To: The People’s Committees of centrally-governed cities/ provinces
Pursuant to the Official Dispatch No. 6474/BTC-TCT of the Ministry of Finance dated May 20, 2015 on stimulating application of information technology to tax administration activities with a view to meeting the demand for administrative reforms, the People’s Committees of cities/ provinces have paid their attention to, directed and assisted the Ministry of Finance to encourage application of information technology, especially electronic services provided to the public and social communities which comprise electronic tax payment service.
Till now, more than 90% of active enterprises nationwide have already applied for their participation in electronic tax payment procedure. However, the number of tax payment vouchers and amount of payment to the State budget in the electronic form remain at a low level.
With the intention of reaching stated objectives by the end of 2015 in which 90% of enterprises are expected to follow electronic tax payment procedures under the directions provided in the Government's Resolution No. 19/NQ-CP dated March 12, 2015, the Ministry of Finance requests that the People’s Committees of centrally-governed cities/ provinces continue to pay their attention to, direct and assist to encourage electronic tax payment as follows:
1. Direct the People’s Committees of districts, rural districts and specialized Departments and bodies in their territory to require enterprises under their jurisdiction to go through electronic tax payment procedures.
2. Direct, oversee and assist tax agencies and commercial banks within their territories to disseminate and collaborate with them in providing electronic tax payment service. Require that commercial banks only accept tax payments which are made in the electronic form.
3. Assign the Department of Information and Communications to act as the focal point charged with inspection and supervision of collaboration on provision of such electronic tax payment service between relevant entities and to deliver monthly reports to the People's Committees of cities/ provinces.
The Ministry of Finance herein expresses our sincere gratitude to and looks forward to receiving ongoing support and cooperation from the People’s Committees of centrally-governed cities/ provinces to succeed in providing such electronic tax payment service in particular and other activities regarding collection of payments to the state budget in the financial sector in general./.
