OFFICIAL LETTER
ON VAT REFUND FOR THE INTERNATIONAL SCHOOL OF HANOI
To: The International School of Hanoi (2C Van Phuc, Kim Ma, Hanoi)
Based on the Prime Minister’s opinions in the Government Office’s Official Letter No. 1112/VPCP-QHQT of March 10, 2004, on the exemption from value added tax for the whole project (construction supplies and equipment and teaching equipment for the new campus) of the International School of Hanoi, the Ministry of Finance hereby guides the procedures for exemption from VAT imposed on construction activities as well as local construction supplies and equipment, and teaching equipment bought for the new campus of the International School of Hanoi as follows:
1. The International School of Hanoi shall be refunded with VAT for VAT invoices on payment of construction expenses and invoices on the purchase of construction supplies and equipment and teaching equipment for the new campus, provided that such VAT invoices clearly state VAT amounts payable by the school.
2. The International School of Hanoi shall have to make a list of construction works, the quantities of construction supplies and equipment and teaching equipment for the new campus and send that list to its managing tax agency for monitoring and comparison when before VAT refund.
The VAT refund for the new campus of the United Nations International School of Hanoi shall be effected on an annual basis (or on a quarterly basis if the refundable input VAT amount for invested properties reaches VND 200 million or higher). The International School of Hanoi shall have to make complete tax refund dossiers according to Point 2, Section I, Part D of Circular No. 120/2003/TT-BTC of December 12, 2003, and send such dossiers to its managing tax agency for consideration and VAT refund.
3. Business establishments engaged in construction activities; supplying construction supplies and equipment and teaching equipment for the new campus of the International School of Hanoi must make and issue invoices according to regulations.
The Ministry of Finance makes this notification for the International School of Hanoi for implementation.
