DECISION

ON ESTABLISHMENT OF THE ADVISORY COUNCIL OF ADMINISTRATIVE PROCEDURES REFORM

THE MINISTER, CHAIRMAN OF THE OFFICE OF GOVERNMENT

Pursuant to the Government Decree No. 33/2008/NĐ-CP dated 19 March 2008 stipulating the functions, duties, powers and organizational structure of the Office of Government;
Pursuant to the Prime Minister’s Decision No. 30/QĐ-TTg dated 10 January 2007 approving the Master Plan for Administrative Procedures Simplification in the fields of the state management for the period 2007- 2010;
Pursuant to the Prime Minister’s Decision No. 07/QĐ-TTg dated 04 January 2008 approving the Implementation Plan for the Master Plan for Simplifying Administrative Procedures in the fields of the state management for the period 2007-2010;
Pursuant to the Prime Minister’s instructions as set forth in the Office of Government’s document No. 2679/PT dated 23 April 2008 and document No. 4103/PT dated 19 June 2008;
At the proposal set forth by the Director of Department of State Administration and Civil Service Organization,

DECIDES:

Article 1. To establish the Advisory Council of Administrative Procedures Reform (hereinafter referred to as the Council) to support the Prime Minister’s Special Task Force. The Council membership shall consist of:

1. Mr. Nguyễn Xuân Phúc, Minister, Chairman of the Office of Government, to be the Chairman of the Council;

2.  Mr. Nguyễn Minh Mẫn, Director of Department of State Administration Organization and Civil Services of the Office of Government, to be the Vice Chairman of the Council;

3. Mr. Đinh Văn Ân, Director of Central Institute for Economic Research and Management, member;

4. Mr. Trần Du Lịch, Director of Hochiminh City Economic Institute, member;

5. Mr. Phạm Gia Túc, General Secretary of Vietnam Chamber of Commerce and Industry (VCCI), member;

6. Ms. Dương Thu Hương, General Secretary of Vietnam Banking Association, member;

7. Mr. Lương Văn Tự, Chairman of Vietnam Association of Coffee and Cocoa, member;

8. Mr. Lê Quốc Ân, Chairman of Vietnam Textile Association, member;

9. Mr. Nguyễn Đức Thuấn, Chairman of Vietnam Leather and Footwear Association, member;

10. Mr. Nguyễn Hữu Dũng, Vice Chairman of Vietnam Aquaproduct Processing and Export Association, member;

11. Mr. Võ Quốc Thắng, Chairman and CEO of Dongtam Joint Stock Company (Dongtam Group), member;

12. Representative of AMCHAM in Vietnam, member;

13. Representative of EUROCHAM in Vietnam, member;

14. Representative of Korea Trade and Investment Promotion Chamber (KOTRA), member;

15. Representative of the International Finance Corporation (IFC) in Vietnam, member.

Article 2. The Council shall implement its functions, responsibilities, and working relations as provided for in Appendix II of the Prime Minister’s Decision 07/QĐ-TTg dated 04 January 2008.

The Council shall dissolve once its mission has been accomplished.

Article 3. The Council shall have a supporting Secretariat. The Secretariat shall consist of officers, experts from the Office of Government’s Department of State Administration and Civil Service Organization, the Office of Government, leaded by Mr. Nguyễn Nguyên Dũng.

Article 4. This Decision shall come into force from the date of its signing. Members of the Council, its Secretariat and departments, agencies under its direct management shall be responsible for implementing this Decision./.
