CIRCULAR
PROMULGATING THE LIST OF PRODUCTS AND GOODS LIKELY TO BE UNSAFE SUBJECT TO MANAGEMENT BY THE MINISTRY OF INFORMATION AND COMMUNICATIONS
Pursuant to the November 21, 2007 Law on Product and Goods Quality; Pursuant to the Government’s Decree No. 132/2008/ND-CP of December 31, 2008, detailing a number of articles of the Law on Product and Goods Quality;
Pursuant to the Government’s Decree No. 187/2007/ND-CP of December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
At the proposal of the director of the Science and Technology Department,
STIPULATESS:
Article 1. Scope of regulation
This Circular promulgates the list of products and goods likely to be unsafe subject to management by the Ministry of Information and Communications (below referred to as the list of group-2 products and goods).
Article 2. Subjects of application
This Circular applies to domestic and foreign organizations and individuals producing or trading in products or goods on the list of group-2 products and goods in Vietnam.
Article 3. The list of group-2 products and goods
1. The list of group-2 products and goods is provided in the Appendix to this Circular.
2. In each period, the Ministry of Information and Communications shall re-consider, amend and supplement the list of group-2 products and goods to make it conformable with state management policies.
Article 4. Management principles
Quality management of products and goods on the list of group-2 products and goods promulgated together with this Circular is performed in accordance with national technical standards and relevant regulations on quality management issued by the Ministry of Information and Communications.
Article 5. Implementation provisions
1. This Circular takes effect on August 15, 2011.
2. The director of the Office, the director of the Science and Technology Department, heads of agencies and units of the Ministry of Information and Communications and related agencies, organizations, individuals shall implement this Circular.
3. Any problems arising in the course of implementation should be promptly reported to the Ministry of Information and Communications for consideration and settlement.-
