To: Chairmen of People’s Committees of provinces and cities under direct central management
Pursuant to the Prime Minister’s instructions in the Official Document No. 1223/VPCP- TCCV dated February 26, 2009, the Prime Minister’s Administrative Procedure Reform Special Task Force required the Chairmen of People’s Committees of provinces and cities under direct central management to focus on giving instructions to the Project 30 Task Forces of respective provinces/cities (hereinafter referred to as Task Forces) in developing list of administrative procedures (APs) at district and commune level following the below steps:
1. Based on the results of comparing APs at district and commune level with the list of APs compiled from pilot inventory units at district and commune level as requirements in Official Document 131/CCTTHC dated November 27, 2008, the Task Forces shall add missing APs (including Forms 1) into the list of APs and specify the ones that can only be implemented in districts, rural districts, and towns (for the common sets of administrative procedures at district level), and those that can only be used in communes, wards, and townlets (for the list of APs at commune level).
2. Based on legal documents by competent governmental agencies, the Task Forces shall conduct review and comparison to eliminate those APs out of the units’ authorities or expired, and make amendments to Forms 1 of which the contents are contradictory to or excluded from the governmental agencies’ authorities.
3. After compiling the full list of administrative procedures implemented at district and commune level across the province (including both APs lists and Forms 1), the Task Forces shall send for comments from relevant sectors and departments on the APs lists and Forms 1 of the APs in the list.
4. Based on the comments received from sectors and departments, the Task Forces shall check, review, and compare to continue eliminating those APs out of the units’ authorities or expired, and make amendments to Forms 1 of which the contents are contradictory to or excluded from the governmental agencies’ authorities.
5. After finalization, the Task Force shall follow the procedures to submit the list of APs to the Provincial People’s Committees for issuance and publish (including both APs lists and Forms 1) that are implemented at district and commune level across the province.
6. The Task Forces shall be responsible for inputting all Forms 1 of the list of APs issued by the Provincial People’s Committee into the e-Guillotine software and submit all Forms 1 attached with related documents to the Special Task Force by June 30, 2009.
Chairmen of People’s Committees of provinces and cities under direct central management are required to engage in the direction the development of the list of APs at district and commune level being implemented at district and commune level units as instructed by the Special Task Force./.
