On 4 January 2008, Decision 07/QD-TTg approving the Implementation Plan for the Master Plan of Administrative Procedures Simplification in the fields of state management for the period 2007-2010 (hereinafter called Project 30) was signed for issuance by the Prime Minister. This is a core mission of the Government from now till end of 2010, to ensure proper and effective implementation of Project 30 as stated in the approved Implementation Plan, the Prime Minister demands that:
1. Ministers, heads of ministerial level agencies and Chairmen of People’s Committees of provinces and cities under central management be responsible for organizing proper implementation of Project 30 in accordance with the Prime Minister’s Special Task Force (STF)’s guidelines and requirements; exercising strict punishment in a timely manner towards subordinate public servants and officers who act irresponsibly, cause delays or obstacles during the project implementation; actively cooperate with the STF to implement APR tasks in their respective agencies as required by the Government and Prime Minister.
2. The STF be responsible for monitoring, supervising and collecting the implementation progress by ministries and provinces and reporting cases of delays, irresponsibility, lack of cooperation with respect of compliance with STF requirements and guidelines and the Prime Minister’s instructions, to the Prime Minister for his handling; publishing on the STF website and the Government portal for ministries, ministerial level agencies and provinces and cities that act irresponsibly or uncooperatively, cause delays or obstacles in implementing STF requirements and guidelines as well as the Prime Minister’s directions.
3. Ministries, ministerial level agencies and People’s Committees of provinces and cities under central management (a list thereof enclosed) shall need to avoid repeating such delays as happened when they were asked to send their respective lists of TF members to the STF.
