CIRCULAR

ON AMENDMENTS AND SUPPLEMENTS OF A NUMBER OF ARTICLES OF THE REGULATIONS ON THE CERTIFICATION OF METROLOGY STANDARDS FOR VERIFICATION OF MEASUREMENT MEANS ISSUED TOGETHER WITH THE DECISION NO.28/2007/QD-BKHCN DATED 25/12/2007 OF MINISTER OF SCIENCE AND TECHNOLOGY

Pursuant to the Decree No.28/2008/ND-CP dated March 14, 2008 of the Government regulating functions, duties, powers and organizational structure of Ministry of Science and Technology;

Pursuant to the Resolution No.67/NQ-CP dated December 24, 2010 by the Government on the simplification of administrative procedures within the scope of management functions of the Ministry of Science and Technology;

At the proposal of the General Director of Directorate for Standards, Metrology and Quality,

Minister of Science and Technology defines:

Article 1. To amend and supplement a number of Articles of the Regulations on the certification of metrology standards for verification of measurement means issued together with The Decision No.28/2007/QD-BKHCN dated 25/12/2007 of Minister of Science and Technology as follows:

1. To amend and supplement Article 8 as follows:

"Article 8. Dossier of application

1. One (01) set of dossier of application sent to the Directorate. Dossier comprises:

a) An application for certification of metrology standards for verification in the prescribed form in Appendix I of the Decision No.28/2007/QD-BKHCN;

b) Records of metrology standards for verification in the prescribed form in Appendix I of this Regulation;

c) A copy (certified true copy of the establishment) of Certificate of verification of metrology standards as prescribed in Article 10 of the Decision No.28/2007/QD-BKHCN.

2. In case of re-certification, at least one (01) month prior to the invalid date of certification decision, the verification organization makes a (01) set of the dossier of application and send to the Directorate. Dossier comprises:

a) An application for certification of metrology standards for verification in the prescribed form in Appendix I of the Decision No.28/2007/QD-BKHCN;

b) Records of metrology standards for verification in the prescribed form in Appendix I of this Regulation (if there is any change in the technical characteristics, the main metrology compared with the first certification);

c) A copy (certified true copy of the establishment) of Certificate of verification of metrology standards as prescribed in Article 10 of the Decision No.28/2007/QD-BKHCN"

2. To amend Clause 2 of Article 9 as follows:

"Within ten (10) working days after receiving complete dossiers as prescribed, the Directorate makes decision on the certification of metrology standards for verification for the verification organization."

3. To amend and supplement Article 14 as follows:

"Article 14. Archive of dossier of metrology standards for verification

1. Dossiers of metrology standards for verification which have been certified (including applications for certification, records of metrology standards and certification decisions) must be stored at the Directorate for at least five (05) years after the certification decision expires.

2. The establishments are responsible for making profiles of metrology standards for verification that have been certified and stored in the establishments within the period specified in clause 1 of this Article."

4. To amend and replace Appendix II issued together with the Decision No.28/2007/QD-BKHCN by Appendix I of this Circular.

Article 2. Directorate for Standards, Metrology and Quality is responsible for guiding, organizing the implementation of Circular.

Article 3.

1. This Circular takes effect as from August 20, 2011.

2. General Director of Directorate for Standards, Metrology and Quality, Director of Legal Affairs Department and other concerned organizations and individuals shall implement this Circular./.

- 02 photos (general image and image of labeling part of the standard). Photos can be printed on normal paper, but required to ensure clarity.

3. Use, maintenance and preservation of metrology standards for verification:

- Regulation: (name of regulation, date of issuance, issuer);

- The situation of implementation of the Regulation.
