At the proposal of the Ministry of Construction (Official Dispatch No.572/BXD-KHTC dated April 21, 2011), opinions of the Ministries of: Finance (Official Dispatch No.6515/BTC-QLCS dated May 20, 2011), Planning and Investment (Official Dispatch No.3271/BKHDT-KCHTDT dated May 25, 2011), Natural Resources and Environment (Official Dispatch No.1808/BTNMT-KH May 25, 2011) and People's Committee of Hanoi city (Official Dispatch No.7522/UBND-XD dated September 07, 2011) on the policy to relocate headquarters and to implement the project to invest in construction of new head offices of the Ministry of Construction under the form of build - transfer contract (BT), the Prime Minister has the following opinions:

1. Agree the policy to relocate head office of the Ministry of Construction at 37 Le Dai Hanh, Hai Ba Trung District, Hanoi city and implement the investment project to build new headquarter of the Ministry of Construction in the area of West West Lake under the form of build - transfer contract (BT) in a synchronous and modern trend meeting the requirements of administrative reform;

People's Committee of Hanoi city coordinates with the Ministry of Construction to consider and determine the location and procedures for land under the current regulations for the Ministry of Construction to deploy early the investment Project to built working head office in accordance with the overall planning of Hanoi capital construction toward 2030 and a vision toward 2050 which has been approved by the Prime Minister.

2. The Ministry of Construction shall preside over and coordinate with the People's Committee of Hanoi city based on the staff planning approved by the competent authorities, standards and norms for use of office buildings to determine the scale of construction, demand for land use for the formulation, appraisal, approval and implementation of investment project to build new head office of the Ministry of Construction in accordance with provisions in Decree No.24/2011/ND-CP dated April 05, 2011 and Decree No.108/2009/ND-CP dated November 27, 2009 of the Government.

3. Ministry of Construction shall preside over and coordinate with the Ministry of Finance, the People's Committee of Hanoi city to review, make plans for rearrangement, handling of houses and land owned by the State of the Ministry being managed in the areas of Hanoi city, in which proposes the handling of housing, land facilities no longer used to make investment capital to build new headquarter under current regulations, including the facility of house and land at No.37 Le Dai Hanh, Hai Ba Trung, Hanoi./.
