Commencing the implementation of the Prime Minister’s Decision No. 51/2011 / QD-TTg dated September 12, 2011 (Decision 51) on the list of devices and equipment required to have energy labels and application of the minimum energy efficiency, and the implementation roadmap; the Prime Minister’s Decision No. 78/2013 / QD-TTg dated December 25, 2013(Decision 78) defining the list of energy consumption vehicles, equipment for disposal and ban on construction of low-efficiency generation units; on the basis of the opinion of the Ministry of Science and Technology in Official Dispatch No. 4748 / BKHCN-CNN dated December 22, 2014, the General Department of Energy provides guidance as follow:
1. Since January 01, 2015, equipment of home appliance group, industrial equipment group and office equipment group must not be imported and manufactured if the energy efficiency of these pieces of equipment is lower than Minimum Energy Performance Standards (MEPS). The Ministry of Industry and Trade shall not grant the Certificate of energy labeling of equipment, vehicles registered with the energy efficiency lower than MEPS declared in Decision 78.
2. MEPS applied to TVs, air conditioners, computer monitors, printers, copiers shall apply the applicable Vietnam’s standards (TCVN) (details in the attached Appendix ).
3. To reduce the expense that organizations and individuals must pay for administrative procedures, Enterprises are entitled to use Decisions on energy labeling promulgated by the Ministry of Industry and Trade which have appropriate certification scope and are valid to work with the functional agencies for the procedures relating to the MEPS.
Above is the guidance of General Department of Energy, units are requested to implement procedures for certification and circulation of goods as prescribed. /.
