CIRCULAR
REGULATING MANAGEMENT OF IMPORT TARIFF RATE QUOTA WITH RESPECT TO ITEMS SUCH AS SALT AND POULTRY EGG IN 2015
Pursuant to the Government’s Decree No. 95/2012/NĐ-CP dated November 12, 2012 defining the functions, tasks, entitlements and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 187/2013/NĐ-CP dated November 20, 2013 detailing the implementation of the Law on international goods sale and purchase and goods sale, purchase, processing and transit agency activities with foreign countries;
Pursuant to the Circular No. 04/2014/TT-BCT dated January 27, 2014 of the Minister of Industry and Trade detailing the implementation of a number of articles of the Government’s Decree No. 187/2013/NĐ-CP dated November 20, 2013 detailing the implementation of the Law on international goods sale and purchase and goods sale, purchase, processing and transit agency activities with foreign countries;
According to the meeting with the Ministry of Agriculture and Rural Development and the Ministry of Finance; At the request of Director General of Import- Export Department;
The Minister of Industry and Trade promulgates the Circular regulating management of import tariff rate quota with respect to goods items such as salt and poultry egg in 2015.

Article 2. Management principles
1. Article 1. Tariff rate quota in 2015
Import tariff rate quota for salt and poultry egg is allocated according to the Circular No. 04/2014/TT-BTM dated January 27, 2014 of the Minister of Industry and Trade detailing the implementation of a number of articles of the Government’s Decree No. 187/2013/NĐ-CP dated November 20, 2013 detailing the implementation of the Law on international goods sale and purchase and goods sale, purchase, processing and transit agency activities with foreign countries;
2. Subjects to be allocated with tariff rate quota
Salt: Import tariff rate quota shall be allocated to entrepreneurs who use salt for production of chemicals, or as raw materials for production of medicine and medical products.
Poultry egg: Import tariff rate quota shall be allocated to entrepreneurs who are granted Certificate of Business registration and have demand for imports.
3. Time of allocation of import tariff rate quota with respect to salt product
Time of allocation of import tariff rate quota for salt product must conform to the proposals of the Ministry of Agriculture and Rural Development in order not to affect consumption of domestically manufactured salt.
Article 3. Effect
This Circular takes effect since February 27, 2015 to the end of December 31, 2015.
