ON ORDER AND SECURITY ASSURANCE

Over the past few days, the people of Vietnam have been by protesting against the China’s illegal placement of oilrig HD-981 in Vietnam’s territorial sea as a way of expressing their justifiable patriotism. However, in some localities, there are groups of extremists that deliberately act against the law, vandalize factories, including those of foreign investors, and attack law enforcers, thus disrupt the order and security, affect the production, business, and everyday life of the people, affect the investment environment and prudent diplomatic policies of the government. This situation is considered very serious. The Prime Minister hereby requests the Ministry of Public Security, other Ministries, central agencies, and heads of provinces nationwide, within the area of their competence, to perform the following tasks:

1. Promptly take measures to prevent and punish acts of incitement of violence, vandalism, and violations of law. Ensure social order and security; protect the life and property of the people and businesses.  Ensure the day-to-day operation of businesses, especially those of foreign investors.

2. Encourage the people to not commit violations against the law and not follow lawbreakers; work together to protect the order and security, develop production and business, improve living standards, and together with other parts of the country protect the sovereignty of Vietnam in accordance with Vietnam’s Law and international laws.

3. Immediately take appropriate measures for helping, supporting businesses in resuming their business operation.

4. Inform diplomatic agencies and foreign investors of the prudent policies of Vietnamese government. Vietnamese government will take all measures necessary for ensuring the convenience and absolute safety for everyone, every business, and every foreign agency in Vietnam in accordance with law and international agreements to which Vietnam is a signatory.

The Prime Minister hereby requests the Ministry of Public Security, other Ministries, central agencies, and heads of provinces to perform the aforesaid tasks. Reports must be regularly sent to the Prime Minister./.
