To: Ministers, Heads of ministerial level agencies
On 17 September 2008, the Prime Minister’s Special Task Force (STF) delivered the General Overview and User Guidelines for Inventory to ministries and ministerial level agencies to facilitate the inventory, review and simplification of administrative procedures (APs) in accordance with the Prime Minister’s Decision No. 30/QĐ-TTg dated 10 Jan, 2007 and Decision No. 07/QĐ-TTg dated 04 Jan, 2008 (Official document 88/CCTTHC).
To ensure the proper performance of the contents and plan of inventory phase as stated in the above documents, STF hereby request Heads of ministerial Task Forces (TFs) and subordinate units of ministries/agencies to carry out the following tasks:
1. Inventory all APs within the relations between state administrative agencies and individuals, organizations which are being used at levels of ministry and related to business activities and people’s lives under respective management function of ministry in accordance with the guidance of Part 2, section II, point 2 (p.19) of the abovementioned documents.
The following APs shall not be inventoried:
- APs used for internal management within state administrative agencies;
- APs between state administrative agencies which do not relate to handling and settlement of administrative procedures towards citizens and organizations;
- APs which relate to State secrets and national security;
- APs which relate to Inspection;
- APs which relate to fining (or punishing) administrative violence (infringement)
2. Inventory of APs, forms, requirements or conditions for implementing administrative procedures, fees and charges where required by APs shall use Form 1 in accordance with STF guidance (attached herewith). Guidelines for completing Form 1 have been detailed together with illustration example so as to facilitate agencies’ inventory of APs.
3. Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Industry and Trade, Ministry of Finance, Ministry of Justice, Ministry of Planning and Investment, Ministry of Public Security shall need to prioritize the inventory of APs in the key areas as stipulated in point a, section 4, part II of the Government Action Plan for implementing the Resolution of the 5th Central Party Steering Committee in the 10th Tenure on strengthening administrative reform, improving state management effectiveness and efficiency of the state apparatus which is promulgated along with the Government Resolution 53/2007/NQ-CP dated 07 November 2007 before conducting the inventory of other areas/sectors.
4. Inventory period applicable for ministries and ministerial level agencies shall be from 1 November, 2008 to the end of 30 January, 2009. Inventory units shall send inventory results every 20 days to respective ministerial TFs for their quality control, synthesizing and inputting of Forms 1 into the central database and sending dossiers (in hard and soft copy) enclosed with lists of APs approved by ministers, heads of agencies to Central STF. Those dossiers shall be sent in 2 batches: Batch 1: by 31 Dec 2009; Batch 2: by 01 Feb 2009.
The Prime Minister’s STF request ministers, heads of ministerial level agencies should give appropriate attention to directing the implementation of inventories./.
