RESOLUTION

REGULAR MEETING OF THE GOVERNMENT – FEBRUARY 2022

THE GOVERNMENT

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to some articles of the Law on Government Organization and Law on Local Government Organization dated November 22, 2019;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 on working regulation of the Government;

According to the discussion of the Government members, the opinions of the delegates and the conclusion of the Prime Minister at the regular meeting of the Government – February 2022 that is held on March 3, 2022,

HEREBY RESOLVES:

1. Socio-economic situation in February and the first two months of 2022; implementation of Resolution No. 01/ NQ-CP of the Government and program for socio-economic recovery and development

Assessment of the Government: In February, the world situation had a lot of complicated and unpredictable change In Vietnam, the COVID-19 continues to spread with increasing quantity of cases of COVID-19 infection rapidly in many local areas. In this situation, under the continuous and prompt leadership of Communist Party, the supervision and connivance of the National Assembly and the National Assembly Standing Committee; the strict and comprehensive resolution of the whole political system, the agreement and support of people and enterprises; the Government and the Prime Minister have continued to strictly, uniformly direct, administer and synchronously perform many tasks and measures for COVID-19 prevention and control, organization of the Lunar New Year for the people that ensure safety, gratitude, joy, health, thrift. As soon as Tet holiday ends, the central authorities, local authorities, organizations and individuals have actively and strictly performed tasks and handled works from the first working day as requested by the Prime Minister in Directive No. 01/CT-TTg dated February 8, 2022.

The socio-economic situation in February and the first two months of the year had positive changes with many highlights. The COVID-19 was basically controlled in the whole country. The local authorities effectively implemented the COVID-19 Vaccination Campaign of Spring 2022. Up to now, the percentage of people aged 18 and over who have received 2 doses of Covid-19 vaccine is 98,4%; 3 doses of Covid-19 vaccine is 37,4%. The percentage of children aged from 12 to 17 who have received 2 doses of Covid-19 vaccine is 93,5%. As a result, although the quantity of F0 cases rapidly increases, the rate of severe cases and deaths considerably decreases. The macroeconomics situation has been stable. The inflation has been controlled. The major relationships of the economy have been secured. The average consumer price index (CPI) of the first two months of the year increased by 1,68% compared with the same period. The monetary market, exchange market and exchange rates have been generally stable. The low average loan interests has been maintained. The state budget revenues in the first 2 months of the year reached 22,9% and increased by 10,8% compared to the same period last year The disbursement of public investment capital in the first 02 months reached 8,61%, which was higher than that in the same period of 2021 (5,09%) Import and export of goods increased by 17,6% compared with last February. In the first 02 months of the year, export increased by 10,2% compared with the same period of 2021. The registered foreign direct investment capital increased by 123,8% in the first 02 months of the year. The quantity of new enterprises increased by 11,9% compared with the same period last year. The index of industrial production (IIP) increased by 8,5% compared to the last February (decreased by 7,2% in the last February), in which the manufacturing and processing industry increased by 10% (decreased by 5,8% in February, 2021). The trade and service industry continue to thrive. The total revenue from retailing and services increased by 3,1% compared to last February. Domestic supply of petroleum is ensured.

The political security and national defense adequately are invested in. The 2022 enlistment ceremony was successfully organized according to the plan and covid-safety criteria. Independence, sovereignty, unity and territorial integrity have been maintained. Social order and security have been secured; traffic accidents have dropped in all three aspects. The social welfare, culture and society-related tasks have been improved. The policies supporting employees and employers have brought practical efficiency. During the Lunar New Year festival, 57,81 million beneficiaries of incentive policies and employees received assistance with the total funding of 9.287 billion VND The labor market have quickly recovered. The supply chains and production have been gradually re-connected towards the new normal The entertainment, cultural and art activities have been allowed to be opened again. Accommodation, food and tourism services have considerably increased. In February, the quantity of foreign visitors increased by 49,6% compared to last month. Foreign affairs and international integration have been effectively implemented that affirms Vietnam's position and reputation in the world. Vaccine diplomacy continues to be promoted.

However, in addition to the achievements, there are shortcomings and limitations in the socio-economic situation in February and the first two months of the year. Macro-economy and major relationships of the economy have had potential risks, including the influence of political and military conflicts in the world. COVID-19 is still spreading. The COVID-19 prevention and control in some local areas are important. The capacity for grassroots health and medical equipment still fail to meet requirements complacency and overconfidence are still present. Some employees are required to leave work for medical isolation that results in a temporary shortage of workforce. The input cost for production increases. There are potential risks of the shortage of domestic petroleum. The state of border congestion of goods and farm still occurs.

In the future, the world political situation is predicted to continue to dramatically fluctuate, especially political tension amongst big countries and armed conflicts between Russia and Ukraine. The economic recovery in countries is not stable. Considerable increase in prices of oil and other basic commodities causes increases in prices of production, transportation and logistics... In Vietnam, the COVID-19 is still unpredictable. The economy will recover slowly if the tasks, solutions and measures for COVID-19 prevention and control and socio-economic development are not strictly and fully implemented. The risks of inflation and bad debts are increasing. The natural disasters and climate change are always potential risks.

Therefore, the Government requests ministerial authorities, agencies, local authorities at all levels, sectors, the entire political system, enterprises and people to make greater effort and determination to direct and manage activities, production, trade and social life in order to quickly overcome difficulties and challenges; take advantage of time to enhance the process of national socio-economic recovery and development, strive to achieve a high growth rate in the first quarter of 2022, contribute to the successful implementation of objectives, targets and tasks of socio-economic development in 2022. To be specific, the ministerial authorities, agencies, local authorities, all levels, sectors and the entire political system, enterprises and people shall focus on the following key tasks:

1. The Ministers, Heads of ministerial agencies, government agencies and Chairman/Chairwoman of the People's Committee of province shall implement the following tasks according to their functions, powers and assigned tasks:

a) Continue to fully and synchronously implement mottos, measures and regulations on COVID-19 prevention and control according to the direction of the Government and the Prime Minister. To be specific: strictly comply with 5K rules applied to individuals, COVID-19 safety applied to organizations, agencies, units and other measures for prevention of COVID-19; minimize unnecessary gatherings of people, especially festivals. Strictly handle violations.

b) Continue to effectively implement the COVID-19 Vaccination Campaign of Spring 2022 in a safe, scientific and efficient manner; review and handle the causes of the low rate of vaccination, especially provinces in which 2-dose vaccination coverage target has not been achieved; complete 3-dose vaccination for people aged 18 or over in March 2022. The Chairman/chairwoman of the People's Committee of province shall be responsible for delaying vaccination in local area.

c) Strictly comply with regulations and instructions on treatment, minimize the quantity of severe cases and deaths; actively ensure sufficient on-site personnel, facilities, medical equipment and other conditions serving treatment corresponding to the epidemic scenarios; promptly notify the Ministry of Health of the demand for assistance in terms of human resources, supplies and drugs if necessary, especially provinces where the number of cases rapidly increase and high-risk subjects. Do not overload the medical system.

d) Reopen schools in association with assurance of COVID-19 safety; promptly control and handle F0 cases, maintain the highest level of safety for students and teachers. Regularly update information and regulations on COVID-19 prevention and control in schools of the Ministry of Health and the Ministry of Education and Training; closely monitor the COVID-19 situation, promptly and actively take actions within their competence and report to competent authorities for updating and completing plans for implementation of each local area in order to ensure safety, efficiency, sciences and relevance. Actively cooperate with the Ministry of Culture, Sports and Tourism in carrying out tourism activities that ensure safety, efficiency and convenience for tourists.

dd) Intensify disciplines and rules; emphasize the roles and responsibilities of heads; focus on the synchronous and strict implementation of tasks and measures in the Resolution No. 11/NQ-CP dated January 30, 2022 by the Government and the Official Telegram No. 126/CD-TTg dated February 12, 2022 by the Prime Minister; regularly inspect, supervise and evaluate issues; actively and promptly handle issues under their competence or report them to competent authorities according to regulations.

e) Promptly review and make the list of tasks, projects and schemes for allocation of public investment capital of the Program for socio-economic recovery and development, the plan for flexible adjustment of public investment capital of the Program and the medium-term public investment plan for the period of 2021-2025; send it to the Ministry of Planning and Investment according to regulations.

Accelerate the implementation and disbursement of the medium-term public investment capital for the period of 2021 – 2025, the investment capital of the Program for socio-economic recovery and development and national target programs; ensure that the allocated capital shall be fully disbursed; prevent corruption, negative practices and wastefulness of resources.

Promote the roles of the Special Working Group in review and settlement of difficulties, implementation of on-site investment projects in the central and local authorities; identify the acceleration of disbursement as one of the key political tasks; allocate detailed plan for public investment capital and disbursement of the capital for national target programs in March 2022.

g) Closely monitor the working program of the Political Bureau, the Secretariat and the National Assembly to complete submitted projects, schemes and documents according to regulations and ensure their quality. Focus on completion of institutions, improvement of the effectiveness and efficiency of law enforcement; promote administrative reform; strengthen decentralization in settlement of administrative procedures; arrange a simplified, effective and efficient apparatus; Complete and submit Decree on functions, tasks, powers and apparatus of the Ministerial authorities and agencies to Government in March 2022 for consideration and promulgation.

Strictly and effectively implement the Program for reduction and simplification of regulations on trade and production activities in the period of 2020-2025; the Scheme for innovating implementation of single-window systems and interlinked single-window systems for handling of administrative procedures; the Strategy for developing e-Government towards the development of digital Government in the period of 2021-2025 with orientation towards 2030 and the Prime Minister's Decision No. 06 QD-TTg dated January, 06 2022 on Scheme for developing the application of data on population, electronic identification to national digital transformation in the period of 2022-2025, with orientation to 2030.

h) The Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Agriculture and Rural Development, Ministry of Labor - Invalids and Social Affairs, Ministry of Education and Training, Ministry of State Bank of Vietnam and relevant ministries and agencies, according to their functions, powers and assigned tasks, shall actively monitor the political-economic situation in the world and the local region, especially the impact of armed conflicts between Russia and Ukraine, the speed of economic recovery, the management of fiscal and monetary policies of the major economies and trading partners, strategic competition in the local region and problems arising in the country in order to take prompt, appropriate and effective measures for response, in which focus on the impacts on economic relationship, bilateral trade, prices of goods, especially essential commodities including petroleum, basic goods, input materials for production..., energy security, food, global supply chain, relevant investment projects, international payment economy, adjustments in monetary policy, trade, investment, situation of Vietnamese workers and students working and studying abroad...

i) Actively stay updated with information about labor disputes to cooperate with relevant agencies in taking measures for effective and prompt support for settlement and protection of legal rights and interests of employees

k) Intensify the direction, supervision and inspection of the implementation of regulations on reception of citizens, handling of complaints and denunciations; stay updated with information about the situation of complaints and denunciations in the area; promptly, completely and properly handle the complaints and denunciations under their competence as soon as these complaints and denunciations arise in order not to become “hot spots”; strengthen the exchange and cooperation amongst the central and local agencies; create the uniformity in the process of handling of complaints and denunciations, especially complicated and prolonged gathering of people.

l) Request the police, customs, border guard, coast guard, market surveillance forces, specialized inspection agencies to continue to disseminate and strictly implement the instructions of the Government, Prime Minister and Plan of Steering Committees: 138/CP, 389 countries in the prevention and control of crime, smuggling, commercial fraud and counterfeit goods; actively develop and implement thematic plans to topple criminals, gangs, smugglers, commercial frauds and persons who sell counterfeit goods, especially key goods and areas.

m) Assign the People's Committees of Nam Dinh, Son La, Hoa Binh, Ha Giang, Tuyen Quang and Lang Son provinces to expeditiously complete the procedures for submission and approval for investment policies of group-A projects: Ninh Binh - Nam Dinh - Thai Binh - Hai Phong, Hoa Binh - Moc Chau, Ha Giang - Tuyen Quang and the section of national highway 4B that crosses through Lang Son province under the Program for socio-economic recovery and development. This must be submitted to competent authorities for decision on investment policies.

2. The Ministry of Health shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Expeditiously complete the draft Decree detailing a number of articles of the Resolution No. 12/2021/UBTVQH15 dated December 30, 2021 of the Standing Committee of the National Assembly on permission to implement certain mechanisms and policies in the health sector in service of COVID-19 prevention and control. This must be submitted to the Government for consideration and promulgation in March 2022.

b) Expeditiously receive vaccines and direct the vaccination for children aged between 5 and under 12; focus on researching and advising the administration of the 4th dose of COVID-19 vaccine in a scientific, safe and efficient manner.

c) Review, reassess criteria for epidemic levels, regulations on management of F0 cases and their close contacts in order to make timely and practical adjustments; accurately assess the epidemic situation, refer to international experience and adopt appropriate and effective measures to normalize COVID-19 as an endemic disease. Review procedures to ensure simple and easy implementation, minimization of direct contact and accuracy of data in case the statistical report on F0 cases is required. Continue to update and improve the process of home treatment of COVID-19 patients.

d) Speed up the licensing and provision of guidelines for the use of drugs for treatment and assisting in treatment of COVID-19 by simplification of administrative procedures in order to ensure supply of drugs for treatment of COVID-19; raise the capacity for providing consultancy and support for COVID-19 treatment; promptly remove obstacles and shortcomings in the regulations on prescription procedures and sale of drugs for treatment of COVID-19 in order to facilitate access to drugs of people Strictly control the prices of testing, test kits, drugs for treatment and assisting in treatment of COVID-19 according to regulations in order to prevent price raising and hoarding for personal gains, loss of control and negative practices; promptly handle acts of production, storage and trade of counterfeit drugs and test-kits, smuggled medicines, violations of origin ...

dd) Promptly construct epidemic response scenarios; promptly review and provide assistance and aid for local areas where serious cases have rapidly increased; update and complete medical measures for patients after COVID-19 treatment.

e) Instruct the testing, isolation, monitoring health of children and students (especially children with underlying conditions, health problems); review regulations on the time of isolation at home for children, students who have close contact with F0 cases in an appropriate and scientific manner.

g) Expeditiously propose promulgation specific policies, regimes and intentives for officials and public employees working at public health facilities and health workers; revise unreasonable policies on health insurance, social insurance, management of the price of medical examination and treatment, medicines, biology products and medical supplies to facilitate medical examination and treatment; report them to the Prime Minister before March 20, 2022.

h) Immediately amend regulations and requirements applied to visitors who enter Vietnam according to the new situation according to the contents that are agreed in the meeting dated February 15, 2022 and the instructions of the Prime Minister in the Notification No. 43/TB-VPCP dated February 16, 2022; send the plan for reopening of tourism activities to the Ministry of Culture, Sports and Tourism before March 8, 2022 for synthesis and completion.

3. The Ministry of Planning and Investment shall take charge and cooperate with relevant central authorities and localities in the following tasks:

a) Compile the list of tasks, projects and plans for allocation of capital in the period 2022 – 2023 and each year “2022 and 2023” of the Program for socio-economic recovery and development according to the request of ministries, agencies and local authorities in order to ensure the central and key investments; report to the Prime Minister for consideration and decision in March 2022.

b) Make the plan for flexible adjustment to public investment capital sources of the medium-term plan for public investment for the period of 2021 – 2025 and public investment capital sources of the Program in the period of 2022 – 2023; report to the Government and the Prime Minister for consideration and decision in March 2022.

c) Issue guiding documents on procedures, standards on assessment, procedures for appraisal and decision on direct contracting under the competence of the Prime Minister, Ministerial authorities and agencies applied to contracts for consultation, contracts for relocation of technical infrastructure, contracts for compensation, land clearance and resettlement, contracts for construction and installation of national important projects, large-scale and urgent projects on transport infrastructure and health of the Program for socio-economic recovery and development economy, Eastern North - South Expressway Project in the period of 2021 – 2025 according to regulations of the Resolutions of the National Assembly and the Government. This must be completed in March 2022.

d) Expeditiously advise the promulgation of the Prime Minister's decision on assignment of the People's Committees of provinces that have sufficient management capability and experience as governing bodies of projects of the program for socio-economic recovery and development.

dd) Promote investment (both direct and indirect investment) at potential supermarkets; review and adjust policies on foreign investment in association with practical conditions in order to keep capital flows and promote the attraction of foreign investment into Vietnam.

e) Expeditiously complete the appraisal of national important transport project and expressway project to ensure timely reporting to the National Assembly according to regulations.

g) Monitor, summarize and assess the implementation of the program for socio-economic recovery and development; promptly report to the Government and the Prime Minister for adjustment to policies and solutions (if necessary); report the situation and results of implementation of the program at the regular meeting of the Government every three months; irregularly report problems arising or according to the request of the Prime Minister.

4. The Ministry of Finance shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Provide timely and sufficient funding for state budget spending in general and spending on the socio-economic recovery and development in particular. Continue to reduce and simplify procedures, shorten the time of control of spending; cooperate with relevant agencies and units in prompt handling of problems regarding payment and settlement.

b) Implement and submit the Decision on provision of loans for students for purchase of computers serving online learning due to the effect of COVID-19; a Decision on guidelines on assistance with interest rate for Vietnam Bank for Social Policies to implement policies specified in the Government's Resolution No. 11/NQ-CP dated January 30, 2022 to the Prime Minister for promulgation. This must be completed in March, 2022

c) Promptly submit a Decree on amendments to some articles of the Government's Decree No. 126/2020/ND-CP dated October 19, 2020 detailing a number of articles of the Law on Tax administration and 2022 Decree on extension of deadline for payment for tax and land lease 2022 to the Government for consideration and promulgation

5. The State bank of Vietnam shall take charge and cooperate with other Ministries and agencies in continuing to actively, synchronously, flexibly manage monetary policies; fiscal policies; control of the price of state-owned goods and other policies to contribute to maintenance of the macroeconomic stability, control of inflation and the safety of the system of credit institutions, active support for socio-economic recovery and development. Continue to handle and propose mechanism for handling unperforming credit institutions to the competent authorities

6. The Industry and Trade shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Promptly remove obstacles to effective extract the supply of electricity, meet requirements for production, trade, economic recovery and development. Review and clarify the role and necessity of the Petroleum Price Stabilization Fund, promptly report and propose amendments to mechanism and policies in order to improve the efficiency of management, granting license and management of supply of petroleum according to market mechanism, ensure that the quantity of imports and domestic products meet actual consumption demand.

b) Enhance market management; actively regulate the sources of supply, ensure supply and circulation of goods; focus on inspection, supervision and management of key traders, distributors and petrol retails Take charge and cooperate with relevant ministries and local authorities in promptly handling of border congestion of goods and agricultural products; advise and propose immediate and long-term solutions Take advantage of market-opening to promote export; strengthen management of import and pay attention to extra large import market.

c) Promote industrial production at the beginning of the year, especially big projects; remove obstacles from production and trade; recover the supply chain and create new capacity for production.

7. The Ministry of Agriculture and Rural Development shall take charge and cooperate with relevant ministries, agencies and local authorities in researching and proposing policies on stabilization of the price of supplies serving agricultural production that contribute to reduction of input costs and stabilization of agricultural production; apply solutions to orientation to production according to planning and plans in order to ensure conditions of export of farm products according to the method and international practices of purchase and sale of goods.

8. The Ministry of Construction shall take charge and cooperate with other Ministries, agencies and local authorities in developing and implementing for a healthier real estate market, especially in industrial parks.

9. The Ministry of Transport shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Expeditiously complete the procedures for submission and approval of investment policies of group-A projects: An Huu-Cao Lanh expressway and Dai Ngai bridge of the program for socio-economic recovery and development. This must be submitted to competent authorities for decision on investment policies.

b) Direct Vietnam Railway to research and make plan for improvement of capacity and volume of international rail transport serving the import and export of goods; report the plan to the Prime Minister in March 2022.

10. The Ministry of Natural Resources and Environment shall expeditiously issue guiding documents on implementation of specific policies on extraction of minerals that are used as common building materials in the survey documents on building materials serving national important transport infrastructure projects of the program for socio-economic recovery and development. This must be completed in March 2022.

11. The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Review and assess supportive policies according to the Government's Resolution No. 68/NQ-CP dated July 01, 2021 and the Prime Minister's Decision No. 23/2021/QD-TTg dated July 07, 2021; propose and report policies on support for people and employees who face to difficulties caused by COVID-19 to competent authorities for consideration and implementation.

b) Take charge and cooperate with the Ministry of Finance and relevant agencies in submitting decision on assisting the workers renting houses and working in industrial parks, export-processing zones or key economic zones in house rent to the Prime Minister for promulgation.

c) Expeditiously assess the list of poor and extremely difficult districts/communes at coastal sand dune, coastal areas and islands in the period of 2021 – 2025 and submit the list to the Prime Minister for approval in March 2022.

d) Enhance the connection between the national labor supply and demand on the online platform; Support people who are homeless, vulnerable and affected by COVID-19.

dd) Advise and report on the adjustment of overtime in the month and in the year of employees to competent authorities, facilitate the recovery and development of production and business.

12. The Ministry of Culture, Sports and Tourism shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Complete the plan for re-opening of tourism under normal conditions in the spirit of "safe and flexible adaptation, effective control of COVID-19"; declare the plan under their competence from March 15, 2022.

b) Take charge and cooperate with the Ministry of Health, the Ministry of Transport and relevant ministries and agencies in unifying the contents and regulations on reception of foreign tourists; provide detailed guidance on the re-opening of international tourist activities for units and local authorities for the purpose of active implementation thereof; promptly direct and adjust these activities in order to ensure the consistency amongst localities in application of the Government's measures for opening of tourism and accommodation for foreign tourists.

13. The Ministry of Science and Technology shall take charge and cooperate with ministries, agencies and local authorities in directing measures for renewal of technology, development of technology and science and technology enterprises; decryption of technology and commercialization of the results of scientific research and development of technology serving production and trade of enterprises. Continue to implement measures for improvement of the Global Innovation Index (GII) of Vietnam

14. The Ministry of Education and Training shall take charge and cooperate with ministries, agencies and local authorities in regularly assessing the situation and the risk of outbreak of COVID-19 when students return to schools; apply forms of teaching and measures for COVID-19 prevention and control they are suitable for each level of COVID-19. Continue to update and complete the methods of e-learning via television.

15. The Ministry of Home Affairs shall take charge and cooperate with other ministries, agencies and local authorities in the following tasks:

a) Promote administrative reform, efficiency and effectiveness of the state apparatus to rapidly implement the program for socio-economic recovery and development;

b) Promptly submit Decree on amendments to some articles of the Government's Decree No. 115/2020/ND-CP on officials and public employees, the Decree No. 138/2020/ND-CP, the Decree No. 159/2020/ND-CP , the Decree No. 112/2020/ND-CP, the Decree No. 46/2010/ND-CP ; the Decree on retirement at an older age for officials and public employees (replacing the Decree No. 53/2015/ND-CP dated May 29, 2015 and the Government's Decree No. 104/2020/ND-CP dated September 04, 2020 on retirement at an older age for officials and public employees); Decree on retirement at an older age for public employees who have high professional and technical qualifications in public service sector (according to new regulations of Clause 4 Article 169 of the Labor Code 2019) to the Government for consideration and promulgation.

16. The Ministry of Justice shall take charge and cooperate with ministries and agencies in imposing the 2022 Law and Ordinance; submit them to the National Assembly and National Assembly Standing Committee to ensure the progress and quality. Closely cooperate with ministries and agencies in expeditiously formulating documents on implementation of the Program for socio-economic recovery and development.

17. The Government Inspectorate shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Effectively implement the program and plan for inspection in 2022 that have been approved by the Prime Minister; promptly issue the conclusion of inspection of management and use of funding sources and procurement of medical equipment for the purposes of COVID-19 prevention and control, implementation of Power Plan VII and compliance with policies and laws on state management of petroleum.

b) Promptly complete the Scheme for development of the national database of control of property, income database and the draft Law on Inspection (amended), ensure progress and satisfy the requirements for inspection and prevention of corruption.

c) Cooperate with the Ministry of Justice, relevant central and local authorities in expeditiously inspecting, reviewing and handling difficulties and problems regarding projects and land of the conclusion of inspection, examination and judgments in some province (Hanoi, Khanh Hoa, Ho Chi Minh City) according to the Prime Minister's Decision No. 153/QD-TTg dated January 29, 2022 on establishment of the Prime Minister's working group; proposes measures for handling of violations according to regulations.

d) Cooperate with the Ministry of Public Security in actively monitoring and staying updated with information about the implementation of the projects on investment in construction of major infrastructure (highways, airports, etc.) to promptly detect violations regarding big rigging, incorrect volume and quality, the land law in order to take measures for prevention before the negative problems or corruption occur; propose measures for handling according to regulations.

18. The Committee for Ethnic Affair shall expeditiously issue guiding documents on the implementation of the national target program for socio-economic development in areas of the ethnic minority and mountainous region under their competence

19. The Ministry of National Defense shall strengthen and consolidate the potential for national defense; resolutely control and protect national independence, sovereignty, unity and territorial integrity without incidents or unexpectation in any situation.

20. The Ministry of Public Security shall synchronously take measures for assurance about political security, social order and safety; promote the prevention and fight against crimes, especially criminals who infringe upon human life, health, honor and dignity causing public discontentment during the past time Effectively take measures for asurance about traffic order and safety, prevention and fight against fires and explosions; enhance patrol, control and strict and proper penalty for violations of traffic safety.

21. .The Ministry of Foreign Affairs shall take charge and cooperate with ministries, agencies and local authorities in the following tasks:

a) Promptly and effectively implement the Prime Minister's instructions on protection of Vietnamese citizens and legal entities in the Official Telegram No. 201/CD-TTg dated February 26, 2022.

b) Report on the recovery of entry into Vietnam of foreigners to ensure the requirements for re-opening of tourism activities from March 15, 2022 to the Prime Minister; promote the negotiation and mutual recognition of vaccine passport with other countries.

22. The Ministry of Information and Communications shall take charge and closely and effectively cooperate with relevant ministries and authorities in updating and completing software and IT tools serving COVID-19 prevention and control, assurance about social welfare, social order and security; advertise and disseminate information about policies on opening of economy and international tourism.

The Ministry of Information and Communications, the Vietnam Television, Radio The Voice of Vietnam, the Vietnam News Agency and press agencies, under their functions, powers and assigned tasks, shall closely and effectively coorperate with the Ministry of Health, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism and regarding ministries, agencies and local authorities in continuously updating information, actively developing communication programs and prioritizing the time in order to direct the COVID-19 prevention and control in a detailed, scientific, reasonable and efficent manner, the results in all areas (especially socio-economic recovery and development), implementation of policies on health and social welfare according to policies of the Communist Party and State.

23. The Office of the Government shall strengthen and provide instructions on reform of administrative procedures, implementation of single-window systems and interlinked single-window systems for handling of administrative procedures; effectively operate platform systems serving direction and administration of the Government and Prime Minister.

24. Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences and Vietnam Social Security, according to their functions and assigned tasks, shall take charge and cooperate with ministries, agencies and local authorities in effectively performing tasks (especially the program for socio-economic recovery and development and COVID-19 prevention and control).

II. COVID-19 prevention and control (2022-2023):

The Government has concurred with the main contents of the draft Resolution on program for COVID-19 prevention and control (2022-2023) submitted by the Ministry of Health to the Government at the meeting.

According to the direction of competent authorities, the Ministry of Health is assigned to research and collect opinions in the meeting, thoroughly review, complete the draft Resolution and report it to the Deputy Prime Minister Vu Duc Dam for direction and assurance about the suitability for the actual situation. This must be promptly submitted to the Prime Minister for consideration, promulgation and prompt implementation.

III. Preparation for 31st SEA Games 31

To successfully, safely and professionally organize SEA Games, avoid fixation on scale, achievement and affirm the prestige and position of Vietnam in the region, the Government hereby requests that:

1. The Ministry of Culture, Sports and Tourism shall take charge and cooperate with ministries, relevant agencies and local authorities in continuing to accelerate the progress of preparation for the 31st SEA Games according to the plan; promptly report, propose measures for handling of problems that are beyond their jurisdiction. To be specific: the Ministry of Culture, Sports and Tourism shall reach an agreement with Ministry of Finance on the second stage of funding for organization and financial support for preparation and participation in 31st SEA Games of Laos. According to this, the Ministry of Finance shall promptly appraise and propose the funding to the Prime Minister for approval. The Ministry of Culture, Sports and Tourism shall reach an agreement with the Ministry of Foreign Affairs and the Ministry of Public Security on visa exemption according to proposal of the Ministry of Culture, Sports and Tourism in order to support participants in the 31st SEA Games. The Ministry of Foreign Affairs shall submit a report to the Prime Minister.

2. The Ministries, relevant agencies and local authorities shall actively direct, inspect and supervise to ensure the progress and quality of their assigned tasks. In particular, the Ministry of Health, the People's Committee of Hanoi city, relevant agencies and local authorities shall closely cooperate with the Ministry of Culture, Sports and Tourism in promptly completing specific plans for COVID-19 prevention and control. The Ministry of Finance, the Ministry of Foreign Affairs and the Ministry of Public Security shall actively perform the above tasks and other tasks according to their functions and assigned tasks.

IV. Pre-feasibility study report on the projects "Ring Road 4 of Hanoi" and Ring Road 3 of HCMC"

The Government has concurred with the contents specified in the Report No. 1274/BC-BKHDT dated March 02, 2022 of the Ministry of Planning and Investment on assessment of the pre-feasibility study report on the projects "Ring Road 4 of Hanoi" and Ring Road 3 of HCMC". The Ministry of Planning and Investment shall collect opinions of the government members, complete the appraisal report before March 07, 2022 and cooperate with the Office of Government in collecting written opinions of the government members and submitting them to the Prime Minister on March 07, 2022.

The ministries, agencies and local authorities, according to their functions and assigned tasks, shall strictly and effectively implement the tasks and measures specified in this Resolution; regularly inspect and evaluate the implementation; promptly make proposals and report problems beyond their jurisdictions to the Government and the Prime Minister

The Office of Government shall monitor, supervise, summarize and report the results of the implementation of this Resolution to the Government and Prime Minister./
