To: Traders engaged in temporary import for re-export
On September 07, 2012, the Prime Minister signs the Directive No. 23/CT-TTg on the enhancement of State management of the temporary import for re-export, transiting, and bonded warehouses. In particular:
- From September 07, 2012, lead batteries, circuit boards, waste plastic; cooling devices using C.F.C, chemicals being precursor substances banned from export and import according to the International Conventions to which Vietnam is a signatory are in the list of goods banned from temporary import for re-export and transit.
- From September 30, 2012, used consumables, frozen food being organs and by-products of livestock and poultry are suspended from temporary import for re-export.
- The temporary import for re-export of other frozen food (meat of livestock, poultry, and aquatic products) must comply with the licenses issued by the Ministry of Industry and Trade.
For the furtherance of the Prime Minister’s Directive, the traders must:
1. Suspend the temporary import for re-export used consumables (even ones licensed by the Ministry of Industry and Trade), used consumables, frozen food being organs and by-products of livestock and poultry (by-products include heads, limbs, wings…) from September 30, 2012.
2. Only temporary import for re-export the following commodities after being guided by the Ministry of Industry and Trade from September 30, 2012:
- Frozen food not in the list of goods suspended from temporary import for re-export.
- Goods banned from export and import that is not in the list of goods suspended from temporary import for re-export, even ones licensed by the Ministry of Industry and Trade.
- Goods subject to special excise duty (wine, beer, cigarettes, cigars).
