CIRCULAR

PROVIDING FOR 2010 AS THE BASE YEAR REPLACING THE BASE YEAR 1994 IN ORDER TO CALCULATE CRITERIA OF MAKING STATISTICS ACCORDING TO THE COMPARATIVE PRICES

Pursuant to the the Law on Government organization of December 25, 2011;

Pursuant to Statistics Law of June 26, 2003;

Pursuant to the Government’s Decree No. 116/2008/ND-CP of November 14, 2008 defining the functions, tasks, powers and organizational structure of the Ministry of Planning and Investment;  

Pursuant to the Decision No. 54/2010/QD-TTg , of August 24, 2010 of the Prime Minister, defining the functions, tasks, powers and organizational structure of the Statistical Directorate affiliated the Ministry of Planning and Investment; 

At the proposal of the Director General of Statistical Directorate;

The Ministry of Planning and Investment provides for 2010 as the base year replacing the base year 1994 in order to calculate criteria of statistics according to the comparative prices as follow:

Article 1. To use the 2010 sale price table of agricultural, forestrial and aquatic producers (the appendix I enclosed) in order to calculate the criteria of statistics according to the comparative prices of agricultural, forestrial and aquatic sectors.

Article 2. To use the system of price indexes in order to calculate the criteria according to the comparative prices in the 2007 Vietnam economic system except agricultural, forestrial and aquatic sectors

1. The system of price indexes in order to calculate the criteria according to the comparative prices includes:

- The consumer price indexes;

- The living price indexes according to space;

- The price indexes of fuels and materials for production;

- The production price indexes;

- The construction price indexes;

- The real estate price indexes;

- The price indexes of export goods;

- The price indexes of import goods.

2. The formula to calculate price indexes

General formula:

I^t->0: The price index of the report term t in comparison with the base year 2010;

P_t: Price of the report term t;  

P₀: Price of the base year 2010;

W₀: The weight to fix the base year 2010.

_: The price index of the commodity heading j of the report period t in comparison with the previous period t-1;

: The price index of the commodity heading j of the period before the report period in comparison with the base year 2010;

: The weight of commodity heading j in 2010.

4. Calculation of statistical criteria according to the comparative price by method using the price index system

4.1. Value of industrial and construction production

Value of industrial and construction production of the report year according to the comparative price of the base year 2010 () is calculated under the formula (1) as follows:

When make specific calculation, need pay attention to:

- For value of industrial production:  Using the indexes of product sale prices of industrial producers of report year in comparison with the base year 2010.

- For value of construction production:  Using the consumer price index of the report year in comparison with the base year 2010 for building materials heading.

4.2. Value of wholesale commercial production

Value of wholesale commercial production of the report year according to the comparative price of the base year 2010 () is calculated under the formula (2) as follows:

4.3. Value of retail commercial production

Value of retail commercial production of the report year according to the comparative price of the base year 2010 () is calculated under the formula (3) as follows:

Of which:

4.4. The production value of sectors:  (i) repair of cars, motorcycles and motorbikes and other motorized vehicles; (ii) catering services; (iv) information and communication; (v) dwelling houses of self-possessing and residing; (iv) administrative activities and support services;(vii) education and training; (viii) health and activities of social assistance; (ix) arts and entertainments

The production value of the report year according to the comparative price of the base year 2010 of sectors stated in item 4.4 of this Circular (GTSX^SS2010) is calculated under the formula (4) as follows:

When make specific calculation, need pay attention to:

- For the production price of repair of cars, motorcycles and motorbikes and other motorized vehicles: Using the average consumer price index of the report year in comparison with the base year 2010 of the heading of repair services of equipment, household appliances and means of travel.

- For production value of accommodation service:  Using the average consumer price index of the report year in comparison with the base year 2010 of the heading of hotel and motel.

- For production value of catering service:  Using the average consumer price index of the report year in comparison with the base year 2010 of the headings of foods, catering services and drinks.

- For the production value of information and communication: Using the indexes of production prices of report year in comparison with of the 2010 information and communication.

- For production value of dwelling houses of self-possessing and residing:  Using the average consumer price index of the report year in comparison with the base year 2010 of the heading of hired dwelling houses.

- For production value of administrative activities and support services:  Using the average consumer price index of the report year in comparison with the base year 2010.

- For the production value of education and training: Using the average consumer price index of the report year in comparison with the base year 2010 of the education service heading.

- For production value of health and activities of social assistance:  Using the average consumer price index of the report year in comparison with the base year 2010 of the heading of medical, health care and non-concentrated social assistance.

- For the production value of arts and entertainments: Using the average consumer price index of the report year in comparison with the base year 2010 of the heading of culture, sports and entertainments.

4.5. The production value of goods and passenger transport  

The productin value of goods and passenger transport of the report year according to the comparative price of the base year 2010 () is calculated under the formula (5) as follows:

When make specific calculation, need pay attention to:

- For the production value of goods transport:  Using the production value of goods transport and indexes of goods freights of report year in comparison with the base year 2010.

- For the production value of passenger transport:  Using the production value of passenger transport and indexes of passenger freights of report year in comparison with the base year 2010.

4.6. The production value of sectors:  (i) real estate business not including the value of dwelling houses of self-possessing and residing; (ii)   financial, bank and insurance activities; (iii) activities of the Party, socio-political organizations; state management, national defense, forcible social security; (iv) expert in science and technology; (v) hiring jobs in households; (vi) international organizations and agencies; and (vii) other services  

The production value of the report year according to the comparative price of the base year 2010 of sectors stated in item 4.6 of this Circular (GTSX^SS2010) is calculated under the formula (6) as follows:

4.7. Gross domestic products

Gross domestic products of the report year in comparison with the base year 2010 (GDP^SS2010) is calculated  under two ways respective with two formulas (7a) and (7b) as follows:

- The production value according to the comparative price of the base year 2010 of sectors defined in items from 4.1 to 4.6 of this Circular.

- The Intermediate costs according to the comparative price of the base year 2010 are calculated as follows:

- The import tax of the report year according to the comparative price of the base year 2010 is calculated as follows

4.8. Green gross domestic products

Green gross domestic products of the report year in comparison with the base year 2010 () is calculated under the formula (8) as follows:

Of which: Expenses to eliminate waste, consume natural resources of economic activities, include:

- Expenses to eliminate waste from production and consumption activities which need be eliminated.

- The production value of exploitation sectors.

- Expenses of land use.

4.9. Accumulation of gross assets

Accumulation of gross assets of the report year in comparison with the base year 2010 based on asset type is calculated under the formula (9) as follows:

4.10. The annual net production accumulation

Accumulation of net assets of the report year in comparison with the base year 2010 is calculated under the formula (10) as follows:

Of which: Depreciation of fixed assets according to the comparative price of the base year 2010 is calculated from the Depreciation rate of fixed assets according to the current price in comparison with total fixed assets according to the current price and value of fixed assets according to the comparative price.

4.11. The final consumption of state

The final consumption of state of the report year in comparison with the base year 2010 is calculated under the formula (11) as follows:

4.12. Holdhouse final consumption

a) The household final consumption due to expenditure for buying products, goods and services in the market from the family budget according to the comparative price of the base year 2010 is calculated under the formula (12a) as follows:

b) The household final consumption from self-sufficient products according to the comparative price of the base year 2010 is calculated under the formula (12b) as follows:

c) The household final consumption enjoyed  without charge according to the comparative price of the base year 2010 is calculated under the formula (12c) as follows:

4.13. National income

National income of report year in comparison with the base year 2010 is calculated under the formula (13) as follows:

4.14. National disposable income

National disposable income of report year in comparison with the base year 2010 is calculated under the formula (14) as follows:

4.15. The consumption and increase/decrease of energy consumption for production in comparison with the gross domestic products

The consumption and increase/decrease of energy consumption for production in comparison with the gross domestic product of the report year comparing to the base year 2010 is calculated under the formula (15) as follows:

4.16. The investment capial for development of whole society

a) The investment capial for development of whole society of the report year compared to the base year 2010 is calculated under the formula (16a) as follows:

bThe investment capital for capital construction of the report year according to the comparative price of the base year 2010 is calculated under the formula (16b) as follows:

c) The performance capital of foreign investment projects according to the current price by VND is calculated under the formula (16b) as follows:

d) The import equipment (machines, equipment) for calculation to convert the import valuation of machines, equipment from the current price into the comparatice price is calculated according to the formula (16d) as follows:

4.17. Revenue of accommodation and catering, transport, warehousing and transport support, postal, express and telecommunication, tourist services  

Revenue of accommodation and catering, transport, warehousing and transport support, postal, express and telecommunication, tourist services of the report year in comparison with the base year 2010 is calculated under the formula (17) as follows:

4.18. Expenditure of international guests coming Vietnam

Expenditure of international guests coming Vietnam of report year in comparison with the base year 2010 is calculated under the formula (18) as follows:

4.19. Value of import and export goods

Value of import and export goods of report year in comparison with the base year 2010 is calculated under the formula (19) as follows:

4.20. Average income per capita 1 month

Average income per capita 1 month of the report year in comparison with the base year 2010 is calculated under the formula (20) as follows:

4.2.1. Average expenditure per capita 1 month

Average expenditure per capita 1 month of the report year in comparison with the base year 2010 is calculated under the formula (21) as follows:

Article 3. Provision on convert into the base year 2010

Calculation to convert the value of criteria of the report period according to the price of base year 1994 to the price of base year 2010 is calculated under the formula (22) as follows:

Article 4. Subject of implementation

1. Organizations assigned to compile the statistic criteria according to the comparative price in the national statistic criteria system, provincial, district and communal - level statistic criteria systems and the Ministry or sector statistic criteria systems, include:

a) The Statistical Directorate;

b) The statistical organizations of Ministries, Ministerial-level agencies, Governmental agencies, other agencies in central, People’s Committees at all levels 

2. Organizations, individuals using statistical criteria according to the comparative price.

Article 5. The implementation responsibility 

1. Organizations, individuals in Article 4 shall implement in accordance with this Circular.

2. The Statistical Directorate shall inspect, supervise the implementation of this Circular.

Article 6. Effect

1. This Circular takes effect on June 01, 2012 and replaces the Decision No. 192 TCTK/TH, of August 07, 1995 of the Director General of Statistical Directorate, on issuing the 1994 fixed price table.

2. In the course of implementation, any arising problems should be reported to the Ministry of Planning and Investment (the Statistical Directorate) for timely consideration and correction.
