CIRCULAR
SUSPENDING THE GRANT OF PERMITS FOR EXPORT OF FERTILIZERS ORIGINATING FROM IMPORTED SOURCES UNDER CIRCULAR NO. 04/2006/TT-BTM OF APRIL 6, 2006, OF THE MINISTRY OF TRADE (NOW THE MINISTRY OF INDUSTRY AND TRADE)

Pursuant to the Government's Decree No. 189/2007/ND-CP of December 27, 2007, defining the functions, tasks, powers and organizational structure of the Ministry- of Trade and Industry;
Pursuant to the Government's Decree No. 12/2006/ND-CP of January 23,. 2006, detailing the implementation of the Commercial Law regarding international goods trading, and goods trading agency, processing and transit with foreign parties;
The Minister of Industry and Trade provides for the export of fertilizers originating from imported sources under the Government's Decree No. 12/2006/ND-CP of January 23, 2006, detailing the implementation of the Commercial Law regarding international goods trading and goods trading agency, processing and transit with foreign parties, as follows:
Article 1. Export of fertilizers originating from imported sources
1. To suspend the grant of permits for export of fertilizers originating from imported sources prescribed at Point a. Clause 4. Section IV of Circular No. 04/2006/TT-BTM of April 6, 2006. of the Ministry of Trade (now the Ministry of Industry and Trade), guiding a number of provisions of Decree No. 12/2006/ND-CP.
2. Traders that wish to export fertilizers originating from imported sources may carry out export procedures at customs offices according to regulations without the Industry and Trade Ministry's permit. The receipt of payments for exported fertilizes shall be effected in freely convertible foreign currencies via banks.
Article 2. Effect
This Circular takes effect 45 days from the date of its signing.-
