NOTICE
CONCLUSIONS MADE BY THE MINISTER, CHAIRMAN MR NGUYEN XUAN PHUC AT THE MEETING OF ACAPR
On September 26th, 2008, at the Office of Government, the Minister, Chairman Mr Nguyen Xuan Phuc held a meeting with members of the Advisory Council of Administrative Procedures Reforms (ACAPR).
After collecting opinions and comments of ACAPR members on the drat Working Regulation, tentative task assignment and key tasks of the ACAPR upto year-end, the Minister, Chairman Mr Nguyen Xuan Phuc made conclusive points including:
1. During the past time, ACAPR members have participated in ACAPR work pro-actively, intensively and responsibly, contributing to the enhanced effective operation of the Special Task Force (STF) of the Prime Minister.
2. Regarding the draft Working Regulation of ACAPR, the Secretariat is assigned to collect comments and feedback from all ACAPR members in order to more clarify responsibilities of members, the relation between the ACAPR and the Secretariat, between ACAPR and STF and among ACAPR members. Task assignment for each member is based on the principle of volunteer and relevant qualifications of that member. Upon all comments and opinions collected, the Secretariat promptly finalizes the draft working regulation and supporting documents and sends to ACAPR members before submitting for sapproval and adoption.
3. For effective and efficient implementation of tasks, ACAPR members are requested to mobilize the engagement of experts and supporting resources of their agencies/associations in carrying out study and recommending proposals to simplify administrative procedures (Aps) as required by the Council. In the coming time, the Council needs to focus on cumbersome Aps related to daily life and business operations of enterpirses reviewed by the STF.
4. In quarter IV/2008, the Council will hold several meetings with enterprises and associations to listen to their recommendations and solutions to problems related to Aps related to business operation of enterprises. In October 2008, the Council will have three workshops, one with Korean enterprises investing in Vietnam, one with Vietnam Aquaproduct Processing and Export Association and the other with Ho Chi Minh city Youth Enterprises Association.
5. ACAPR members are requested to actively set up and inform workplan and working schedule as soon as possible so that the ACAPR Chairman can decide to convene and assign members to attend. After workshops, all feedbacks, opinions and recommendations will be collected. Recommendations that have sufficient evidence will be passed to STF for consideration and processing immediately. Priority will be given to the study on proposal of several fields of Aps that are causing difficulties and pressures to enterprises and citizen
6. Regarding budget to ensure the operation of ACAPR, ACAPR members will utilize the expertise, infrastructure and budget of the association/organization they work for. In the coming time, it is agreed with the opinions from some members that the OOG will report to the Prime Minister on the allocation of state budget to ensure the operation of the Council at the minimum level. At the sane time, mobilization of fund supported by different international donors will be sped up.
7. Regular meetings of the Council will be held. The Secretariat is responsible for preparing practical and effective substance for the meetings and proposing to the Council’s Chairman. The October, 2008 meeting of the Council will be held at the end of the month with the attendance of STF and will be reported to the Prime Minister for his participation.
Upon the order by the Minister, Chairman of OOG, the OOG Department of State Management and Civil Service would like to notice to concerning agencies and units for acknowledging and implementing./.
