time of delivery, etc.

1.12. Regularly remind workers and visitors to comply with COVID-19 epidemic management measures during working period.

1.13. Install surveillance camera in public areas with risks (except for bathrooms, toilets, changing rooms, etc.), especially in QR scanning areas to monitor, supervise, and request compliance with epidemic management measures.

1.14. For workplaces with departments that welcome and work with customers (receptionists, single-window departments, financial institutions, treasury, etc.): request individuals assigned to work with customers to comply with 5K principles, especially wearing face masks, separating, and installing separation (if possible).

1.15. Encourage reducing number of people working at workplaces, increase working and meeting online, working from home.

1.16. Assign vehicles to transport workers while complying with COVID-19 epidemic management regulations (if possible); Increase ventilation in working quarters, cafeterias, and meeting rooms; reduce physical contact by installing separation in cafeterias and providing separate meals.

1.17. Assign waste containers with covers; prepare hand sanitizing sections, bathrooms, clean water, and soap or hand sanitizing liquid for workers.

1.18. Sanitize as per guidelines under Annex 2.

1.19. Request workers to sign commitment to comply with regulations on COVID-19 epidemic management with employers (using form under Annex 3).

1.20. Publicize, popularize, and guide epidemic management measures with simple, comprehensible, and memorable information.

1.21. Manage workers with risks, workers going on business trips, especially workers arriving at or from infected areas; conduct SARS-CoV-2 screening tests for workers:

- For workers facing risks (receptionists, departments working with customers on a daily basis), conduct SARS-CoV-2 screening tests in form of rapid antigen test or RT-PCR methods on a weekly basis for at least 20% of workers.

- For workers going on business trips, especially workers arriving at or from infected areas: conduct SARS-CoV-2 tests in form of rapid antigen test or RT-PCR within 3 days (72 hours) before and after the business trips or according to other regulations of National Steering Committee for COVID-19 Epidemic Management and Ministry of Health.

1.22. Develop plans for conducting screening test and implementing COVID-19 vaccination for workers.

1.23. Regularly review affairs to be implemented for COVID-19 epidemic management (using form under Annex 4).

2. For workers

2.1. Before arriving at workplaces

- Stringently comply with 5K principles; Monitor health and body temperature on a daily basis. Workers who display any of the symptoms such as fatigue, fever, coughing, sore throat, or difficulty breathing, etc. must stay at home, do not leave for work, and inform local authority.

- Prepare necessary personal equipment for working period or business trips such as drinking water, separate cups; tissues, face masks, gloves, hand sanitizers, etc.

- Do not go to work during medical quarantine period.

2.2. At workplaces

a. General guidelines for workers

- Comply with 5K principles, especially wearing face masks and maintaining distance at workplaces, conferences, and public spaces according to regulations of the Government or National Steering Committee for COVID-19 epidemic management.

- Increase the use of remote communication devices to reduce physical contact.

- Clean working surface, equipment, and areas regularly making contact with workers with sanitizing liquid on a regular basis.

- If themselves or co-workers/customers display any of the following symptoms such as fatigue, fever, coughing, sore throat, or difficulty breathing, etc. or become F0, F1, or F2, restrict contact with surrounding individuals and inform individuals in charge, COVID safety teams, or medical personnel at workplaces.

- Do not discriminate individuals who have completed medical quarantine at workplaces or individuals who must conduct business in infected areas or individuals who have been treated of COVID-19.

b. For workers working in positions with risks (departments that make physical contact or work with customers).

In addition to general guidelines above, workers must:

- Use appropriate gloves to reduce any unnecessary contact; If gloves are not used, regular wash and wipe hands dry with disposable tissues or handkerchief.

- Employ proper personal protective equipment (including face masks, glasses, gloves, etc.) as per the law.

2.3. For workers who must go on business trips in infected areas

In addition to general guidelines above, workers must:

- Consult information on infected areas on website of Ministry of Health (http://ncov.moh.gov.vn) in order to assess benefits and risks of the trips.

- Conduct SARS-COV-2 test before and after the business trips as per the law.

- Comply with regulations on epidemic management of local governments of destination of business trips.

- Comply with 5K principles.

- During business trips, if workers display any of the symptoms such as fatigue, fever, coughing, sore throat, or difficulty breathing, etc., wear face masks, avoid making contact with surrounding people, inform managers of workers, reach hotline of Departments of Health of provinces or Ministry of Health (phone number 1900 9095) to receive advise, and arrive at the nearest medical facilities in order to receive timely treatment.

- After finishing business trips from infected areas, workers shall comply with regulations of Ministry of Health on SARS-COV-2 testing, monitor their health, perform medical quarantine, etc.

3. For service providers that provide (meal, protection, hygiene, transport, delivery, etc.) services for workplaces:

- Request the service providers to sign commitments to comply with COVID-19 epidemic management measures with the workplaces.

- Cooperate in managing list of workers, itinerary, and working time of workers.

- Request workers to comply with 5K principles and record any physical contact made on a daily basis.

- On a weekly basis, conduct SARS-CoV-2 test in form of rapid antigen test or RT-PCR for every worker.

III. SOLUTIONS FOR INDIVIDUALS SUSPECTED WITH COVID-19, F1, AND F2

1. Solutions for suspected cases at workplaces

When discovering workers display any of the symptoms such as fatigue, fever, coughing, sore throat, or difficulty breathing, etc. at workplaces, perform following steps:

- Inform Directors of Steering Committee for epidemic management and COVID safety team of the workplaces.

- Provide medical face masks and provide instruction on wearing face masks properly.

- Request suspected/infected workers to restrict making contact with surrounding individuals and avoid close contact under 2 meters.

- Inform assigned forces to be arranged with separate passages from areas with suspected cases to temporary quarantine rooms.

- Instruct suspected cases to move along designated passages to temporary quarantine rooms and refrain from using elevators, or assign separate elevators and sanitize as per the law after each use.

- Reach the hotline of Departments of Health or Ministry of Health (phone number 1900 9095) or local medical authority to receive advice and partake in SARS-CoV-2 test, and arrive at medical facilities if necessary to receive examination and treatment.

- Do not use public transport to transport individuals infected with COVID-19 to medical facilities.

- Upon information on workers’ health.

- Prepare list of individuals making contact and sanitize workplaces as required by medical authority (according to guidelines under Annex 2).

- Based on requirements of local medical authority or SARS-CoV-2 test results, assign and arrange work accordingly.

2. Solutions for F1 cases at workplaces

2.1. Upon receiving information on F1 cases at workplaces

- Inform Directors of Steering Committee for epidemic management and COVID safety team of the workplaces.

- Provide medical face masks and provide instruction on wearing face masks properly.

- Request suspected/infected workers to restrict making contact with surrounding individuals and avoid close contact under 2 meters.

- Inform assigned forces to be arranged with separate passages from areas with F1 cases to temporary quarantine rooms.

- Instruct F1 cases to move along designated passages to temporary quarantine rooms and refrain from using elevators, or assign separate elevators and sanitize as per the law after each use. Conduct rapid antigen test in temporary quarantine rooms.

+ If test results are positive, verify with single-sample RT-PCR test.

+ If test results are negative, conduct RT-PCR test with combined sample and combine samples of individuals in the same positions, residence in order to deal with F2 cases as per the law.

- Inform designated entities to localize and sanitize all areas related to F1 (according to guidelines under Annex 2).

- Inform all workers present at the workplaces, do not cause confusion and anxiety in workers; request workers to stringently perform medical declaration, comply with 5K principles, and not leave working positions.

- If RT-PCR test results of F1 are negative, local medical authority shall assess the risks and identify F2 who are no longer required to perform quarantine at home and monitor health for 14 days as per the law.

2.2. Cooperation with medical authority and local governments

a) Transport F1 to medical quarantine as per the law.

b) Review all workers under management list (number of workers present, number of workers absent, number of workers taking leave, number of workers going on business trips, and other cases).

c) Trace all F2 cases via medical declarations by scanning QR code of epidemic management posts, work schedules, meeting schedules, surveillance camera, information from supervisory personnel, F1, etc.;

- Local medical authority must immediately inform medical authority where F2 reside to conduct quarantine at home/residence as per the law.

- For F2 cases that are present at workplaces: inform and request to perform quarantine at home/residence and inform medical authority of communes of residence;

- For F2 going on business trips in other administrative divisions or cases where F2 is not present at workplaces: inform via phone calls, messages and request self-quarantine in residence; request F2 to inform medical authority of communes of residence to cooperate in implementing epidemic management regulations;

2.3. Medical departments/Administrative organizations/Offices cooperate with Departments of Health, Disease Control Centers of provinces, and Health centers of districts in collecting specimen for workers with high risks at request of medical authority.

2.4. Deal with F2 when test results of F1 are available

- In case of negative test results, local medical authority shall assess risks and epidemiology factors to identify F2 who can end quarantine at home and monitor their health for the next 14 days as per the law, the entire workplace may continue with regular operation, comply with 5K principles and examine, supervise compliance with epidemic management at workplaces.

- If test results are positive, comply with Part IV of these Guidelines.

3. Solutions for F2 cases at workplaces

- Inform Directors of Steering Committee for epidemic management and COVID safety team of the workplaces.

- Cooperate with local medical authority to collect specimen for testing F2 (if requested)

- Instruct F2 to perform quarantine at home, residence and wait for test results of F1.

- Contact local medical authority for test results of F1:

+ If test results are negative, local medical authority shall assess the risks and identify F2 who are no longer required to perform quarantine at home and monitor health for the next 14 days as per the law and comply with 5K principles.

+ If test results are positive, comply with Part IV of these Guidelines.

IV. SOLUTIONS FOR COVID-19 CASES AT WORKPLACES

1. Detect F0 cases via periodic screening test at workplaces

- Implement epidemic management measures for cases of COVID-19.

- Inform and cooperate with local medical authority in implementing epidemic management measures.

- Heads of workplaces shall rely on feedback of local medical authority to issue decisions on temporarily isolating the entire workplaces or each storey/working quarter/department/position with F0 to serve traceability, quarantine, and specimen collection.

- Inform and request F0 to not move, make physical contact with surrounding individuals, wear face masks, and wait for instructions.

- Inform assigned forces to designate separate passages. Instruct suspected cases to move along designated passages to temporary quarantine rooms.

- Inform designated entities/individuals to localize and sanitize all areas related to infected cases according to guidelines of medical authority.

- Inform workers present at workplaces to do not move around; perform medical declaration and comply with 5K principles; do not cause confusion and anxiety among workers.

- Arrange separate areas for F1 cases (separate cases sharing the same working positions and facing risks of contact in F1) and F2 to prepare for collection of specimen for testing and medical quarantine as per the law.

- Immediately after sanitizing the workplace (according to guidelines under Annex 2), continue with normal operation from the following day.

2. Detect cases of F0 at workplaces via testing F1/F2 and suspected cases

Comply with Section 1, Part IV and deal with F1, F2 as shown under Part III hereof.

3. Detect F0 working in workplaces via screening test in community

3.1. In case F0 is present at workplaces:

Comply with Section 1, Part IV and deal with F1, F2 as shown under Part III hereof.

3.2. In case F0 is not present at workplaces:

Cooperate with relevant local medical authority to review F1 and F2 cases at workplaces to perform medical quarantine and comply with Part III hereof.

4. Detect COVID-19 cases by testing individuals going on business trips

4.1. In case results are positive before workers going on business trip

Comply with Section 1, Part IV hereof and deal with F1, F2 as shown under Part III hereof.

4.2. In case results are positive after workers returning from business trip

a) In case workers have not arrived at workplaces and are staying at home or residence:

- Inform and cooperate with local medical authority in resolving as per the law.

- Inform every member of the business convoys and local governments where the workers arrive at to determine F1 and F2 of the business trip destinations and comply with guidelines under Part III.

b) In case workers have arrived at workplaces:

Comply with Section 1, Part IV and deal with F1, F2 as shown under Part III hereof.

5. No longer discover new cases (all specimen of the workplace is negative)

5.1. In case workers are at workplaces

- Issue notice of removal of quarantine.

- Inform designated entities to localize and sanitize all areas related to F1 and F2.

- Review all workers at the workplace based on management lists to continue with monitoring, supervising, and regularly conducting screening test.

- Continue with regular operation, comply with 5K principles and epidemic management measures.

5.2. In case workers are at home or residence (they are not F0 or F1)

- Issue notice on removal of quarantine at workplaces.

- Continue to work at workplaces.

6. Cases where F0 are located in different units of a building:

- Comply with Sections 1, 2, 3, 4, and 5 of Part IV.

- Cooperate in implementing epidemic management measures as per the law.

7. Cases of receiving information on F0 who are workers outside working hours

- Submit reports to Directors of Steering Committees for epidemic management to suspend operation of the workplaces to sanitize, sterilize, trace F1 and F2, and wait for test results of local medical authority.

- Inform designated entities to sterilize the entire workplaces, especially working positions of infected cases.

- Trace and produce list of F1, F2, and send to local medical authority.

- Wait for test results of F1 and F2 provided by local medical authority before allowing the workplaces to operate again.

V. IMPLEMENTATION

Workplaces may adjust COVID-19 epidemic management measures depending on practical situations while complying with epidemic management regulations of local governments.

1. Develop COVID-19 epidemic management plans and measures for suspected cases at workplaces and organize drill.

2. Request service providers to sign commitments for proper implementation of COVID-19 epidemic management measures and inspect implementation.

3. Organize inspection and supervision of implementation of epidemic management affairs at workplaces.

4. Stringently cooperate with local medical authority in COVID-19 epidemic management affair.

“Guidelines on epidemic management measures for COVID-19 cases at workplaces” are attached above. On the basis of these Guidelines and practical development of the epidemic, governments of all levels and workplaces shall consider and decide to adopt appropriate epidemic management measures and guarantee operation of workplaces. These guidelines shall be updated and amended depending on practical situations in epidemic management affair.

Difficulties that arise during implementation should be reported to Ministry of Health (Health Environment Management Agency) for guidance./.

ANNEX 2:

GUIDELINES ON SANITATION AND WASTE MANAGEMENT

I. PERIODIC SANITATION

1. General principles

- Sanitize with (i) regular sanitation solutions such as available multi-function spray bottles or (ii) mixing domestic toilet cleaner solutions (containing approximately 5% sodium hypochlorite) with a ratio of 10 ml of cleaner solutions with 1 liter of water or (iii) mixed solutions containing 0.05% of active chlorine or (iv) 70% alcohol. Only mix sufficient solution for use within a day. Use 70% alcohol to clean surfaces of electronic appliances that can easily be corroded by chemicals or have small surface area. Quarantine period shall be at least 30 minutes after cleaning.

- Prioritize sanitizing by cleaning. Contaminated surfaces must be cleaned by soap and water before sanitizing. Clean from clean areas to dirty areas, from top to bottom, and from inside out.

- Use face masks, rubber gloves, protective clothing when cleaning and sanitizing.

2. Sanitation areas include

+ Working positions, working rooms, meeting rooms, cafeterias, common hygiene areas, and other common areas, etc.

+ Adjacent areas: Outer walls of working rooms, corridors, common passages, stairs, elevators, lobbies, etc.

+ Worker transportation (if any).

3. Clean the environment and sanitize workplace

- For floor/rooms, walls, chairs, tables, objects in the room, diners/cafeterias, and surfaces of contact: sanitize at least once per day.

- For positions with regular contact such as door knobs, stair handrails, hand guards, elevator buttons, power switch, computer keyboards, remote controls, shared phones, ATM buttons, and automatic vending machines: sanitize at least twice per day.

- In public areas such as ATM, automatic vending machines, and public water dispensers, place hand sanitizer liquid to allow workers and customers to clean their hands before use.

- For common hygiene areas: sanitize at least twice per work shift or per day.

- Improve ventilation or open doors and windows, use fans or other appropriate measures for specific rooms. Refrain from using air conditioners (if possible).

II. SANITATION FOR SUSPECTED CASESS, F0, F1, AND F2

- When F0 cases are present, sanitize the environment as per Official Dispatch No. 1560/BYT-MT dated March 25, 2020 and Annex 4 of Decision No. 3638/QD-BYT dated July 30, 2021 of Minister of Health.

- When suspected, F1, or F2 cases are present, sanitize as per guidelines under Part I hereof after quarantining suspected, F1, and F2 cases.

III. WASTE MANAGEMENT FOR SUSPECTED, F0, F1, AND F2 CASES

Conduct waste management for suspected, F0, F1, and F2 cases as per Decision NO. 3455/QD-BCDQG dated August 5, 2020 and Official Dispatch No. 1560/BYT-MT dated March 25, 2020.

ANNEX 4:

WORKS TO BE DONE FOR COVID-19 EPIDEMIC MANAGEMENT

Assign and designate areas for delivery and receipt of documents, stationery, commodities, etc. close to the doors; record information of deliverers, recipients, time of delivery, etc.

Regularly remind workers and visitors to comply with COVID-19 epidemic management measures during working period.

Install surveillance cameras in public spaces with risks of infection, QR code scanner areas for monitoring, supervising, and reminding.

 

14.

For workplaces with reception department and/or departments that work with customers, comply with 5K principles, wear face masks, maintain distancing, and install separation (if possible).

 

15.

Encourage reducing number of people working in workplaces, increase working and meeting online, working from home.

 

16.

Increase ventilation in worker transportation, working quarters, cafeterias, and meeting rooms; reduce physical contact by installing separation in cafeterias and providing separate meals.

 

17.

Prepare sufficient waste containers with cover; designate hand washing areas, bathroom, hand sanitizing liquid.

 

18.

Sanitize at workplace.

 

19.

Sign commitment for complying with regulations and guidelines on COVID-19 epidemic management.

Publicize, popularize, and provide guidelines on epidemic management.
