DECISION
OVERALL PLAN FOR IMPLEMENTATION OF THE PROGRAM FOR IMPROVING QUALITY OF HEALTH PROTECTION AND CARE FOR REVOLUTIONARY CONTRIBUTORS, THE ELDERLY, CHILDREN, THE DISABLED AND PEOPLE REQUIRING SOCIAL ASSISTANCE IN THE PERIOD OF 2021-2030
THE MINISTER OF LABOR; WAR INVALIDS AND SOCIAL AFFAIRS OF VIETNAM
Pursuant to Government's Decree No. 62/2022/ND-CP dated September 12, 2022 on functions, duties, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs of Vietnam;
Pursuant to Decision No. 1942/QD-TTg dated November 18, 2021 of the Prime Minister on approval for the Program for improving quality of health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance in the period of 2021-2030;
At the request of Director of Department of Social Assistance;
HEREBY DECIDES:
Article 1. The Overall Plan for implementation of the Program for improving quality of health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance in the period of 2021-2030 is promulgated together with this Decision.

Article 3. Ministries, ministerial-level agencies, Governmental agencies, the People's Committees of provinces and central-affiliated cities (hereinafter referred to as “the People's Committees of provinces”) and relevant agencies, organizations and individuals shall be responsible for the implementation of this Decision.

OVERALL PLAN
IMPLEMENTATION OF THE PROGRAM FOR IMPROVING QUALITY OF HEALTH PROTECTION AND CARE FOR REVOLUTIONARY CONTRIBUTORS, THE ELDERLY, CHILDREN, THE DISABLED AND PEOPLE REQUIRING SOCIAL ASSISTANCE IN THE PERIOD OF 2021-2030
(Issued together with Decision No. 289/QD-LDTBXH dated March 16, 2021 of the Minister of Labor; War Invalids and Social Affairs of Vietnam)
Decision No. 1942/QD-TTg dated November 18, 2021 of the Prime Minister on approval for the Program for improving quality of health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance in the period of 2021-2030 (hereinafter referred to as “the Program”) has set forward the following objectives:
Consolidating, reforming and improving organizational apparatus and operation mechanism of labor-social health care facilities in order to conform to Vietnam’s socio-economic conditions; improving the quality of human resources and service provision of labor-social health care facilities in order to ensure that beneficiaries can quickly and promptly access appropriate medical services towards comprehensiveness, continuity and effectiveness; integrating health promotion, disease prevention, medical care, orthopedics and rehabilitation with social assistance, thereby improving of the quality of life for beneficiaries and contributing to assurance about social security, job creation and sustainable development.

I. OBJECTIVES AND REQUIREMENTS
1. The Plan for implementation of the Program shall be promulgated by adhering to objectives and viewpoints stated in Decision No. 1942/QD-TTg dated November 18, 2021 of the Prime Minister in order to improve the quality of health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance.
2. The Plan aims to concretize tasks and solutions stated in the Program with practical tasks and solutions in association with plans for implementation by the Ministry of Labor; War Invalids and Social Affairs and relevant ministries and central authorities according to specific roadmap to resolve difficulties, thereby achieving objectives of the Program. The Plan serves as the basis for ministries, central authorities and the People’s Committees of provinces to develop their programs or action plans according to their assigned tasks and functions and organize exhaustive, synchronous and effective implementation, thereby achieving objectives under the Program.
3. Promote the active role and synchronous cooperation among relevant agencies, units and organizations according to clear assignment and division of responsibilities; complete institutions, amend mechanisms and policies; mobilize and allocate resources to perform tasks, thereby achieving objectives under the Program.
4. Specific targets
By 2025, at least 70% of Hospitals and Centers for Orthopedics and Rehabilitation under the Labor - War Invalids and Social Affairs sector will be capable of medical examination and treatment covered by health insurance, and implementation of 100% of the list of orthopedics and rehabilitation techniques and at least 70% of the list of technical services of specialized healthcare establishments at provincial level; at least 70% of sanatoriums for revolutionary contributors, social assistance establishments and drug rehabilitation establishments will be capable of providing primary healthcare and rehabilitation for beneficiaries; at least 10% of sanatoriums for revolutionary contributors, social assistance establishments and drug rehabilitation establishments will be capable of performing at least 80% of professional and technical activities of commune-level health stations; 80% of beneficiaries under labor-social health care facilities will have electronic medical records; gradually invest in and upgrade labor - social health care facilities according to the planning of the Health and the Labor - War Invalids and Social Affairs sectors.
By 2030, all Hospitals and Centers for Orthopedics and Rehabilitation under the Labor - War Invalids and Social Affairs sector will be capable of medical examination and treatment covered by health insurance, and implementation of 100% of the list of orthopedics and rehabilitation techniques and at least 80% of the list of technical services of specialized healthcare establishments at provincial level; all sanatoriums for revolutionary contributors, social assistance establishments and drug rehabilitation establishments will be capable of providing primary healthcare and rehabilitation for beneficiaries; at least 30% of sanatoriums for revolutionary contributors, social assistance establishments and drug rehabilitation establishments will be capable of performing at least 80% of professional and technical activities of commune-level health stations; all beneficiaries under labor-social health care facilities will have electronic medical records; gradually invest in and upgrade labor - social health care facilities according to the planning of the Health and the Labor - War Invalids and Social Affairs sectors.
II. ĐỐI TƯỢNG, PHẠM VI
1. Implementing entities and scope: Hospitals and Centers for Orthopedics and Rehabilitation; sanatoriums for revolutionary contributors; social assistance establishments and drug rehabilitation establishments managed by the Labor - War Invalids and Social Affairs sector (hereinafter referred to as “labor-social health care facilities”).

III. MAIN TASKS AND SOLUTIONS
In order to achieve aforementioned objectives and targets, the Ministry of Labor - War Invalids and Social Affairs will cooperate with relevant ministries, central authorities and the People’s Committees of provinces in directing implementation of the following main tasks and solutions:
1. Development of acute and full awareness of the nature, position, role and importance of health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance in people’s health care.
a) Immediately implement this Overall Plan in order to make change in mindset, increase the level of thinking and strengthen resolution of all levels and sectors related to health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance in people’s health care in new period.
b) Ministries, central and local authorities shall cooperate with news and press agencies in strengthening communications and raising awareness of health care for the beneficiaries in accordance with regulations of Point 7, Section IV, Article 1 of Decision No. 1942/QD-TTg and the Overall Plan to implement the Decision with an appropriate scale. Develop contents and methods of disseminating information in conformity with each beneficiary, thereby ensuring practicality and effectiveness with diverse forms.
c) Disseminate information and encourage arousing the movement towards participation in health protection and care for revolutionary contributors, the elderly, children, the disabled and people requiring social assistance; promptly reward and honor outstanding individuals, and develop effective models in the provinces and cities.
2. Consolidation and development of labor-social health care facilities.
a) Consolidate and develop labor-social health care facilities, thereby ensuring the harmony with the overall planning of medical facility network;
Classify labor-social health care facilities according to hospital classification and commune health criteria in order to have an appropriate mechanism for investment and operation.

c) Review, arrange and appoint adequate doctors, and orthopedics and rehabilitation technicians to labor-social health care facilities with job positions and workloads satisfying demands of the facilities and actual conditions in the provinces and cities, the facilities, thereby ensuring monitoring, primary health care, medical examination, treatment, orthopedics and rehabilitation for the beneficiaries.
d) Assign tasks to hospitals and centers for rehabilitation managed by the Ministry of Labor, War Invalids and Social Affairs to be responsible for providing professional and technical support for labor-social health care facilities in the provinces and cities.
3. Renovation, completion of functions and tasks, and improvement of the effectiveness of operations by labor-social health care facilities
a) Provide primary health care for the beneficiaries and employees who suffer from occupational diseases and accidents; provide health management, monitoring and counseling, palliative care, rehabilitation, prevention and control of communicable and non-communicable diseases, management of chronic diseases for the beneficiaries and employees who suffer from occupational diseases and accidents; provide medical examination and treatment according to their functions and tasks, connect and transfer patients to higher-level medical facilities.
b) Develop and implement a mechanism for cooperation between labor-social health care facilities and medical facilities under the Health sector in the same province.
c) Computerize operations by labor- social health care facilities and manage health monitoring records for the beneficiaries; synchronize and connect information between labor-social health care facilities and district and central health care stations of the Health sector to monitor and manage the health of the beneficiaries; apply information technology to training and remote medical examination and treatment; develop and implement electronic medical records; build software and applications on phones to communicate and connect the beneficiaries with labor-social health care facilities to share information, early detect non-communicable diseases and mental health, support health examination and provide health warnings for the beneficiaries.
d) Participate in communication activities to raise awareness, and mobilize social policy beneficiaries managed by the Labor – War Invalids and Social Affairs sector to participate in health insurance.
4. Improvement of the quality of human resources for labor-social health care facilities
a) Develop and complete training programs and contents

b) Provide training and refresher training for officials, nurses, medical staff, orthopedics and rehabilitation technicians to increase their capacity.
- Provide training in in-depth skills in terms of medicine, nursing, orthopedics and rehabilitation for officials and employees working at labor-social health care facilities (1.000 people/year on average).
- Provide training in skills in terms of screening and early detection for employees who suffer occupational diseases; provide training and refresher training for officials who operate the database system on medicine, nursing, orthopedics and rehabilitation.
c) Provide training in skills and methods of care, nursing and rehabilitation for medical staff, officials, orthopedics and rehabilitation technicians; produce training videos on care and rehabilitation skills to provide them for the beneficiaries at home.
d) Carry out periodic training and refresher training; organize learning and exchange of experience; provide training in medicine, nursing, orthopedics and rehabilitation for tenure-eligible faculty members in provinces and cities.
dd) Cooperate with universities of medicine, orthopedics and rehabilitation in training doctors and providing advanced training for medical staff, officials and employees of labor-social health care.
e) Review and propose completion of policies for public employees and employees working in labor-social health care facilities, thereby ensuring the performance of duties in terms of nursing, orthopedics and rehabilitation and other duties.
5. Renovation of mechanism for service provision by labor-social health care facilities
a) Adopt solutions and roadmaps to improve the quality of medical examination and treatment covered by health insurance for the beneficiaries; mobilize resources to provide assistance with medical examination and treatment for revolutionary contributors, the elderly, the disabled, people with mental health problems, children, the poor, people who suffer from occupational accidents and diseases, and low-income people.

c) Produce and provide the basic package of orthopedics and rehabilitation services for war invalids, diseased soldiers, people who suffer from occupational accidents and diseases, and the disabled in accordance with law, thereby meeting the demands for health care of the beneficiaries.
6. Assistance in upgrading and improving facilities in labor-social health care facilities
a) Regarding hospitals and centers for orthopedics and rehabilitation covered by healthcare budget and managed by the Ministry of Labor – War Invalids and Social Affairs
The central budget covers expenses for upgradation and improvement of facilities and equipment for labor-social health care facilities according to the planning by the Health sector and within the planning for the development of social assistance establishments approved by competent authorities, in which the priority is given to investment in degraded hospitals and centers for orthopedics that are not capable of providing medical examination, treatment, orthopedics and rehabilitation for the beneficiaries.
b) Regarding the remaining labor-social health care facilities, from now to 2030, the central budget and local budgets will cover expenses for renovation and upgradation of labor-social health care facilities in areas with extremely difficult socio-economic conditions, border zones and safety zones; coastal sand dunes and coastal areas; difficult areas according to regulations of the Prime Minister.
c) Annually, make at least 2 models of comprehensive orthopedics and rehabilitation, and medical examination and treatment at labor-social health care facilities; provide guidance on criteria and conditions of the models for provinces and cities to select facilities for model development.
The models of comprehensive orthopedics and rehabilitation and medical examination and treatment are involved in activities including psycho-physical therapy, therapeutic activities, speech therapy and orthopedics, assistive devices, and social works for the beneficiaries in combination with other activities related to rehabilitation, medical examination and treatment, and proper medical treatment at the facilities.
Establish standards and make procedures for providing services of nursing, orthopedics, rehabilitation and appropriate therapy at labor-social health care facilities. Research and develop screening tools for early detection of people who suffer from occupational diseases, the disabled and drug addicts; provide guidance for local authorities on use of the screening tools for early diagnosis, detection and intervention and application of the non-drug therapy;
V. FUNDING FOR IMPLEMENTATION

1. State budget included in estimates for recurrent expenditures and annual medium-term public investment plans made by ministries, central agencies, relevant associations, mass organizations and local authorities; national target programs, programs, projects, ODA capital, other related schemes; Fund for development of administrative operations and other lawful revenues of labor-social health care facilities in accordance with law on state budget and law on public investment.
2. Legal contribution and support by domestic and foreign enterprises, organizations and individuals.
3. Ministries, agencies and local authorities shall make annual budget estimates for the implementation of the Program and manage and use the funding in accordance with the law on state budget.
V. IMPLEMENTATION
Ministries, central authorities, relevant agencies and the People's Committees of provinces, according to their assigned functions and tasks, shall effectively and actually implement tasks and solutions assigned by the Prime Minister in Decision No. 1942/QD-TTg dated November 18, 2021. To be specific:
1. The Ministry of Labor; War Invalids and Social Affairs assigns Department of Social Assistance to:
a) Preside over and cooperate with relevant agencies in formulating component projects and programs to implement the Program; act as the focal point for coordinating the Program’s activities.
b) Promote communications to raise awareness; cooperate with relevant ministries and agencies in providing training for officials and staff engaged in labor-social medicine works to increase their capacity; develop mechanisms, policies and legal documents to manage labor-social health care facilities.
c) Develop a plan to mobilize and use ODA capital and other resources to invest in constructing, upgradating and improving facilities, providing equipment and training human resources for labor-social health care facilities.

dd) Preside over and cooperate with units under the Ministry of Health in providing guidance, inspecting and supervising the implementation of the Program; annually summarize and report to the Prime Minister on implementation results.
2. Ministry of Health:
a) Provide assistance in training medical staff, orthopedics and rehabilitation technicians and guidance on enforcement of regulations on licenses for medical examination and treatment, the List of medical examination and treatment techniques and practicing certificates of medical examination and treatment for labor-social health care facilities.
b) Study and complete regulations on referrals for medical examination and treatment covered by health insurance, thereby ensuring that labor-social health care facilities receive medical examination and treatment covered by health insurance so that revolutionary contributors, people who suffer from occupational accidents and diseases, the elderly, children, the disabled and people requiring special care fully receive health insurance benefits according to the contents of the Program.
c) Cooperate in development of programs and documents on professional training in terms of medicine, nursing, orthopedics and rehabilitation for labor-social health staff.
3. The Ministry of Finance and the Ministry of Planning and Investment submit to competent authorities for allocation of funding included in annual recurrent expenditure estimates and medium-term public investment plans made by ministries, agencies and local authorities in accordance with law on state budget and law on public investment.
4. Vietnam Social Security:
a) Preside over and cooperate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health and local authorities in promoting dissemination of information and encouragement to employees to participate in health insurance.
b) Review and accelerate reform of administrative procedures; make amendments within its competence or submit to competent authorities for amendments to regulations in order to expand health insurance coverage and ensure legal rights for employees who suffer from occupational accidents and diseases and disadvantaged people who participate in health insurance.

6. The People's Committees of provinces shall direct Departments of Labor, War Invalids and Social Affairs to cooperate with relevant units in:
a) Developing programs and plans for implementation according to regulations.
b) Ensuring human resources and financial resources for operations; formulating and promulgating mechanisms, policies and regimes to attract doctors to labor-social health care facilities in the provinces and cities.
c) Organizing inspection and assessment of implementation progress of the Program in the provinces and cities, annually reporting to the Ministry of Labor, War Invalids and Social Affairs to review and report to the Prime Minister on implementation results of the Program and propose measures for removal of difficulties and problems.
7. Request the Central Committee of the Vietnam Fatherland Front, member organizations and relevant organizations, within their functions and tasks, to implement the Program./.
