DECISION

ON ESTABLISHMENT OF CONSTRUCTION STEERING COMMITTEE OF THE NEW WORKING BUILDING OF THE MINISTRY OF CONSTRUCTION

MINISTER OF CONSTRUCTION

Pursuant to the Decree No.17/2008/ND-CP dated 04/02/2008 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to the Decree No.12/2009/ND-CP dated 12/02/2009 of the Government on management of investment projects in work construction and the Decree No.83/2009/ND-CP dated 15/10/2009 of the Government on amending, supplementing a number of Articles of Decree No.12/2009/ND-CP dated 12/02/2009;

Pursuant to the Official Dispatch No.1877/TTg-KTN dated 20/10/2011 of the Prime Minister on the policy of investment in construction of new working building of the Ministry of Construction;

Pursuant to Decision No.919/QD-BXD dated 24/10/2011 of the Minister of Construction on assignment of the Project Management Unit of construction investment of the National Museum of History as the project owner of the new working building of the Ministry of Construction;
At the proposal of the Director of the Project Management Unit of construction investment of the National Museum of History and the proposal of the Director of Personnel Organization,

DECIDES:

Article 1. To establish the Steering Committee of building new working building of the Ministry of Construction (hereinafter referred to as the Steering Committee), consisting of the following members:

1. Mr. Cao Lai Quang, Vice Minister - Head;

2. Mr. Nguyen Dinh Toan, Deputy Minister - deputy head;

3. Mr. Bui Pham Khanh, Deputy Minister - deputy head;

4. Mr. Le Anh Dung, Chief of the Ministerial Office - Member;

5. Mr. Tran Thanh Ha, Director of Planning - Finance - Member;

6. Mr. Ngo Minh Man, Director of Personnel Organization - Member;

7. Mr. Tran Ngoc Thien, Director of Management of Construction Activities - Member;

8. Mr. Vuong Anh Dung, Director of Architecture, Construction Planning - Member;

9. Mr. Le Quang Hung, Director of the State Appraisal for quality of construction projects - Member;

10. Mr. Nguyen Quang Nam, Director of the Project Management Unit of construction investment of the National Museum of History, project owner - Member.

Depending on the real situation and requirements to implement the project, structure and composition of the Steering Committee may be changed accordingly. The change of structure and composition of the Steering Committee shall be decided by the Minister of Construction.

Article 2. Tasks of the Steering Committee:

1. To direct the implementation of construction investment project of new working building of the Ministry of Construction.

2. To direct the proposal of mechanisms and specific measures during the course of preparation and performance of project, report to the minister for submitting to the competent authority to consider and decide or to the Minister for making decision under his/her authority.

3. To inspect and urge the concerned units in the implementation of the project; decide on measures to handle the problems, difficulties arising in the preparation and performance of project.

4. To direct cooperation with the domestic and foreign organizations, experts to prepare and implement the project.

5. To perform other duties assigned by the Minister of Construction.

Article 3. Operation mechanism of the Steering Committee:

1. The Steering Committee operates under the Regulation on organization and operation of the Steering Committee decided to issue by the Minister of Construction.

2. The Steering Committee’s members work under the regime of concurrently having many positions, shall receive the allowances as prescribed. Where necessary, the Head of the Steering Committee may establish a working group or put in requisition of officials and public servants, public employees in the units of the Ministry of Construction and the project owner to assist the Steering Committee.

3. Operational fund of the Steering Committee shall be deducted from the fund of project management which has been approved by competent authorities.

4. The Documents of the Steering Committee signed by the head or deputy head use the seal of the Ministry of Construction; the documents of the Steering Committee signed by Members as the Director of the Project Management Unit of construction investment of the National Museum of History use the seal of the Project Management Unit.

Article 4. This Decision takes effect from its signing.

Chief Office of the Ministry, Director of Personnel Organization, Director of Project Management Unit of construction investment of National Museum of History, Head and members of the Steering Committee, heads of concerned agencies and units shall implement this Decision./.
