To: People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “provincial People’s Committees”)
According to reports from Civil Aviation Authority of Vietnam, there are a large number of outbound flight ticket holders wishing to travel by automobiles from their residences to international airports for overseas work, study, etc.. However, after provinces and central-affiliated cities (Hanoi, Ho Chi Minh City, etc.) implement the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 (Directive 16/CT-TTg), it becomes difficult for these persons to travel from their residences to international airports (as provinces and central-affiliated cities require people coming from infected areas to undergo centralized quarantine for 14 days, automobile drivers refuse to drive outbound flight ticket holders to international airports for their flights).
To enable outbound flight ticket holders to travel to international airports in localities quarantined according to Directive 16/CT-TTg for their flights and automobile drivers taking flight ticket holders to international airports to return to their departure points, the Ministry of Transport requests provincial People's Committees to:
1. Direct entry checkpoints in their provinces to enable outbound flight ticket holders to travel to international airports for their flights if they meet the requirements in Appendix 1 enclosed therewith and automobile drivers taking outbound flight ticket holders to international airports to return to their departure points if they meet the requirements in Appendix II enclosed therewith.
2. While traveling to international airports for their flights, outbound flight ticket holders shall properly comply with the following rules:
- When inspected by competent authority at checkpoints: present their passports (and unexpired visas); physical or electronic flight tickets containing ticket code, flight time, flight date and flight number; and an unexpired certificate of negative RT-PCR test result for SARS-CoV-2; make health declaration and strictly follow the 5K requirements of the Ministry of Health.
- Each person shall travel in one automobile and not share the ride with other people (unless they live together as a family or in one house and have tickets for the same flight).
3. When taking outbound flight ticket holders to international airports and traveling back to their departure points, automobile drivers shall properly comply with the following rules:
- During the trip to the international airport: the automobile shall carry only the driver and the ticket holder.
- During the trip back to the departure point: the automobile shall carry only the driver.
- When inspected by competent authority at checkpoints: present a photocopy of the flight ticket (or electronic flight ticket) of the passenger that contains ticket code, flight time, flight date and flight number; an unexpired certificate of negative RT-PCR test result for SARS-CoV-2; and an information confirmation form (specifying the ticket holder’s name, routes of departure and return trips and purpose of the ride) verified by the People’s Committee of the commune where the driver resides; make health declaration and strictly follow the 5K requirements of the Ministry of Health.
- Follow regulations on COVID-19 prevention and control of the Ministry of Health and the rule of “01 route, 02 destinations” (ex: the driver departs from province A; after taking the outbound flight ticket holder to international airport B for their flight, the driver immediately returns to the departure point in province A and follows the predetermined route without stopping on the way, unless it is for personal hygiene).
- Comply with COVID-19 prevention and control requirements of the steering committees for COVID-19 prevention and control of the localities where the departure point and destination are located.
