ISSUING ACTION PROGRAM OF THE GOVERNMENT TO CONTINUE THE IMPLEMENTATION OF RESOLUTION OF 4TH PLENUM OF XTH PARTY CENTRAL COMMITTEE ON A NUMBER OF MAJOR GUIDELINES AND POLICIES FOR RAPID AND SUSTAINABLE ECONOMIC DEVELOPMENT WHEN VIETNAM IS A MEMBER OF THE WORLD TRADE ORGANIZATION
THE GOVERNMENT
Pursuant to the Law on organization of Government dated December 25, 2001;
Pursuant to Resolution No. 08-NQ/TW dated February 05, 2007 of the 4th plenum of xth party central committee on a number of major guidelines and policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization.
Pursuant to the Conclusion No. 58-KL/TW dated April 02, 2013 of the Politburo preliminarily reviewing the five-year implementation of Resolution of the 4th Party Central Committee of 10th Tenure on a number of major guidelines and policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization.
At the proposal of the Minister of Industry and Trade and Minister of the Government Office,
DECIDES:
Article 1. Issued together with this Resolution is the action Program of the Government to continue the implementation of resolution of 4th plenum of xth party central committee on a number of major guidelines and policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization.
Article 2. This Resolution takes effect from the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairman of People's Committees of provinces and centrally-run cities are liable to implement this Resolution. /.

ACTION PROGRAM OF THE GOVERNMENT
TO CONTINUE THE IMPLEMENTATION OF RESOLUTION OF 4TH PLENUM OF XTH PARTY CENTRAL COMMITTEE ON A NUMBER OF MAJOR GUIDELINES AND POLICIES FOR RAPID AND SUSTAINABLE ECONOMIC DEVELOPMENT WHEN VIETNAM IS A MEMBER OF THE WORLD TRADE ORGANIZATION
(Issued together with Resolution No. 49/NQ-CP dated July 10, 2014 of the Government)
I. OBJECTIVES
The 4th Plenum of xth Party Central Committee has issued the Resolution No. 08-NQ/TW on a number of major guidelines and policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization (WTO). The Resolution No. 58-KL/TW dated April 02, 2013 of the Politburo preliminarily reviewing the 05-year implementation of Resolution has affirmed that “ The implementation of 10 task outlined in the Resolution has achieved the positive results. The international economic integration and WTO accession have affected comprehensively every aspects of the country development. These achievements affirm that the Resolution of the 4th Party Central Committee of 10th Tenure on a number of guidelines and policies for our country to rapidly and sustainably develop when Vietnam becomes a member of WTO is proper” and give directions to continue promoting the implementation of Resolution in the near future.
Implementation of the conclusion of the Politburo, the action Program is built on the basis of reviewing, updating, supplementing new contents and missions to fulfill the following objectives:
- Continuing the successful implementation of major guidelines and policies outlined in the 4th Party Central Committee in the context that our country is implementing the social economic development strategy for the period 2011-2020 which focuses on the economic restructuring associated with the transformation of growth model and comprehensive international integration focusing on economic integration and effective implementation of international economic commitments.
- Promoting and raising the effective international economic integration, improving the competitive capacity of the economy, accelerating the process of restructuring and innovation of growth model for further enhancing the Vietnam’s position in international arena and creating a firm basis for further development at a later stage.
II. MAIN TASKS
To achieve the above objectives, in the near future, in addition to regular tasks, the Ministries, ministerial agencies, government-attached agencies, provincial People’s Committee of provinces and centrally-run cities, the businesses need to concretize and implement the following basic tasks:
1. Improvement of legal and economic institutions
a) Strictly and effectively implementing the international economic commitments which Vietnam has signed and taken part in; regularly reviewing and systematizing the current legal normative documents; firmly removing the regulations and documents that are overlapping and no longer appropriate and issuing new and specific document to ensure the uniformity, transparency, feasibility and consistency with the international commitments and actual situation.
b) Developing and improving strategies, action program, plans, schemes on international economic integration from now to 2020.
c) Actively participating in the negotiation of free trade agreements in the bilateral and regional framework of. Conducting study and proceeding to negotiate new trade agreements, in accordance with the interests and needs of economic development of Vietnam.
d) Improving organization, operation mechanism and enhancing capacity of bodies managing competition, anti-subsidy and anti-dumping, and the bodies in charge of settlement of dispute in international trade.
dd) Continuing to promote the reform of administrative procedures, especially procedures related to investment, import and export tax; accelerate the application of information technology in the management and operation.
e) Updating legal normative documents relating to each specific area and industry on website of the governing Ministries and sectors and the national database on administrative procedures; announcing publicly and transparently all policies, management mechanisms, business processes, responsible person and time limit for dealing with work of state agencies, units providing public services for businesses and people to know and closely monitor the implementation.
2. Enhancement of competition capacity of the country, businesses and products
a) Effectively implementing the overall scheme of economic restructuring associated with the transformation of growth model towards improving the quality, effectiveness and competition capacity for period 2013-2020.
b) Developing the national action Program to facilitate trade and enhance the commercial competition capacity, actively and effectively implementing the strategy of goods import and export for the period 2011-2020 with the vision to 2030.
c) Further improving the business and investment environment, creating favorable conditions to attract foreign investment, properly implementing the preferential policies on investment, improving the efficiency of investment and debt management.
d) Actively implementing the trade, investment and tourism promotion programs; development of e-commerce to enhance capacity for transaction, search and expansion of market.
dd) Developing plans and strategies to develop specific products and industry associated with the national brand development strategy to boost the import export activities deeply, effectively and sustainably; well implementing the early warning of trade defence measures at the same time taking advantage of international regulations on geographical indications, origin, copyright and trademark registration to protect Vietnamese businesses and products in international trade.
e) Promoting the role of representative offices of Vietnam in foreign countries in coordination with the business community and relevant agencies at home and abroad to expand the export market, trade and tourism promotion and investment attraction; support to protect the interests of Vietnam businesses in trade disputes.
g) Focusing on the development of small and medium-sized businesses through policies and programs which support funds, training, access to information, technology and markets; priority is given to support businesses participating in industrial clusters to create sustainable value chain for prioritized products of the country and region.
h) Implementing the scheme of international integration in science and technology by 2020. Further promoting and implementing technology projects, especially high technology applied in practice; improving choice capacity and mastering imported technologies to help improve productivity and quality of products.
3. Synchronous development of elements of market economy
a) Further developing and updating database of market economy of Vietnam as a basis for proving and solving problems of recognized market economy in Vietnam for economic partnership.
b) Further reviewing elements which are hindering the synchronous formation of elements of market economy, especially in the areas the state-owned businesses have monopoly position or market governance, the areas and subjects receiving subsidies and support with discrimination.
c) Developing and implementing mechanisms, management systems and modern trading methods to increase openness and transparency, improving the legality and minimizing risks for transactions in the market.
d) Further study and promulgate policies and regulations in order to create favorable conditions for the development of types of market.
dd) Further building and improving the law on ownership of the assets: Intelligence, stocks, bonds and mineral resources.
e) Attaching importance to building and improving policies to ensure fair competition, strictly handling trade frauds, speculation, market manipulation and breach of competition law.
g) Strengthening measures to protect intellectual property rights to encourage investment in innovation, development and technological innovation; continuing to promulgate policies to develop the technology market and promote technology transfer, especially advanced and high technologies.
h) Studying and implementing measures to regulate the supply and demand for labor in the labor market to ensure the stability, equilibrium in the market to meet the needs of both businesses and workers.
4. Modernization of agriculture and rural development
a) Further implementing Resolution of 7th Plenum of Xth Party Central Committee on agriculture, farmer and country.
b) Conducting a general review and evaluation of models of agricultural and rural economic development; proposing innovations and development in the near future; increasing investment for agricultural modernization and rural development.
c) Implementing the restructuring the agricultural sector associated with the building of new countryside towards improving the added value and sustainable development.
d) Studying and proposing policies on effective development of processing industries of agriculture, forestry, fisheries of which Vietnam has the potential and advantages; developing forms of economic cooperation in agriculture.
dd) Enhancing the quality, hygiene and food safety and animal and plant quarantine to meet international regulations and standards; promoting the adoption of international standards in the production and processing of agricultural, forestry and fisheries; boosting negotiations to conclude agreements on mutual recognition of food safety and animal and plant quarantine.
5. Protection of natural resources, environment and sustainable development, social security and national security assurance.
a) Further accelerating the development and improvement of the system of technical standards and regulations in the field of natural resources and environment, supplementation by the gradual approach with international standards; studying building and applying measures, sanctions and handling of violations in the field of environment in Vietnam.
b) Improving institutions and policies on environmental resources in order to enhance the efficiency of state management of natural resources and environment.
c) Promoting the socialization of environmental protection, the establishment of social institutions on the environment; building environmental information and reporting systems, promoting environmental communication to enhance the implementation of social responsibility of businesses to the environment.
d) Developing effective mechanisms to assess and evaluate environmental issues for investment projects; improving inspection and examination capacity of the implementation of regulations on environmental protection of businesses.
dd) Improving the effectiveness of international cooperation and enlisting the support of our partners in environmental protection, efficient and sustainable use of natural resources.
e) Building a social security system which is effective, flexible and for all people, continuing to maintain orientation to ensure harmonious development of sustainable economic growth associated with solving social problems and improving the living standard of people.
g) Developing and uniformly promulgating social policy, including policy on financial support, support for self-employment and vocational training to switch careers, providing employment counseling services, information on labor market to help workers who lose their jobs.
h) Continuing to build and develop the economic zone - defense model and dual-purpose economic model; attaching importance to combination of economy with security, national defense on the seas and islands and other strategic areas.
6. Training, development and use of human resources
a) Implementing Resolution of the Government for the implementation of Resolution No. 29/NQ-TW dated November 04, 2013 of the XIth Party Central Committee on comprehensive basic innovation of education and training to meet the requirements of industrialization and modernization in the conditions of social-oriented market economy and international integration.
b) Implementing the Prime Minister’s Decision on approving the Plan for development of Vietnam’s human resources for the period 2011-2020.
c) Issuing and implementing the policies on improving the quality of education and human resources to meet the requirements of industrialization and modernization and international economic integration.
d) Promoting the training and maintenance of human resources for international economic integration that are highly qualified and experienced and ensure the inheritance; developing and implement separate training programs for staff working in direct relation to international economic integration.
dd) Promoting investment promotion activities in education and training; effectively managing the joint training programs, advanced programs; improving the efficiency of the scholarship programs of other countries, international organizations for Vietnam.
e) Implementing the Resolution of the Government on reform and development of vocational training by 2020; completing the vocational training network planning by 2020 in line with the strategy of socio-economic development of the country, sectors, regions, sub-regions to satisfy the demand for technical labor with high quality domestic labor market, export of labor and labor restructuring.
g) Developing plans for sending officials to work in international organizations and multilateral institutions.
7. Strengthening of study, forecasting and evaluation
a) Strengthening the study, forecasting capacity and provision of information on international economic integration for government agencies and businesses; coordinating with other international study organizations and agencies to learn and exchange experiences in the work of analysis, forecasting and evaluation in control and operation of macro financial-economic policies.
b) Enhancing the coordination between study agencies and planning agencies, implementing the policies in providing information for the study process and the use of study, forecasting and evaluation results.
c) Enhancing the science and reliability in study, analysis, assessment of the economic situation in the country and the world; forecasting fluctuations and impact of the world economy on Vietnam to serve as basis for the formulation of economic policies in sensitive areas such as banking, finance, real estate ...
d) Continuing study, forecasting and evaluation of the impact of the implementation of the commitments of international economic integration on the social and economic areas in Vietnam as a basis for the next steps of innovation and development.
dd) Evaluating the accuracy of the forecasting results to learn from experience, overcome or promote the used forecasting methods and standards.
8. Consolidating and strengthening coordination and monitoring mechanisms of implementation of international economic integration
a) Continuing to strengthen and improve capacity of management and coordination agency on international economic integration from the central to local levels to ensure the integration work is implemented uniformly and across sectors, areas and country; developing annual evaluation report on the capacity and results of economic integration of the localities as a basis for improving the integration capacity of localities.
b) Enhancing the participation and coordination between Ministries, sectors and localities, between state management agencies and businesses in planning policies on economy and international economic integration, ensuring the consistency and balancing of overall economic - political benefits consistently with the policies and guidelines of the Party and State.
c) Strengthening inter-sectoral and inter-regional coordination in developing and implementing strategies, action programs and schemes of economic development ... to promote the general strength of the economy in competition and international economic integration.
d) Reviewing and overcoming the overlapping between the Ministries and sectors in implementing the tasks related to international economic integration; clearly defining the roles and responsibilities of the parties in the formulation and implementation of relevant strategies, plans and action programs for economic development ..and impacts on ministries, sectors and localities .
dd) Implementing the consultative mechanism for businesses and stakeholders in the process of policy and law formulation under the principle of openness and transparency of WTO.
e) Developing the reform scheme and promoting the roles of industrial organizations and associations, social and political organizations during the formulation and implementation of policies on international economic integration.
g) Focusing on urging and inspecting the process of implementing the guidelines, policies and programs on international economic integration to promptly grasp the arising problems and propose solutions.
9. Continued promotion of dissemination of information
a) Continuing to disseminate the directing viewpoints and major guidelines and policies of the Party and the Government on economic development and international economic integration, publicizing commitments, responsibilities, rights and obligations of Vietnam upon participation in regional and international economic organizations in order to create consistency and consensus in society; promoting dissemination of information on programs, events and activities of international economic integration with the participation of Vietnam.
b) Organizing studies, surveys and evaluation of cognition and understanding of the businesses, state management officials and people on international economic integration and the impact of the implementation of commitments of economic integration to determine contents to be disseminated to ensure the practicality and appropriateness with the needs of each subject.
c) Developing mechanisms to coordinate and provide information on international economic integration among Ministries, sectors and localities, between state management agencies and businesses to ensure the sharing of information between Ministries, localities and businesses, enabling businesses and people to easily access and promptly capture information about the domestic and international integration.
d) Strengthening and diversifying the methods to provide information about the international economic integration for localities and businesses.
III. IMPLEMENTATION ORGANIZATION
1. On the basis of contents of essential tasks in this action Program and assigned functions and duties, the Ministers, Heads of ministerial agencies, Heads of government-attached agencies, Chairman of People’s Committee of provinces and centrally-run cities will direct the development of action Program of the Ministries, sectors and localities and on that basis, specify the tasks in the annual work plan. For tasks not implemented under the schemes and programs, they must be deployed immediately to ensure timely and effective implementation of the contents of the action Program.
2. Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairman of People's Committees of provinces and centrally-run cities should focus on directing and strengthening inspection and urging the implementation of this action Program and make annual report to the Prime Minister on the implementation.
3. During the implementation of this action Plan, if deemed necessary to amend and supplement the specific contents of the Program, the Ministries, sectors and localities should report to the Prime Minister for consideration and decision.
4. The Minister of Industry and Trade, Minister, Chairman of the Government Office, based on functions and duties assigned to monitor and urge the implementation of this action Program of the Ministries, sectors and localities and business community and make periodic reports and recommendations to the Government and the Prime Minister on necessary measures to ensure the program is implemented effectively and consistently. /.
