CIRCULAR
ON THE LIST OF CERTIFICATES AND DOCUMENTS FOR SHIP, PUBLIC SERVICE SHIP, SUBMARINE, SUBMERSIBLE, FLOATING PRODUCTION STORAGE AND OFFLOADING UNIT, AND MOBILE OFFSHORE DRILLING UNIT IN VIETNAM
Pursuant to the Vietnam Maritime Code dated November 25, 2015;
Pursuant to the Government’s Decree No. 107/2012/ND-CP dated December 20, 2012 on the functions, tasks, powers and organizational structure of the Ministry of Transport;
Pursuant to international treaties to which Vietnam is a party;
At the request of Director General of Department of Legal Affairs, Director General of Vietnam Maritime Administration and Director General of Vietnam Register;
The Minister of Transport provides for the list of certificates and documents for ship, public service ship, submarine, submersible, floating production storage and offloading unit, and mobile offshore drilling unit in Vietnam.
Article 1. Scope
This Circular provides for the list of certificates and documents for ship, public service ship, submarine, submersible, floating production storage and offloading unit, and mobile offshore drilling unit in Vietnam that must be carried during domestic and international voyages.
Article 2. Regulated entities
This Circular shall apply to Vietnamese and foreign entities involved in the certificates and documents for ship, public service ship, submarine, submersible, floating production storage and offloading unit, and mobile offshore drilling unit in Vietnam that must be carried during domestic and international voyages.
Article 3. List of certificates and documents
1. The list of certificates and documents for ships, public service ships, submarines and submersibles in Vietnam specified in the Appendix I of this Circular.
2. The list of certificates and documents for floating production storage and offloading units, and mobile offshore drilling units in Vietnam specified in the Appendix II of this Circular.
In every period, the Ministry of Transport shall review and make amendments to the list of certificates and documents for ship, public service ship, submarine, submersible, floating production storage and offloading unit, and mobile offshore drilling unit in Vietnam in accordance with the law of Vietnam and international treaties to which Vietnam is a signatory.
Article 4. Implementation clause
1. This Circular comes into force from July 01, 2017.
2. The Decision No. 54/2005/QD-BGTVT dated October 27, 2005 of the Minister of Transport on the list of certificates and documents for ship and public service ship in Vietnam is null and void.
3. Chief of the Ministry Office, Chief of Ministry Inspectorate, General Directors, General Directors of Vietnam Maritime Administration, General Directors of Vietnam Register, heads of agencies, and relevant organizations and individuals shall be responsible for implementing this Circular./.
