ON INITIATION OF AFFIXING ETC TAGS ON MOTOR VEHICLES FOR USING ETC SYSTEM

THE PRIME MINISTER hereby telegraphs:

Recently, the Ministry of Transport and the People's Committees of provinces and central-affiliated cities have executed the electronic toll collection (ETC) system at toll booths nationwide in accordance with the Prime Minister's Decision No. 19/2020/QD-TTg dated June 17, 2020 in order to ensure interconnection, synchronization and convenience for people and vehicles participating in traffic.  However, according to a report of the Ministry of Transport, up to now, the number of vehicles affixed with ETC tags to use ETC system is still low (reaching about 50% of vehicles nationwide), which has not promoted the effectiveness of the ETC system.

In order to promote the ETC system effectively and contribute to reducing traffic congestion and transparency in toll collection, moving towards eliminating the form of manual toll collection, the Prime Minister requests:

1. Ministers, heads of ministerial-level agencies, heads of Governmental agencies, Presidents of People's Committees of provinces and central-affiliated cities; request the heads of agencies and organizations of socio-political unions at the central and local levels to affix the ETC tags on all motor vehicles under their management (including affiliates) to use ETC services when participating in traffic through toll booths; mobilize officials, civil servants, employees of agencies, units and localities to model the affixation of ETC tags on their personal cars to use the ETC system, not to use the form of manual fee collection from June 1, 2022.

2. The Ministry of Transport

- Direct the toll service provider to organize well the affixation of ETC tags on vehicles, making it fast and convenient (publish the phone number and contact address to facilitate the affixation); have solutions in place to deal with technical errors of the ETC tolling system (if happened), and also clarify the causes and liability incurred by individuals and units if the technical error causes troubles for people and vehicles participating in traffic.

- Urgently implement the Prime Minister's direction on piloting the application of ETC solely to certain expressways in each region (document No. 8544/VPCP-CN dated November 22, 2021 of the Government Office).

3. The Ministry of Information and Communications, the Ministry of Transport and the People's Committees of provinces and central-affiliated cities and press agencies promote the propagation work to create consensus for people and businesses to use ETC services in accordance with regulations with a vision to eliminate the form of manual fee collection.

4.  The Ministry of Transport shall monitor and urge organizations and individuals in implementing the Prime Minister's direction in the Document No. 8544/VPCP-CN dated November 22, 2021 of the Government Office and this Official Telegram, report to the Prime Minister on the problems arising in the implementation process to take timely measures to handle them./.
