DECISION

APPROVING THE MASTER PLAN ON DEVELOPMENT OF VIETNAM'S ROAD TRANSPORTATION UP TO 2020, WITH ORIENTATIONS TOWARD 2030

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Minister of Transport,

DECIDES:

Article 1. To approve the master plan on development of Vietnam's road transportation up to 2020. with orientations toward 2030. with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. Road transportation constitutes an important part of socio-economic infrastructure and should therefore receive prioritized development investment to create a prerequisite as well as a momentum for socio-economic development, serve national industrialization and modernization, help accelerate regional and international economic integration, and contribute to maintaining defense and security.

2. To develop road transportation in a rational, synchronous and sustainable manner under a uniform planning, with the ramification and decentralization to and cooperation and linkage between modes of transportation suitable to geographical conditions, thereby forming an uninterrupted and effective transport network.

3. To concentrate resources on upgrading the existing road system according to technical standards; to accelerate the construction of the North-South Expressway and key trunk expressways under the approved planning; to attach importance to the management and maintenance of existing infrastructure facilities in order to make the best use of their capacity.

4. To develop the outbound road system closely linked with the inbound road system in order to take the initiative in regional and international cooperation and integration.

5. To rapidly develop bus transportation in big cities, especially in Hanoi capital and Ho Chi Minh City; to develop static traffic facilities and road works accessible to road users with disabilities; to control the increase of personal means of transport; and to curb traffic congestion and ensure urban traffic order and safety.

6. To develop local transportation to meet the needs of agricultural and rural industrialization and modernization; to link local transportation networks with the national transportation network to ensure their a transferability and uninterruptedness and reduce transport costs to a reasonable level affordable to a majority of population.

7. To intensify the application of scientific and technical advances, modern technologies and new materials to designing, construction and operation of road transportation works with a view to mitigating environmental pollution and saving energy. To attach importance to the development of human resources for the transport sector's development needs.

8. To attract all economic sectors' investment in developing road infrastructure facilities; to mobilize to the utmost all resources, especially domestic ones, for development investment. Road users are obliged to pay tolls for maintenance of and reinvestment in road infrastructure facilities.

9. To reserve adequate land areas for development of road infrastructure facilities and assurance of traffic safety corridors. To make the protection of traffic works and assurance of road traffic order and safety a responsibility of local administrations at all levels, branches, entire society and each citizen.

II. DEVELOPMENT OBJECTIVES

1. From now to 2020

- To meet the needs for cargo and passenger transportation of good quality and at reasonable costs, ensuring safely and convenience of transportation, controlling and eventually reducing traffic accidents and environmental pollution; to bring into play the advantages of high mobility and efficiency of road transportation within short distances, with a view to collecting goods and creating goods sources for other modes of transportation. Some specific targets are as follows:

+ A total of 5.5 billion transported passengers or 165.5 billion in-transit passengers.

+ A total of 760 million tons of transported cargoes or 35 billion tons of in-transit cargoes.

+ A total of 2.8-3 million automobiles of all kinds.

- To upgrade the existing road system according to technical standards; to make intensive investment in a number of important works to raise the clearance capacity; to start as soon as possible the construction of the expressway system under planning, especially the North-South Expressway, and vigorously develop urban transportation.

Specific targets:

+ To build 24 expressways and expressway sections (including urban belt roads) with a total length of 2,381 km.

+ To upgrade 100% of national highways according to technical standards.

+ To complete the building of major bridges to replace 100% of weak bridges on national highways.

+ To asphalt or concrete 100% of provincial roads.

+ Land for building urban road infrastructure will account for an average 16-26% of total areas for urban construction.

+ 100% of communes and commune clusters will have asphalted or concreted motorways to their centers, except those with exceptionally difficult terrains or geographical conditions. All footbridges will be eliminated.

2. Orientations toward 2030

- To meet social needs for fast, smooth, safe and quality transportation and transportation services up to international standards; to combine road transportation with other modes of transportation, especially at depots for transshipment of long-distance passengers to urban transport vehicles.

- To improve and substantially modernize the road traffic infrastructure network; to further build expressways, expressway sections, urban roads and belt roads.

III. DEVELOPMENT PLANNING UP TO 2020

1. National highway system a/ North-South axis:

- National highway No. 1 from Huu Nghi Quan (Lang Son province) to Nam Can (Ca Mau province) will be 2.434 km long and improved up to standards of grade-Ill roads with 2 lanes. To expand some sections with heavy traffic into grade-II roads with 4 lanes. To replace all weak bridges and build bypass roads in urban centers: and complete the building of road tunnels through Phu Gia and Phuoc Tuong passes (Thua Thien Hue province) and Ca pass (Phu Yen province).

- Ho Chi Minh Road from Pac Po (Cao Bang province) to Dat Mui (Ca Mau province) will be 3.167 km long, of which the first phase to build the section from Hoa Lac (Hanoi) to Tan Canh (Kon Turn province) with 2 lanes has been basically completed.

The second phase of Ho Chi Minh Road will be for connecting all sections of the road from Pac Po (Cao Bang province) to Dat Mui (Ca Mau province) with 2 lanes. In this phase, efforts will be concentrated on upgrading and building sections from Pac Po to Cao Bang, Cho Moi -Binh Ca, Ngoc Thap bridge, from Tan Canh to Chon Thanh, from Chon Thanh to Due Hoa, from My An to Vam Cong (including Cao Lanh and Vam Cong bridges and the section connecting these bridges), from Rach Gia to Vinh Thuan. from Nam Can to Dat Mui to initially build the road base and macadamize the road surface for asphalting), and Dam Cung bridge.

The third phase (up to 2020) will be for completing the whole road and step by step building specific sections up to expressway standards in line with the approved planning and funding capacity.

b/ Northern region:

Radial roads:

- For national highway No. 5, to build the 110-km section from Nhu Quynh (Hung Yen province) to Dinh Vu (Hai Phong city) up to grade-II road standards with 4 lanes.

- For national highway No. 18 from Dai Phuc (Bac Ninh province) to Bac Luan (Quang Ninh province) of a length of 303 km: To complete the upgrading and expansion of Bieu Nghi - Ha Long section into a grade-II road with 4 lanes: to build Mong Duong - Mong Cai section into a grade-Ill road with 2 lanes: and to maintain other sections at current standards.

- For national highway No. 2 from Phu Lo (Hanoi) to Thanh Thuy (Ha Giang province) of a length of 310 km: To complete upgrading the highway into a grade-Ill road with 2 lanes, particularly to build sections with heavy traffic up to grade-I or grade-II road standards with 4-6 lanes.

- For national highway No. 3 from Duong bridge (Hanoi) to Ta Lung (Cao Bang province) of a length of 340 km: To complete building and upgrading the highway into a grade-Ill road with 2 lanes (with some newly built sections).

- For national highway No. 6 from Ha Dong (Hanoi) to Muong Lay (Lai Chau province) of a length of 512 km: To complete the building of Hanoi - Xuan Mai section and Hoa Binh city bypass section up to grade-I or grade-II road standards with 4-6 lanes, and to upgrade other sections up to grade-Ill road standards with 2 lanes.

- For national highway No. 32 from Hanoi to Binh Lu (Lai Chau province) of a length of 393 km: To complete the upgrading of Hanoi - Son Tay section up to grade-I or grade-II road standards with 4-6 lanes, and to upgrade other sections up to grade-Ill or grade-IV road standards with 2 lanes.

- To complete the upgrading of 21-km national highway No. 32B from Thu Cue (Phu Tho province) to Muong Coi (Son La province) into a grade-IV road with 2 lanes.

- To complete the upgrading of 97-km national highway No. 32C from Van Phu (Phu Tho province) to Au Lau (Yen Bai province) up to grade-Ill or grade-IV road standards with 2 lanes.

- To complete building and upgrading of 200-km national highway No. 70 from Dau Lo (Phu Tho province) to Ban Phiet (Lao Cai province) up to grade-Ill or grade-IV road standards with 2 lanes.

Belt ways:

- For 687-km belt road 1. including national highways No. 4A, 4B, 4C, 4D and 4E. from Quang Ninh province to Lai Chau province:

To step by step complete the upgrading of all these national highways into grade-IV roads with 2 lanes. Particularly, sections running through difficult areas will reach grade-V road standards and the section from Cao Bang through Lang Son to Quang Ninh province will reach grade-Ill road standards with 2 lanes. To consolidate national highways No. 4A, 4B, 4C, 4D and 4E into national highway No. 4.

- To complete the building and upgrading of 744-km belt road 2 being national highway No. 279 from Bai Chay (Quang Ninh province) to Tay Trang (Dien Bien province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 485-km belt road 3 being national highway No. 37 from Diem Dien (Thai Binh province) to Co Noi (Son La province) up to at least grade-IV road standards with 2 lanes in mountainous areas and grade-Ill road standards with 2 lanes in populous delta areas.

Other national highways:

- To complete the upgrading of 50-km national highway No. 18C from Tien Yen to Hoanh Mo (Quang Ninh province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of 228-km national highway No. 10 from Uong Bi (Quang Ninh province) to Hoang Hoa (Thanh Hoa province) up to at least grade-Ill road standards with 2 lanes.

- To complete the upgrading of 81-km national highway No. 38 from Bac Ninh city to Cho Dau (Ha Nam province) up to at least grade-Ill road standards with 2 lanes.

- To complete the upgrading of 108-km national highway No. 39 from Pho Noi (Hung Yen province) to Diem Dien (Thai Binh province) up to at least grade-Ill road standards with 2 lanes.

- To complete the building and upgrading of 95-km national highway No. 12B from Genh (Ninh Binh province) to Man Due (Hoa Binh province) up to at least grade-IV road standards with 2 lanes.

- To complete the building and upgrading of 2I0-km national highway No. 21 from Son Tay (Hanoi) to Hai Thinh (Nam Dinh province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 59-km national highway No. 2IB from Phu Lam (Hanoi) to Cau Ba Da (Ha Nam province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of the urban section of 25-km national highway No. 2B from Doc Lap to Tarn Dao (Vinh Phuc province) up to urban road standards and the other section, up to grade-IV road standards with 2 lanes.

- To complete the upgrading of 141-km national highway No. 2C from Son Tay (Hanoi) to Son Duong (Tuyen Quang province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of 160-km national highway No. 31 from Quan Thanh (Bac Giang province) to Ban Chat (Lang Son province) up to grade-IV road standards with 2 lanes.

- To complete the upgrading of 263-km national highway No. 34 from Ha Giang town to Khau Don (Cao Bang province) up to grade-IV road standards with 2 lanes.

- To complete the upgrading of 128-km national highway No. 3B from Na Ban (Bac Kan province) to Quoc Khanh (Lang Son province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 146-km national highway No. IB from Dong Dang (Lang Son province) to Gia Bay (Thai Nguyen province) up to grade-Ill or grade-IV road standards with 2 lanes.

- To complete the upgrading of 105-km national highway No. 43 from Gia Phu to Long Sap border gate (Son La province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 92-km national highway No. 4G from Mai Son to Song Ma (Son La province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 195-km national highway No. 12 from MaThu Lang (Lai Chau province) to Dien Bien city up to at least grade-IV road standards with 2 lanes, including a newly built 35-km section to bypass Son La hydropower reservoir.

- To maintain 20-km national highway No. 100 from Nam Cay to Phong Tho (Lai Chau province) at grade-IV road standards with 2 lanes.

- To complete the upgrading of North Thang Long - Noi Bai road of a length of 18 km into a grade-I road with 6 lanes.

- Big bridges: To complete the building of a number of big bridges, such as Nhat Tan. Vinh Thinh. Ha Hoa, etc.

c/ Central Vietnam:

- To complete the upgrading of 191-km national highway No. 217 from Do Len to Na Meo (Thanh Hoa province) up to grade-Ill or grade-IV road standards with 2 lanes.

- To complete the building and upgrading of 61-km national highway No. 47 from Nam Son to Muc Son (Thanh Hoa province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 198-km national highway No. 45 from Ria (Ninh Binh province) to Nhu Xuan (Thanh Hoa province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 122-km national highway No. 48 from Yen Ly to Que Phong (Nghe An province) up to at least grade-IV road standards.

- To complete the upgrading of 227-km national highway No. 7 from Dien Chau to Nam Can (Nghe An province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 75-km national highway No. 46 from Thanh Thuy lo Cua Lo (Nghe An province) up to at least grade-Ill road standards with 2 lanes.

- To complete the upgrading of whole national highway No. 8 from Hong Linh to Cau Treo (Ha Tinh province) of a length of 85.3 km up to at least grade-Ill road standards with 2 lanes.

- To complete the upgrading of 25-km national highway No. 8B from Hong Linh to Xuan Hai (Ha Tinh province) up to at least grade-Ill road standards with 2 lanes.

To connect national highway No. 8B to national highway No. 8A to form national highway No. 8.

- To complete the building and upgrading of 138-km national highway No. 12A from Ba Don to Cha Lo (Quang Binh province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of Vung Ang -Sung village section of a length of 63 km up to at least grade-Ill road standards with 2 lanes. To build Vung Ang port - national highway 1 section under the planning on Vung Ang industrial park.

- To complete the building and upgrading of I()9-km national highway No. 15 fromTong Dau (Hoa Binh province) to Ngoc Lac (Thanh Hoa province) up to at least grade-Ill road standards with 2 lanes.

- To complete the building and upgrading of 118-km national highway No. 9 from Cua Viet to Lao Bao (Quang Tri province) up to grade-II or grade-Ill road standards with 2-4 lanes.

- To complete the upgrading of 92-km national highway No. 49 from Thuan An (Thua Thien Hue province) to the Vietnam-Laos border up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 74-km national highway No. I4B from Tien Sa (Da Nang city) to Thach My (Quang Nam province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of 75-km national highway No. 14D from Giang to Ta Oc border gate (Quang Nam province) up to grade-Ill or grade-IV road standards with 2 lanes. To consolidate national highways 14B and 14D into national highway 14B.

- To complete the building and upgrading of 387-km national highway No. 14C from Ngoc Hoi (Kon Turn province) to Buprang (Dak Nong province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 76-km national highway No. 14E from Ha Lam to Kham Due and linked with the coastal road (Quang Nam province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 169-km national highway No. 24 from Thach Tru (Quang Ngai province) to Kon Turn town up to grade-III road standards with 2 lanes.

- To complete the upgrading of 238-km national highway No. 19 from Quy Nhon (Binh Dinh province) to Le Thanh (Gia Lai province) up to grade-III road standards with 2 lanes.

Particularly, to build the section from Quy Nhon port to national highway No. 1 up to grade-I or grade-II road standards with 4-6 lanes.

- To complete the upgrading of 192-km national highway No. 25 fromTuy Hoa (Phu Yen province) to Chu Se (Gia Lai province) up to grade-III road standards with 2 lanes.

- To complete the upgrading of 165-km national highway No. 26 from Ninh Hoa (Ninh Thuan province) to Buon Ma Thuot (Dak Lak province) up to grade-III road standards with 2 lanes or grade-IV road standards for sections running through difficult areas. Particularly, to build national highway No. 26B from national highway No. 1 to Hyundai Vinashin shipyard up to grade-II road standards with 4 lanes. To consolidate national highways 26 and 26B into national highway No. 26.

- To complete the upgrading of 277-km national highway No. 27 from Buon Ma Thuot (Dak Lak province) to Phan Rang (Ninh Thuan province) up to at least grade-IV road standards with 2 lanes.

- To complete the building and upgrading of 194-km national highway No. 28 from Phan Thiet (Binh Thuan province) to Gia Nghia (Dak Nong province) up to at least grade-IV road standards with 2 lanes.

- To complete 667-km Truong Son Dong road from Thach My (Quang Nam province) to Da Lat (Lam Dong province) up to at least grade-IV or grade-V road standards.

- To complete the upgrading of 89-km national highway No. 49B from Quang Loi to Chan May (Thua Thien Hue province) up to at least grade-IV road standards with 2 lanes.

- To complete the upgrading of 18-km national highway No. 24B from Sa Ky port to national highway No. 1 (Quang Ngai province) up to grade-Ill road standards with 2 lanes.

- To complete the upgrading of 21-km national highway No. 40 from Ngoc Hoi to Bo Y border gate (Kon Turn province) up to grade-Ill road standards with 2 lanes.

- To build the urban section of 35-km national highway No. ID from Quy Nhon (Binh Dinh province) to Song Cau (Phu Yen province) under the urban road planning and to maintain the other section at grade-Ill road standards with 2 lanes.

- To complete the upgrading of 17-km national highway No. IC from national highway No. 1 to Nha Trang city (Khanh Hoa province) into a 4-lane road.

- To complete the upgrading of 53-km national highway No. 27B from Ninh Binh (Ninh Thuan province) to Hoa Dien (Khanh Hoa province) up to grade-Ill road standards with 2 lanes.

d/ Southern region

Southeastern region:

- To complete the expansion and upgrading of 74-km national highway No. 51 from Bien Hoa (Dong Nai province) to Vung Tau (Ba Ria -Vung Tau province) up to grade-I road standards with 6 lanes.

- To complete the upgrading of 230-km national highway No. 55 from Ba Ria (Ba Ria -Vung Tau province) to Bao Loc (Lam Dong province) up to grade-Ill road standards with 2 lanes.

- To maintain 51-km national highway No. 56 from Tan Phong (Dong Nai province) to Ba Ria (Ba Ria - Vung Tau province) at grade-Ill road standards with 2 lanes.

- To maintain 58-km national highway No. 22 from Ho Chi Minh City to Moc Bai (Tay Ninh province) at grade-I or grade-II road standards with 4-6 lanes.

- To complete the upgrading of 183-km national highway No. 22B from Go Dau to Xa Mat (Tay Ninh province) up to grade-Ill road standards with 2 lanes or grade-II road standards with 4 lanes.

- To maintain 143-km national highway No. 13 from Ho Chi Minh City to Hoa Lu border gate (Binh Phuoc province) at grade-I or grade-II road standards with 4-6 lanes in the section from Binh Phuoc crossroads to Thu Dau Mot. To complete the upgrading of the section from Chon Thanh to Loc Tan up to grade-II road standards with 4 lanes and the section from Loc Tan to Hoa Lu border gate under the border-gate economic zone planning.

- To maintain 268-km national highway No. 20 from Dau Giay (Dong Nai province) to Da Lat (Lam Dong province) at grade-Ill road standards with 2 lanes.

- To build 12-km national highway No. IK from Vuon Mit T-junction, km 0. to beltway 3 of Ho Chi Minh City up to urban grade-I road standards.

- To complete the building of a number of big bridges spanning Sai Gon and Dong Nai rivers, such as Dong Nai. Hoa An. Thu Thiem 2, 3 and 4, etc.

Southwestern region:

- To complete the building and upgrading of 235-km road N1 running along the Vietnam-Cambodia border from Due Hue (Long An province) to Ha Tien (Kien Giang province) up to at least grade-IV road standards with 2 lanes.

- To complete the building and upgrading of 88-km national highway No. 50 from Ho Chi Minh City to Lo Dua (Tien Giang province) into a grade-III road with 2 lanes.

- To complete the upgrading of 77-km national highway No. 62 from Tan An to Moc Hoa (Long An province) up to grade-III road standards with 2 lanes. Particularly, to build the section running through Binh Hicp border gate under the spatial planning of the border-gate economic zone.

- To complete the upgrading of 120-km national highway No. 30 from An Huu (Tien Giang province) to Dinh Ba border gate (Dong Thap province) up to grade-III road standards with 2 lanes.

To build a new section from An Huu T-junction to Dong Thap province to link national highway No. 1 with expressways up to grade-II road standards with 4 lanes.

- To complete the upgrading of 144-km national highway No. 54 from Binh Thanh (Dong Thap province) toTra Vinh town up to grade-III road standards with 2 lanes.

- To complete the upgrading of 167-km national highway No. 53 from Vinh Long town to Tap Son (Tra Vinh province) up to grade-III road standards with 2 lanes with the Vinh Long - Tra Vinh city section reaching grade-II road standards with 4 lanes.

- To complete the upgrading of 102-km national highway No. 57 from Vinh Long town to Thanh Phu (Ben Tre province) up to grade-III road standards with 2 lanes.

- To complete the building and upgrading of 115-km national highway No. 60 from My Tho (Tien Giang province) to Soc Trang town up to grade-III road standards with 2 lanes.

- To complete the upgrading of 96-km national highway No. ('I from Cai Tac (Huu Giang province) to Rach Soi (Kien Giang province) up to grade-III road standards with 2 lanes.

- To complete the building and upgrading of 115-km national highway No. 63 from Chau Thanh (Kien Giang province) to Ca Mau city up to grade-III road standards with 2 lanes.

- To complete the building and upgrading of 217-km national highway No. 80 from My Thuan (Vinh Long province) to Ha Tien (Kien Giang province) up to at least grade-III road standards with 2 lanes.

- To build a new section from Lo Te to Rach Soi, running in parallel with national highway No. 80 to the east initially up to grade-III road standards with 2 lanes and subsequently up to grade-I or grade-II road standards with 4-6 lanes.

- To complete the upgrading of 142-km national highway No. 91 from Can Tho to Tinh Bien (An Giang province) up to grade-III road standards with 2 lanes.

- To complete the building of a 140-km road to the south of Hau river into a grade-III road with 2 lanes.

- In the near future, to complete the building of Quan Lo - Phung Hiep road of a length of 150 km into a grade-Ill road with 2 lanes and to build it into a section of the North-South axial expressway by 2020.

- To complete the upgrading of 13-km national highway No. 91B up to urban road standards.

- To complete the building of a number of big bridges, such as Can Tho, Due Hue, Cao Lanh. Vam Cong, Ham Luong. Co Chien and Dai Ngai (on national highway No. 60) and Dinh Khao (on national highway No. 57).

To expand sections of all national highways running through urban areas and populous areas in line with approved planning. To build bypass sections in urban areas when necessary. To study the upgrading of a number of roads into national highways to meet practical needs and criteria of national highways specified in the Law on Road Traffic.

2. Expressways

To rapidly develop a region-based expressway network under the approved planning as follows:

The North-South expressway will consist of 2 routes of a total length of 3.262 km. including:

- The eastern North-South route from Hanoi to Can Tho province, which will be around 1.941 km long with 4-8 lanes.

- The North-South route west of Ho Chi Minh Road, from Phu Tho province to Kien Giang province, which will be around 1.321 km long with 4-6 lanes.

The northern expressway network will consist of 7 radial routes linked with Hanoi capital of a total length of around 1.099 km. including:

- Lang Son - Bac Giang - Bac Ninh expressway, 130 km long with 4-6 lanes.

- Hanoi city - Hai Phong expressway, 105 km long with 4-6 lanes.

- Hanoi city - Viet Tri - Lao Cai expressway, 264 km long with 4-6 lanes.

- Noi Bai - Ha Long - Mong Cai expressway, 294 km long with 4-6 lanes.

- Hanoi city - Thai Nguyen - Cho Moi (Bac Kan province) expressway 90 km long with 4-6 lanes.

- Lang - Hoa Lac - Hoa Binh expressway. 56 km long with 4-6 lanes.

- Ninh Binh - Hai Phong - Quang Ninh expressway. 160 km long with 4 lanes.

The expressway network in Central Vietnam and the Central Highlands will consist of 3 routes of a total length of 264 km. including:

- Hong Linh - Huong Son expressway in Ha Tinh province. 34 km long with 4 lanes.

- Cam Lo - Lao Bao expressway, 70 km long with 4 lanes.

- Quy Nhon - Pleiku expressway. 160 km long with 4 lanes.

The southern expressway network will consist of 7 routes of a total length of around 984 km, including:

- Bien Hoa - Vung Tau expressway. 76 km long with 6 lanes.

- Dau Giay - Da Lat expressway. 209 km long with 4 lanes.

- Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway (in the direction of Ho Chi Minh Road), 69 km long with 6-8 lanes.

- Ho Chi Minh City - Moc Bai expressway, 55 km long with 4-6 lanes.

- Chau Doc - Can Tho - Soc Trang expressway, 200 km long with 4 lanes.

- Ha Tien - Rach Gia - Bac Lieu expressway. 225 km long with 4 lanes.

- Can Tho - Ca Mau expressway, 150 km long with 4 lanes.

The system of high-speed belt roads of Hanoi and Ho Chi Minh City

In Hanoi: 56-km beltway 3; and 125-km beltway 4 with 4-6 lanes.

In Ho Chi Minh City: 83-km beltway 3 with 6-8 lanes.

Beltway 5 in Hanoi and beltway 4 in Ho Chi Minh City which function to link future satellite towns will be studied and adjusted to suit practical conditions.

3. Coastal road

The coastal road from Quang Ninh province to Kien Giang province will be around 3,127 km long, to serve socio-economic development and tourism in coastal areas, and contribute to preventing, combating and mitigating natural disasters, maintaining security and defense, and eradicating hunger and alleviating poverty. This road will be formed on the basis of existing roads, sea dikes and defense roads and newly built ones.

To step by step restore, upgrade or build 2-lane sections to meet social needs. Sections running through urban centers, economic zones and tourist resorts must be of sizes in line with approved planning.

4. Road along the borderline

The road along the borderline will be formed along the border with China, Laos and Cambodia, from Quang Ninh province to Kien Giang province, and around 4.432 km long.

The building of this road will contribute to promoting socio-economic development, hunger eradication and poverty alleviation in border areas, protecting national sovereignty and security, and social order and safety.

To step by step connect all sections and complete the building of the whole road up to grade-IV or grade-V road standards. Sections running through areas with complex terrains and difficult conditions will reach grade-VI road standards while those running through populous areas will be grade-III roads with 2 lanes.

5. Planning on development of the provincial road system

The provincial road system will be developed according to the following orientations:

To restore and upgrade provincial roads up to at least grade-IV delta road standards or grade-IV or grade-V mountainous road standards. Sections running through urban centers will be in line with the approved planning.

To upgrade a number of important provincial roads into national highways and a number of important district roads into provincial roads. To renovate existing routes or open new ones in areas where necessary.

6. Urban road transportation

The planning on development of urban road transportation must be in line with the planning on urban spatial and architectural development.

The urban road transportation system shall be developed in a uniform, balanced and synchronous manner and compatible with regional, national and international transportation networks.

To build city outbound and inbound trunk roads and interchanges at big crossroads and urban bypass sections to form urban belt roads.

To build car terminals and parks up to social needs.

In Hanoi city:

- To complete the renovation and expansion of existing radial national highways with 4-6 lanes: to build expressways in parallel with national highways with heavy traffic.

- To complete the building of beltway 2 into an urban road with 4-8 lanes.

- To build beltway 3 with 6-8 lanes and an outbound beltway (beltway 4) with 6-8 lanes and a planned limit width of 100-200 m. To form a beltway to link satellite towns (beltway 5).

- To complete the building of bridges spanning Hong river such as Thanh Tri. Vinh Tuy. Nhat Tan, Hong Ha. Me So. Vinh Thinh and Tu Lien, which will have 6-8 lanes.

- To complete the building of bridges spanning Duong river such as Dong Tru, Thach Cau, new-Duong. Phu Dong II and Duong on beltway 4, which will have 4-8 lanes.

- By 2020, mass transit by bus will account for 25% of the total road transportation.

In Ho Chi Minh City:

- To renovate and upgrade radial national highways. Particularly, to upgrade the belt 2 and belt I section of national highway No. 50 into urban roads. To build new sections in parallel with this highway. To build new Dong Nai bridge.

- To build expressways of Bien Hoa - Vung Tau; Ho Chi Minh City - Long Thanh - Dau Giay; Dau Giay - Da Lat: Ho Chi Minh City - Thu Dau Mot - Chon Thanh; Ho Chi Minh City -Moc Bai; and Ho Chi Minh City - Trung Luong - Can Tho: and the Ho Chi Minh City - Nhon Trach regional expressway in the south.

- To build urban beltways into grade-I urban roads; to form beltways 3 and 4.

- To complete the building of inner-city thoroughfares.

- To build the system of interconnected overhead urban roads.

- To build big bridges and tunnels crossing rivers, such Binh Khanh bridge over Nha Be river; Phuoc Khanh bridge over Long Tau river; Phuoc An bridge over Thi Vai river; Thu Bien bridge (on beltway 4), Hoa An, Long Thanh and Nhon Trach bridges (on beltway 3) over Dong Nai river: and Phu Thuan (on a beltway 4), Binh Goi (on beltway 3). Phu Long bridge (provincial road No. 12). Tarn Binh and Binh Loi 2 (on belt way 1), Binh Quoi (to Thanh Da peninsula). Sai Gon 2 and Thu Thiem 2. 3 and 4 bridges and Thu Thiem tunnel crossing Sai Gon river.

- To well organize and manage urban mass transit; to strive that mass transit by bus will satisfy 15% of the total road transportation need.

7. Rural transportation

- To mobilize all resources for developing rural transportation, with priority given to building of motor roads to all commune centers, except those meeting with exceptional difficulties due lo their terrains or geographic conditions.

- All district and commune roads will be usable all year round. The hard-surface roads will account for 95%, of which concreted or asphalted ones will account for 50%.

- All district roads will reach grade-IV or grade-V road standards. Commune roads will be up to class-A rural road standards.

- All district and commune roads will be regularly maintained.

- All footbridges in the Mekong River delta will be eliminated.

- Intra-field transportation will be developed to meet the requirements for industrialization of agricultural production and harvesting.

8. Planning on development of road transportation

A total of 5.5 billion transported passengers or 165.5 billion of in-transit passengers, an annual growth of 11.2% in the number of in-transit passengers.

A total volume of 759.5 million tons of transported cargoes or 35 billion tons of in-transit cargoes, an annual growth of 7.5% in in-transit tons.

- Road motor vehicles will satisfy EURO IV-equivalent environmental standards.

- Mass transit by bus in Hanoi and Ho Chi Minh City will account for 15-25% of the total road transportation volume.

9. Planning on development of road vehicles

a/ Automobiles

By 2020, there will be 2.8-3 million automobiles nationwide, of which 50%, 17% and 33% will be privately owned cars, passenger cars and trucks, respectively.

b/ Motorcycles

To control the increasing number of motorcycles nationwide with administrative, economic and technical measures. Motorcycles will be used mainly in rural areas and localities where mass transit services are unavailable. By 2020, there will be 34-36 million motorcycles nationwide.

c/ Terminals and parks

To improve the planning on car terminals of sizes suitable to the number of passengers, especially in traffic hubs. To prioritize investment in major car terminals in such big cities as Hanoi. Ho Chi Minh. Da Nang, Hai Phong. Hue. Nha Trang and Can Tho.

To reserve adequate land areas for building car parks and underground or overhead car terminals in big cities.

To improve the planning and complete the building of stopovers on long-distance transportation routes, especially national highways. The distance between two consecutive stopovers will be some 200-300 km.

10. Assurance of traffic safety

- To strive for the target of annual reduction of 5-7% of traffic death tolls.

- To perfect the road traffic law system and strengthen the organizational structures of transport management agencies from central to local levels. To raise the effectiveness of public propaganda, dissemination and education, and concurrently enhance the coercive enforcement, of the law on traffic order and safety.

- To develop road infrastructure facilities, assure traffic safety corridors and appraise traffic safety conditions of works. The connection of these infrastructure facilities and works with national highways must comply with regulations to assure traffic safety.

- To invest in the traffic safety surveillance system and traffic control and operation center up to modern standards.

- To raise the quality of training, test and management of vehicle drivers and inspection of road motor vehicles.

- To enhance rescue and salvage work to mitigate damage caused by road traffic accidents.

11. Environmental protection and land used for road transportation

a/ Environmental protection

To perfect environmental protection standards and regulations applicable to building and operation of road traffic works and transportation. To enhance propaganda, dissemination and education and enforcement of the law on environmental protection.

To conduct environmental assessment right from the planning stage. To closely supervise the observance of environmental protection regulations by construction or exploitation projects and industrial establishments in order to minimize adverse impacts on the environment.

Traffic works and vehicles must technically and qualitatively meet environmental protection requirements.

b/ Land use needs

The total area additionally needed for development of the national highway network up to 2020 will be around 3.200 ha, of which 2.200 ha is currently used for agriculture. If areas for protection corridors of national highways are included, the total area will be around 57,200 ha.

By 2020, the total area needed for development of expressways, including their protection corridors, will be around 41,100 ha. of which 38.200 ha will be additionally used and 2.900 ha are currently used for agriculture.

12. Needs for investment capital to develop road infrastructure facilities

a/ Construction investment capital

Capital needed for investment in construction of road infrastructure facilities by 2020 is estimated as follows:

- For national highways: around VND 160.3 trillion, an average of VND 13.4 trillion per year.

- For Ho Chi Minh Road: around VND 60 trillion for the second phase to connect all sections of the road from Cao Bang to Ca Mau.

- For expressways: around VND 350 trillion, an average of VND 29.16 trillion per year.

- For coastal roads: around VND 14.5 trillion, an average of VND 1.2 trillion per year.

- For provincial roads: around VND 120 trillion, an average of VND 10 trillion per year.

- For urban road transportation in Hanoi capital and Ho Chi Minh City: around VND 278.5 trillion, an average of VND 23,204 billion per year.

- For rural transportation: around VND 83.3 trillion, an average of VND 7 trillion per year.

b/ Capital for maintenance

- Capital needed for maintenance of the centrally run road system by 2020 is estimated as follows:

- For national highways: around VND 52.5 trillion, an average of VND 4.5 trillion per year.

- For expressways: around VND 8 trillion, an average of VND 267 billion per year.

13. Mechanisms and policies for development of road transportation

a/ To encourage capable entities of economic sectors to conduct road transportation business and provide support services.

b/ To create a fair and healthy competitive environment without discrimination for all economic sectors engaged in transportation business and provision of transportation support services through bidding in order to raise the quality of transportation and support services.

c/ To assist transportation enterprises operating in difficult areas with incentive mechanisms and policies; to adopt policies to prioritize the development of mass transit and control the use of privately owned vehicles in big cities.

d/ To raise investment capital from the state budget, issue governmental bonds and concentrate ODA capital on investment in road infrastructure facilities.

e/ To mobilize all domestic and overseas resources and resources of all economic sectors for investment in various forms, such as build-operate-transfer (BOT), build-transfer-operate (BTO), public-private partnership (PPP) and issuance of project bonds. To quickly set up the road maintenance fund.

f/ To revise the system of legal documents, standards, regulations, norms and quotas to suit international practice, those of regional countries and practical conditions of Vietnam.

g/ To concentrate on training scientific and technological cadres and skilled workers for designing, project formulation and management and work construction and management; to carry out training and retraining programs and diversify forms and raise quality of professional training in road transportation.

Article 2. Organization of implementation

1. The Ministry of Transport shall assume the prime responsibility for. and coordinate with concerned ministries, branches and provincial-level People's Committees in. organizing the implementation of the master plan on development of Vietnam's road transportation up to 2020. with orientations toward 2030.

Based on the master plan, the Ministry of Transport shall specify and organize the implementation of the master plan, work out five-year and annual detailed plans suitable to the national socio-economic development, inspect the implementation of the master plan, and propose necessary solutions for master plan implementation to the Prime Minister for decision. It shall periodically review and appraise the master plan implementation.

2. Ministries, branches and provincial-level People's Committees shall, within the ambit of their functions, tasks and powers, coordinate with the Ministry of Transport in performing the tasks and achieving the objectives of the master plan in conformity with the implementation of their own socio-economic development plans.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies and government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decision.-
