In order to strengthen management, tighten control of registration and grant of VAT refunds, General Department of Taxation and General Department of Customs shall perform the following tasks:
1. Closely inspect applications for VAT refunds to ensure eligibility and conformity with law; increase inspection before, during and after refund is granted; promote application of information technology to management of tax refunds; soon apply electronic invoices and big data of electronic invoices nationwide to prevent fictitious refund, use of fake invoices, etc. causing losses to state budget.
Promptly detect signs of violations of law and request investigation authorities to take serious actions against organizations and individuals that take advantage of policies on VAT refund to commit frauds, make false claims, circulate, use fake invoices, etc. in order to recover the loss to state budget.
2. General Department of Taxation and General Department of Customs shall closely and promptly cooperate with local authorities and competent authorities in preventing violations against regulations of law on VAT refund.
