After considering the recommendations of the Immigration Department (the ID), the Vietnam Airlines Corporation (VAC), the North Airport Authority (NAA) of the administrative procedures for passengers on entry and exit, cargos of import and export and enterprises trading this area, the opinion of the Ministry of Transport (Official Dispatch No.7898/BGTVT-HK dated 13/12/2005), the opinion of the Ministry of Public Security (Official Dispatch No.69/BCA (A11) dated 16/01/2006), the opinion of the Ministry of Finance (Official Dispatch No.566/BTC-TCHQ dated 13/01/2006), the opinion of the Ministry of Foreign Affairs (Official Dispatch No.315/BNG-LT dated 06/02/2006), the opinion of the Government Office (Official Dispatch No.1944/VPCP-CCHC on 12/04/2006), the Prime Minister has the following opinions:
1. On the taxation for aircraft spare parts being used and sent for repair abroad and then re-import back to Vietnam and the problems of application of codes for aircraft spare parts, parts to calculate tax, the Ministry of Finance works directly with the Vietnam Airlines Corporation to remove obstacles and reports the results of handling to the Government Office before 30/5/2006 for reporting to the Prime Minister.
2. On the including of service price to international passengers into airfare, the Ministry of Transport considers to issue immediately regulations on this issue in the second quarter of 2006.
3. On the management of passengers who are not allowed to enter, the Ministry of Public Security and Ministry of Transport work together to clearly define the responsibilities of each agency in this matter and propose the solutions and report the handling results to the Government Office before 30/5/2006 for reporting to the Prime Minister.
4. On coordination in handling passengers causing troubles on the flights, the Ministry of Public Security and Ministry of Transport coordinate to guide specifically this problem in the second quarter of 2006.
5. On the operation of motor vehicles in the parking place of aircrafts and security stamps for all barrels of cargos, the Ministry of Transport issues guidance documents in the second quarter of 2006.
6. On working time of airport customs offices, the Ministry of Finance directs the General Department of Customs to arrange officials at the airports to work following the flight schedule (including holidays, Sunday, 24/24 hours).
7. On the promulgation of the regulations on the process of delivery - receipt of diplomatic mail bags, the Ministry of Foreign Affairs monitors and urges the Protocol Department to finalize the draft Circular of guidelines and issue not later than the second quarter of 2006.
8. On working premises of the customs and police at the airports, the Ministry of Transport directs the Airport Authorities (North, Central, and South) to arrange additionally the work areas at the airports for Customs officers and police officers to speed up customs clearance of cargos, also entry, and exit of passengers.
Except for the cases that time limit recorded clearly above, the sectors report the results of handling to the Government Office before 30/07/2006 for synthesizing and reporting to the Prime Minister./.
