The Ministry of Natural Resources and Environment promulgated the Document No. 2098 / BTNMT-IDU dated May 27, 2015 replying the General Department of Customs’ Document No. 3711 / 04.23.2015 GDC-GSQL on scrap import, which provides the guidance on the management of scrap import and National technical regulation on environment for imported scrap.
To further remove obstacles for enterprises importing scrap from abroad used as production material, the Ministry of Natural Resources and Environment provides interim guidance on scrap descriptions, quality requirements and uses of imported used as materials for production in the Appendix enclosed with this Document, applicable to scrap in the list of scrap permitted to be imported without national technical regulation on the environment.
The Ministry of Natural Resources and Environment requests the Ministry of Finance to direct the General Department of Customs in guiding the customs authorities on applying this interim guidance in following procedures for inspection, customs clearance of imported scrap used as production material until the national technical regulation on environment for scrap mentioned above is issued. Enterprises importing scrap must make security deposit of crap as stipulated in the Government’s Decree No. 38/2015/ND-CP dated April 24, 2015 providing for management of waste and scrap ./.
