1. To support the quality control of Form 1 and the inputting database into the e- Guillotine software, the Prime Minister’s Administrative Procedure Reform Special Task Force (hereinafter referred to as STF) has issued the following documents:
- User Guidelines for Inventory of Administrative Procedures (version 5.6)
- General overview of Project 30 and User Guidelines for Inventory of Administrative Procedure (version 5.6)
- User Guidelines for Administrative Procedure e-Guillotine software
The above documents have been uploaded into the STF’s website (http://thutuchanhchinh.vn/tai-van-ban). It is required that task forces of ministries and ministerial level agencies (hereinafter referred as ministerial task forces) and task forces of provinces and cities under central management (hereinafter referred to as provincial
Task Forces) access to the website, download and study the documents to ensure smooth implementation; and issue documents requiring inventory units to access to the above website to download the documents to study.
1. The e-Guillotine software has been finalized by the STF in coordination with experts. The STF requests all ministerial and provincial Task Forces to start inputting legal document (LD) dossiers and administrative procedure (AP) dossiers into the software from February 15 and March 1, 2009 respectively.
2. To ensure sufficient, precise and convenient uploading of APs, forms, requirements and conditions for implementing APs, fees (if any), the STF requires:
- Ministerial task forces to complete inputting all LD dossiers within their respective ministries’ scope of state management that regulate APs, forms, requirements and conditions for implementing APs, and fees (if any) (including documents issued by the National Assembly, Standing Committee of the National
Assembly, the Government, the Prime Minister, the Ministry and its subsidiary units). The creating of such dossiers shall be completed fully, with quality and within the given deadline before AP dossiers inputted.
- Provincial TFs to input LD dossiers regulating APs, forms, requirements and conditions for implementing APs, and fees (if any) issued by their respective provincial agencies before AP dossiers inputted.
