Pursuant to Official Telegram No. 1700/CD-BYT dated October 25, 2021 of the Ministry of Health on strengthening effective monitoring and control of the COVID-19 pandemic during the implementation of Resolution No. 128/NQ-CP dated October 11, 2021 of the Government;

Considering the proposal of the Department of Health in the Report No. 5191/TTr-SYT dated October 27, 2021 and to strengthen measures to prevent and control the COVID-19 pandemic in the current period in Da Nang city, the President of the People's Committee has the following directives:

1. Applying COVID-19 prevention and control measures to people on arrival in/return to Da Nang city from other localities

a) General requirements

- Before arrival in/return to Da Nang city, register on the national online system or online system of Da Nang city (Danang Smart City application:  access “Đăng ký vào thành phố Đà Nẵng” (Register entry to Da Nang city) or access the website https://khaibaoyte.danang.gov.vn, choose “Người dân khai báo, đăng ký vào thành phố Đà Nẵng” (Declare and register entry to Da Nang city).

- Strictly comply with the 5K rules (Mask - Disinfection - Distance - Not gather - Health declaration) and current regulations on pandemic prevention and control of the Ministry of Health and Da Nang city.

- Upon arrival at quarantine checkpoint of Da Nang city, if a person shows suspected symptoms of COVID-19 (fever, cough, sore throat, difficulty breathing, decrease in or loss of taste, smell,...)  he/she may take a test free of charge before entry into Da Nang city.

- Upon arrival at home/accommodation, he/she must immediately declare to the local authority and the health station of the commune or ward where he/she is staying.

b) For people on arrival in/return to Da Nang from localities where the pandemic level has been determined [1] at level 1, level 2

Self-monitor health and implement measures for COVID-19 prevention and control according to current regulations.

c) For people on arrival in/return to Da Nang from localities where the pandemic level has been determined at level 3

- Regarding testing:  Obtain a negative test result for SARS-CoV-2 within 72 hours before arrival in Da Nang city (using RT-PCR method or antigen rapid test).  In case the test result has not been obtained while he/she has a need to enter the city, he/she must voluntarily pay the fee for antigen rapid tests at the quarantine checkpoints.

- Self-monitor health at home/accommodation (under supervision of the community COVID-19 team and local health authority) for 14 days from the date of departure from the locality, taking tests for SARS-CoV- 2 on the 1st day, 7th day and 14th day; in which, taking RT-PCR test on the 14th day,.

d) For people on arrival in/return to from localities where the pandemic level has been determined at level 3 and lock down areas [2]

- Regarding testing:  Obtain a negative test result for SARS-CoV-2 within 72 hours before arrival in Da Nang city (using RT-PCR method or antigen rapid test).  In case the test result has not been obtained while he/she has a need to enter the city, he/she must voluntarily pay the fee for antigen rapid tests at the quarantine checkpoints.

- Regarding quarantine:

+ For people who have had enough doses of vaccine against COVID-19 or people who have recovered from COVID-19 disease[3]: Quarantine at home/accommodation[4] for full 7 days from the date of arrival in/return to the city.  Take tests 2 times on the 1st day and 7th day; in which, taking RT-PCR test on the 7th day.

+ For people who have not had enough doses of vaccine against COVID-19: Quarantine at home/accommodation for full 14 days from the date of arrival in/return to the city.  Take tests 3 times on the 1st day, 7th day and 14th day; in which, taking RT-PCR test on the 14th day.

+ In case the quarantine at home/accommodation does not meet the prevention and control of COVID-19 requirements, they must quarantine at centralized quarantine facilities or hotels at their expenses.

+ For elderly, people with underlying medical conditions, pregnant women, people under 18 years of age (children) subject to quarantine:  Quarantine at home/accommodation or at a health facility (if necessary) with accompanying caregiver(s) according to regulations.

- Costs of testing and quarantine: At citizens’ expenses; poor households, near-poor households and policy households may receive support under certain circumstances.

dd) For people on arrival in/return to Da Nang from provinces and cities with high number of COVID-19 cases such as Ho Chi Minh City, Binh Duong province, Dong Nai province, Long An province, etc.

- People from level-1 localities: Self-monitor their health and implement COVID-19 prevention and control  measures according to current regulations; take tests for SARS-CoV-2 on the 1st day and 7th day; in which, taking RT-PCR test on the 7th day.

- People from level-2 localities: Self-monitor health at home/accommodation (under supervision of the community COVID-19 team and local health authority) for 14 days from the date of departure from the locality, taking tests for SARS-CoV- 2 on the 1st day, 7th day and 14th day; in which, taking RT-PCR test on the 14th day.

- People from level-3 and level-4communes and wards: Follow the instructions at Point d, Section 1 of this Official Dispatch.

e) For working groups, drivers who transport goods, passengers, ... to/back to Da Nang from level-3, level-4 localities, lock down areas

- For a person on arrival in/return to Da Nang city and stay for less than 24 hours, he/she must meet the following requirements:

+ Obtain a negative test result for SARS-CoV-2 within 72 hours before arrival in/return to Da Nang city (using RT-PCR method or antigen rapid test).  In case the test result has not been obtained while he/she has a need to enter the city, he/she must voluntarily pay the fee for antigen rapid tests at the quarantine checkpoints.

+ He/she has had at least one dose of COVID-19 vaccine.

+ He/she has moved on a fixed route according to the work and transportation plan; do not stop, park in other pandemic-hit areas.

- For a person on arrival in/return to Da Nang city and stay for more than 24 hours:

+ People from level-3 communes and wards: Apply measures to prevent and control the COVID-19 pandemic as at Point c, Section 1 of this Official Dispatch.

+ People from level-4 communes and wards: Apply measures to prevent and control the COVID-19 pandemic as at Point d, Section 1 of this Official Dispatch.

- In case a person is subject to quarantine but he/she needs to leave Da Nang city before completion of such quarantine duration, he/she shall seek an approval from the Department of Health before arrival in/return to Da Nang city.

g) For people on arrival in/return to Da Nang city from localities the pandemic risk of which have not been determined as prescribed in Resolution No. 128/NQ-CP of the Government and Decision No. 4800/QD-BYT of the Minister of Health

Apply measures to prevent and control the COVID-19 pandemic as at Point d, Section 1 of this Official Dispatch.

2. Implementation

a) The People’s Committees of districts

- Strengthen the screening of all people returning from provinces and cities with a high number of cases (such as Ho Chi Minh City, Binh Duong province, Dong Nai province, Long An province...); actively monitor and test high-risk cases, especially those returning from the above areas and level-3 and level-4 areas; cases with suspected signs of COVID for early detection, quarantine, health monitoring and timely handling of COVID-19 outbreaks; promote the role of the grassroots political system, especially the community COVID-19 team in health supervision, testing and monitoring.

- Direct the issuance of decisions on application of centralized quarantine measures, quarantine at home/accommodation and confirmation of quarantine completion according to regulations.

- Coordinate with the Department of Information and Communications, the Department of Health, and further mobilize local forces, the community COVID-19 team to strengthen the management of people on arrival in/return to Da Nang city; supervise the implementation of self-monitoring of health, quarantine at home/accommodation; strictly handle cases of violations according to regulations.. If people do not meet the requirements for quarantine at home/accommodation, they shall be required to quarantine at centralized quarantine facilities or hotels at their expenses.

- Strengthen supervision and propagation so that people from localities with high number of cases actively implement strictly health monitoring and 5K rules, limit contact with people around, restrict leaving home.

b) Department of Health

- Direct the Center for Disease Control to update localities with high cases regularly and promptly to take measures to strengthen pandemic surveillance according to Point dd, Section 1 of this Official Dispatch.

- Actively develop scenarios, provide training to improve tracing capacity, ready to respond to situations of COVID-19 pandemic developments at each level in the locality without being passive; strengthen the healthcare capacity at all levels, especially the treatment capacity at the grassroots level for appropriate, timely and effective triage and treatment.

- Coordinate in inspecting and supervising the implementation of measures for surveillance, health monitoring, quarantine, testing to ensure the prevention and control of COVID-19 pandemic according to regulations.

c) Department of Information and Communications:

- Coordinate with People's Committees of districts, Departments of Health and related agencies to strengthen support and provide information about people on arrival in/return to Da Nang city from other localities for management and monitoring of health, surveillance, and application of appropriate medical interventions.

- Strengthen support for agencies, units and localities to manage people who quarantine at home/accommodation by application of information technology.

- Strengthen propagation so that people from localities with high number of cases actively implement strictly health monitoring and 5K rules, limit contact with people around, restrict leaving home.

d) Police of City

- Take charge and coordinate with the Department of Health, the Department of Information and Communications, the People's Committees of districts and related agencies to re-organize activities at checkpoints in an urgent manner (including human resources, facilities, equipment, facilities, processes, coordination regulations,...)  in accordance with the content of this Official Dispatch.

- Take charge and coordinate with relevant agencies in enhancing the operation of the Center for the management of people on vehicles entering and leaving the city.

- Coordinate with the People's Committees of districts to strengthen the review and detection of people from other localities, especially from provinces and cities with a high number of cases and level-3, level-4 areas on arrival in/return to Da Nang city to coordinate in applying appropriate pandemic prevention and control measures.

dd) Relevant departments, agencies, agencies and units:  Based on their functions and tasks, closely coordinate with Departments of Health, People's Committees of districts, City police and related agencies and units to implement the above regulations effectively; ensure the prevention and control of COVID-19 pandemic according to regulations.

This Official Dispatch supersedes Official Dispatch No. 7085/UBND-SYT dated October 19, 2021 of the People's Committee of Da Nang city on the implementation of a number of measures to prevent and control the COVID-19 pandemic for people on arrival in/return to Da Nang city from other localities.  Upon receipt of this Official Dispatch, request relevant agencies, units and localities to initiate the implementation; promptly report and propose to remove difficulties and problems in the implementation process; ensure the effectiveness of the prevention and control of COVID-19 pandemic in the area./.

[3] Having a confirmation of full doses of COVID-19 vaccine, the last dose has been completed 14 days after vaccination and not more than 12 months, or confirmation that they have recovered from COVID-19 (with a certificate of positive test for SARS-CoV-2 by RT-PCR or hospital discharge note).

[4] According to Decision No. 879/QD-BYT dated March 12, 2020 of the Ministry of Health on the issuance of "Guidelines for quarantine at home and accommodation to prevent COVID-19 pandemic" and the Guide attached to the Official Dispatch No. 156/BCD-SYT dated October 27, 2021 of the Steering Committee for COVID-19 Prevention and Control in Da Nang City.
