DECISION
ON THE ADJUSTMENT AND SUPPLEMENTATION OF CAPITAL CONSTRUCTION INVESTMENT FOR THE AYUN HA IRRIGATION PROJECT
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government on the 30th of September, 1992;
Considering the proposal of the Ministry of Water Resources on the adjustment and supplementation of the economic and technical feasibility study of the Ayun Ha irrigation project (official dispatch No. 1665/TT/XDCB on the 6th of August, 1994); of the State-level Expertise Board (Official Dispatch No. 3426-UB/VPTD on the 15th of November, 1994), and the opinion of the Ministry of Construction.
DECIDES:
Article 1.- To agree to the adjustments and supplementation of the economic and technical feasibility study of the Ayun Ha irrigation project already examined by the State-level Expertise Board (official dispatch No. 3426/UB/VPTD on the 15th of November, 1994); the following requirements should be ensured:
a/ The construction of the irrigation project must be combined with the building of the rice-fields, the restructuring of cropping and animal breeding, the resettlement of people and reclamation of waste land for the building of new economic zones.
b/ The canals and ditches must be built first of all to supply water to the fields in populated areas or new settlements, not according to a rigid plan as at present, which leaves newly built canals and ditches unused.
The Ministry of Water Resources, the State Planning Committee, the Ministry of Agriculture and Food Industry, the Ministry of Labor, War Invalids and Social Affairs shall have to cooperate with and help the People's Committee of Gia Lai province to make a plan for combining the construction of irrigation works with the building of rice-fields, moving people to new settlements to reclaim waste land in order to make the best use of the Ayun Ha irrigation project.
Article 2.- To assign the Minister of Water Resources to direct the drawing up of the technical design and the total cost estimate of the project for examination under current regulations. The Prime Minister empowers the Minister of Water Resources to endorse the technical design and the total cost estimate of the adjustments and supplementations, as mentioned at Article 1.
Article 3.- The State Planning Committee and the Ministry of Finance shall have to adjust the disbursement of capital to complete the project according to the set targets, plan and tempo, and put the whole project into operation in 1996.
Article 4.- The People's Committee of Gia Lai province shall have to collaborate closely with the Ministry of Water Resources, the Ministry of Agriculture and Food Industry, and the other ministries and branches concerned in combining the construction of the irrigation project with the building of rice-fields, in moving people to new economic zones to reclaim waste land, building the project synchronously, and guiding the local people to conduct intensive farming and restructure cropping and animal breeding in order to make the best use of the Ayun Ha irrigation project.
Article 5.- The Ministers of Water Resources, Construction, Finance, Agriculture and Food Industry, Science, Technology and Environment, Labor, War Invalids and Social Affairs, the Chairman of the State Planning Committee, the Governor of the State Bank, and the President of the People's Committee of Gia Lai province shall have to implement this Decision.
