RESOLUTION

OF THE FEBRUARY 2011 REGULAR GOVERNMENT MEETING

On March 2. 2011, the Government held its February 2011 regular meeting discussing and resolving on the following matters:

1. Reports on: additional evaluation of the socio-economic situation of 2010 and the implementation of the 2011 socio-economic development plan; the socio-economic situation of February and the first two months; additional evaluation of the situation of the 2010 state budget and the deployment of the 2011 state budget plan: the global economy through the Davos Forum; the implementation of the resolution of the January government meeting and the Government's February 2011 work agenda: the inspection and settlement of complaints and denunciations and anti-corruption work in February 2011; and administrative reform work in February 2011, which were presented by the Minister o\' Planning and Investment, the Minister of Finance, the Minister of Foreign Affairs, the Minister-Chairman of the Government Office, the Inspector General of the Government and the Minister of Home Affairs.

a/ Regarding the additional evaluation of the 2010 socio-economic situation and stale budget and the deployment of the 2011 socio-economic development plan and state budget, the Government agreed that complicated developments of the global economy, especially price increase pressure, exchange rate and gold price; heavy damage caused by natural disasters and epidemics in central provinces, and internal weaknesses of the economy. ha\ e made the performance of socio-economic development tasks more difficult, but under the Party leadership and with the determination of the whole political system, the consensus and great efforts of all sectors, administrations, businesses and the population, we have basically achieved the set overall objectives.

The 2010 socio-economic situation developed positively and achieved rather comprehensive results: The GDP growth rate was higher than that of the previous year and the planned target: industrial production, services and export resumed their fair development: agricultural production developed stably; budget revenues surpassed the planned level, with revenue increases exceeding expenditure increases, meeting expenditure needs and reducing the budget deficit; development investment was strongly promoted: such areas as education, health, culture, sports, science and technology, natural resources and environment, saw main progresses and positive developments; external relations and international economic cooperation achieved many relatively important results, contributing to raising the status and prestige of the country: national defense and security were strengthened; the political and social situation continued to be stable: and social order and safety was firmly preserved. A number of targets were overachieved compared to results already reported to the National Assembly, such as economic growth rate, export value growth rate, trade deficit rate, the entire society's development investment capital, and job creation. Nevertheless, some other planned targets were underachieved, particularly rapidly increased consumer price indexes in the last three months, which affected the macro-economic stability; some social issues and environmental protection remained to be tackled in the coming time.

b/ Regarding the socio-economic situation of the first two months of 2011. immediately since the beginning of 2011. the Government has promulgated, and drastically directed the implementation of. Resolution No. 02/NQ-CP of January 9. 2011. on major solutions for directing and administering the implementation of the 2011 socio-economic development and state budget estimate. Ministries, sectors and localities have strictly and synchronously implemented the solutions for assuring stable prices and markets, curbing inflation, promoting production, business and export, ensuring social security and making preparations for people to celebrate the traditional new year of the (at. Thanks to these efforts, the socio-economic situation in the first two months of 2011 saw-positive results. Industrial production continued growing at a rate higher than planned; agricultural production achieved relatively high results despite serious impacts of natural disasters; total goods retail sales and service revenues strongly increased compared to those of the previous same period: tourist activities were busy; export value recorded a growth rate higher than that of the previous same period and nearly four times the planned target; the trade deficit further dropped; the number of enterprises strongly rose: importance continued to be attached to cultural, social, healthcare, educational and employment and other activities: the people around the country enjoyed the new year festival in a warm, joyful and safe atmosphere, with particular care given to the poor, lonely elderly, people with disabilities, policy families and people with meritorious services to the country,; social security continued to be assured: administrative reforms were stepped up; the settlement of complaints and denunciations and anti-corruption work were intensified; political security and social order and safety were firmly maintained.

However, during the first two months of 2011, the domestic economy still encountered major difficulties and challenges: big hikes in the world prices of crude oil. a number of basic materials and supplies, food and foodstuffs; impacts of political and social unrests and instabilities in North Africa and the Middle Hast: complicated developments of natural disasters and epidemics, etc. This situation, coupled with our recent proactive loosening of monetary and financial policies to stop the economic decline and maintain the economic growth in the condition that the national economic potential remains limited, as well as increase of electricity, oil and gas prices, has increased domestic prices, causing risks of macro-economic instability.

The Government requests ministries, agencies and localities to continue seriously, synchronously and effectively implementing Resolution No. 02/NQ-CP of January 9, 2011, on major solutions for directing and administering the implementation of the 2011 socio-economic development and state budget estimate and Resolution No. 11/NQ-CP of February 24. 2011. on major measures to curb inflation, stabilize the macro economy, ensure social security, paying attention to the following important contents:

- Within the ambit of their assigned functions and duties, each ministry, agency and locality shall expeditiously formulate specific action programs and plans to effectively implement the two governmental resolutions mentioned above, concentrating the highest efforts on controlling inflation and stabilizing the macro economy.

- Further stepping up administrative reforms. especially reforms of administrative procedures in land administration and construction, resolutely creating positive improvements in reforming administrative procedures in these fields. Ministries, agencies and localities shall direct the listing of administrative procedures in the sectors and fields under their management. concentrating on central and key fields, reviewing and abolishing or replacing unnecessary and inappropriate procedures.

Ministers and heads of ministerial-level agencies shall direct the expeditious finalization of draft documents guiding the implementation of laws and ordinances which have taken effect for submission to the Government according to set schedule: they shall, as assigned, direct the careful and complete elaboration of quality schemes and reports of the Government to be submitted at the ninth session of the XIIth National Assembly. Ministries, agencies and localities shall concentrate on directing the deployment of activities related to the election of deputies to the XIIIth National Assembly and deputies to the People's Councils at all levels for the 2011-2016 term.

- The Ministry of Foreign Affairs and the Ministry of Labor. War Invalids and Social Affairs shall assume the prime responsibility for. and coordinate with related agencies in. contacting and working with host countries, international organizations and employers to ensure safety for Vietnamese laborers in Libya and third countries and seek every measure to safely repatriate them as soon as possible; the Ministry of Labor. War Invalids and Social Affairs shall assume the prime responsibility for. and coordinate with related agencies and localities in. working out plans to help repatriated laborers overcome their difficulties.

- The Ministry of Planning and investment shall draft an action program of the Government to implement the Resolution of the XIth National Party Congress, and submit it to the Government at its regular April 2011 meeting: ministries, sectors and localities shall take the initiative in formulating their respective programs and five-year and annual plans for the successful implementation of the Resolution.

- The Ministry of Planning and Investment and the Ministry of Finance shall assimilate opinions of cabinet members to finalize the additional report on the socio-economic situation and implementation of the 2010 stale budget, and deployment of the 2011 socio-economic development plan and state budget, and submit it to the ninth session of the XIIth National Assembly.

2. The Government discussed the review-report on the implementation of the state administration reform program in the 2001-2010 period and the stale administration reform program for the 2011-2020 period, which was presented by the Minister of Home Affairs.

To assign the Ministry of Home Affairs to assume the prime responsibility for. and coordinate with the Government Office in. assimilating opinions presented at the meeting to finalize the draft review report on the implementation of the state administration reform program in the 2001-2010 period and the draft governmental resolution on the state administration reform program for the 2011-2020 period, collect comments at the Conference to review the implementation of the stale administration reform program in the 2001-2010 period, and. based on these comments. finalize the draft resolution and submit it to the Government for consideration and decision.

3. The Government heard the Minister- Chairman of the Government Office briefly report on opinions of cabinet members on the draft decree amending a number of articles of the Government's Decree No. 10S/2009/ND-CP of' November 27. 2009. on investment in the forms of BOT, BTO and BT contracts.

To assign the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with concerned agencies in, assimilating opinions of cabinet members to finalize the draft decree and submit it to the Prime Minister for signing and promulgation.

4. The Government discussed and commented on a government report on the 2012 law- and ordinance-making program and adjustments to the 2011 law- and ordinance-making program of the National Assembly, (he draft Ordinance on codification of the system of legal norms, which were presented by the Minister of Justice, and a summary report on opinions made by cabinet members, which was presented by the Minister-Chairman o\' the Government Office.

To assign the Ministry of Justice to assume the prime responsibility for. and coordinate with ministries, ministerial-level agencies and government-attached agencies in. assimilating opinions of cabinet members to further revise and finalize the draft proposal of the Government on the 2012 law- and ordinance-making program and adjustments to the 2011 law- and ordinance-making program, submit them to the Government at its March regular meeting; and coordinate with the Government Office and concerned agencies in revising and finalizing the Ordinance on codification of the system of legal norms, send it to cabinet members for comment before submitting it to the Prime Minister for consideration and decision.-
